It truly does help. I will pass this message on to other residents as I am not the only one who has concerns about this issue. For context this field was flood irrigated when used for farm use. This caused problems for some of the neighboring houses. Which is why it is a hot topic now. Our other biggest concern is pertaining to height. The new proposed houses which will already be taller than all of the existing surrounding homes (by 10+ feet unless restricted) are going to be built on land that already naturally sits higher than the land around it. Thus making those already tall houses taller. A topographical picture/drawing of the proposed development might be helpful. That normally is done after a preliminary plat is approved and we create Construction Documents (CDs). We have looked at the existing topography and developed a grading and drainage concept plan though. We evaluate the basic feasibility, but not the actual elevations and slopes. We are required by the City of Meridian and by Ada County Highway District (ACHD) to retain 100% of stormwater runoff on the project site. We are required to then infiltrate all of the runoff into the soils. There can be no discharges of stormwater to the (existing) right-of-way or to neighboring properties (including yours). Our intention is to collect to have the stormwater from the rooftops and the driveways drain to the proposed roadway. Curb and gutter will then carry the runoff to curb inlets. The curb inlets will then be piped to underground seepage beds, which are essentially big rock pits, that are 2 sized to hold all of the runoff until it naturally seeps back into the earth. The depth of the seepage beds is based on several factors, but I am anticipating the beds for this project will be as deep as 10 feet below the ground. Once the seepage beds are constructed, you would never know it exists by just looking at the land. For subdivisions, we normally put the seepage beds in green open space. We can't plant trees over the seepage beds so they are normally just flat grassy open areas. For this project we planned to put the seepage beds in the open space between the bigger lots on the south and the proposed homes. So that means there would be a seepage bed north of your existing home. You can see in the image below the proposed outline of two seepage beds in Lot 14. In reality, we would probably combine them into one larger bed at the same location. These details would be worked out in the CDs. With respect to the irrigation, we still are not certain where the pump station for pressure irrigation is going to be located. We had originally planned to have it located on the same lot as the seepage beds. You can see these also in the image below. However, we may actually locate the pump station in either of the common lots out by Adkins Ave. (Lot 1 or Lot 21). The pump enclosure is fairly small. It will look like a large electrical cabinet. I have also pasted an image of the pump station and enclosure, below. I hope this answers your questions. We can update you on the pump station location as our design solidifies. A formal development agreement will provide certainty and clarity, thus leaving no room for collective understanding or assumptions. A 10-foot bu?er easement on Farrington Heights Subdivision South, West and North borders. Reasons: This bu?er easement is requested along those borders as these are directly along existing homes. It would create a bu?er as these surrounding properties would be zoned for a lower density. This bu?er easement would also help to maintain and ensure privacy for existing homes and new homes. This bu?er easement also directly addresses concerns of the existing residents. A 15-foot easement on Farrington Heights Subdivision’s North border in which it shares with existing home at the address 1111 N Adkins Ave. Reasons: 1111 N Adkins Ave is zoned in Ada County and is R1. Thank you for coming out and hearing our concerns. I just wanted to follow up with you after that meeting even though I think we were in an understanding of thoughts. I have a few questions and clarifications. Questions: 1. Who hired you to consult on this project? Developer or city? 2. Clarifications 1. We are going to be asking for a bare minimum that the 4 lots along our property line be 1 story. (Block 1 lot #’s 2,3,4 and 5). 2. We would like a bare minimum easement of 10 feet with a house set back. we can be flexible on the house set back, but know we are seeking the most possible. 3. Irrigation and the worry of the grading making it so our property floods out. this will be a hot topic with the neighbors. 4. we would like the see the survey image for the property line on our shared border. 5. Please remember that the front door of our house is actually the door that faces the field. Keeping this in mind would be helpful and considerate as you configure houses on those lots (Block 1. Lot #’s 2, 3, 4, and 5). That side is the same side as a ALL main living areas. Any houses higher than us could see into all those main living areas and all of the that side of our property leaving us in a shadow and with eyes peering down on us from multiple residents. 6. The things most important to us: height: the south winter sun literally warms ALL our main living areas. We want as much sun shining on us as possible, the house was built in 1909 and it would increase our heat costs and put us in the dark. privacy: we would like to walk out our front door and be able to be behind our 6 foot fence and not be seen walking to our detached garage which deeper in our property. 7. I will be asking for a development agreement, I am open to working with everyone to make the agreement fair and reasonable. but we will be asking for one to ensure protection for us and all other current residents but also for the builder’s as they build the new homes.
