Good Morning Carol,
Thank you for the email. Multiple neighbors have expressed concerns regarding this project, so I want to provide
some clarification. The City has approved the subdivision of this property from one parcel into three, and that
approval remains valid through July 23, 2026. At this time, the only permit issued is for an accessory dwelling unit,
which is allowed under the City’s zoning ordinance. Any changes proposed by the current owner would require a
modification and approval by City Council. This information has been shared with Mr. Rausch. No additional
residential units may be constructed until the property is officially subdivided or the plat is modified. If you have
any questions about this project, please feel free to contact me.

Dear Mayor Robert Simison, Bruce Freckleton, Bill Parsons, Kent Goldthorpe, and others,
I see there is a sign on E. Rosalyn Dr. stating there will be a closure for sewer extension 12/11/25 -
12/18/25. This triggers yet another discussion with friends and neighbors regarding the property at 200 E.
Rosalyn. We thought that once they built the surprise second house on the property, the original
approved plans had been abandoned and the matter was over. We hear they are calling the second
house an ADU, but it simply looks like a second home. I guess as long as it's tied to the first house and
can't be independently sold, you could call it an ADU in order to circumvent the agreement, but in fact,
it's just a second house. We were surprised when they put it up, because the agreement had been to
tear down the existing home. We are now hearing rumors that they will be adding a two (2) story duplex.

I am exceedingly disappointed that the matter we thought put to rest has reared its ugly head -
AGAIN. During the meetings we finally felt heard when, seemingly, the Mayor and Fire Department took
an interest in the safety of our community. We hope this is true.
Instead of reiterating some of my concerns, I have attached my email from April 25, 2024.
I do not propose to understand how the system works, but, I trust everyone involved is acting in the best
interest of the public by strictly following all rules and regulations.

Dear Bruce Freckleton, Planning Commission, City Council and others,
I have attended all but one meeting concerning the proposed building at 200 Rosalyn. My husband and I
do endorse a three (3) home plan. This is what we have supported from the beginning.
Safety continues to be of great importance to us and our community. I am bewildered by the
commission response to other projects. Sometimes, the Council views safety as an important
factor. Other times, safety factors are set aside as irrelevant. Sometimes the respondent is directed
straight to the ACHD. I would like you to know that safety is a major factor in this project.
Even if they add only three (3) family dwellings to this property, we are looking at a minimum of six (6)
additional cars. And, we all know, it really means more like 12. Not including visitors. Furthermore, the
hammerhead type driveways do not work. We had a home with those before, and people would never
obey the parking ordinances.
I live on the corner of E Bluelark Ct. and S Blackspur Way. The following has happened to our traffic
pattern in the last three (3) years:
Left hand turn is no longer allowed from Calderwood (facing west) to Meridian heading
south. There is an extreme amount of traffic originating from Dutch Brothers and Starbucks. Not
all customers of these establishments are familiar with the exact area and are in a rush to get out
of the neighborhood. They head south on Blackspur looking for a way out. Many of them drive in a
desperate manner. As soon as they make the curve on Blackspur, they accelerate. Sometimes
they get to the corner of Bluelark and whip around the corner looking for the exit, of which there is
none. Other times, they slam on the breaks and peak down the street, and other times they just
speed! Many are at least kind enough to pull on the side of our house to look at their GPS.

It is just as important to note that when driving north on Meridian and wishing to turn right onto
Rosalyn, it is already very dangerous. The Meridian traffic is going very fast. You turn on your
indicator and pull off onto the shoulder to make your right. I grit my teeth each time hoping the
people behind me pay attention. I propose a proper right hand turn lane be added regardless of
the number of homes allowed to be put in at 200 Rosalyn.
As far as we know, there is still a school bus stop at the corner of Rosalyn and Blackspur. It goes unsaid
how dangerous adding more traffic to this area could be.
We respectfully request no more than 3 single family homes be added to the property.

Thank you, Sir. We will defer to the City on the land use conversation. While ACHD may
comment on the proposal, we would only be commenting on the transportation impacts of
whatever use is proposed. If the City has any transportation concerns, we are happy to weigh
in.

foremost. ACHD is in no way involved in land use decisions such as this. However, I've included the
