To the esteemed members of the Meridian City Council,
I am writing as a long-term resident of Meridian (since 1995) residing at 2347 W Apgar Creek Dr. to
formally express significant and documented concerns regarding any proposal to convert Lolo Pass
Way from its current designation as a private drive and emergency fire lane into a public throughway
connecting to McMillan Road.
While I understand and accept the necessity of growth, any development approval in this area must
prioritize resident safety and functional traffic management. Converting Lolo Pass Way would create
severe, negative impacts on the existing transportation infrastructure.
1. Predicted Traffic Volume and Congestion
Opening Lolo Pass Way will inevitably result in it functioning as an undesirable commuter shortcut and
pass-through route, designed to bypass existing bottlenecks.
The N Goddard Creek Way entrance to our subdivision experiences substantial congestion,
particularly exacerbated by the proximity and signal timing of the McMillan/10 Mile intersection.
This existing congestion already forces residents, myself included, to utilize N Wild Goose Way as
an alternate entry.
Allowing a direct connection via Lolo Pass Way will draw non-local traffic away from N Goddard
Creek Way, funneling it directly through our residential streets to exit onto McMillan Road,
dramatically increasing traffic volume on local collector streets.
2. Infrastructure Limitations and Safety Hazards
McMillan Road is not currently scheduled for four-lane expansion, meaning its current two-lane capacity
is already strained.
The current traffic flow on McMillan Road near the subdivision is already complicated by multiple
points of ingress/egress, including the two open commercial parking lot driveways near Linder
Road and the main subdivision entrances.
An influx of pass-through traffic via Lolo Pass Way will intensify this localized congestion,
compromising the safe and efficient movement of residents attempting to enter or exit the
neighborhood at N Wild Goose Way and N Goddard Creek Way.
3. Recommendation Based on Local Precedent
To mitigate these predicted negative impacts, I strongly urge the City to maintain the current status of
Lolo Pass Way as emergency access only as a condition of any development approval.
This approach aligns with the precedent set when it was determined that N Selway (Apgar) should not
be extended to McMillan Road and was similarly limited to emergency access only. Applying the same
rationale to Lolo Pass Way is essential for preserving the traffic functionality and safety standards of the
surrounding community.
I respectfully request that these concerns be fully considered and incorporated into any final decision
regarding the development and road connectivity for the area adjacent to Apgar Creek Drive.
