3. INFORMATION: ACHD Five Year Plan Adoption (FYP)
Brian provided some updates. Caleb corrected Brian that not everyone gets to be on the FYP
subcommittee.

4. INFORMATION: Capital Investments Citizens Advisory Committee (CICAC)
Caleb overviewed the process. It’s cyclical. Projects in the FYP need to be in the CICAC. Current
recommendation for moving forward is two impact fee districts. Historically there were more.
Next Meeting is on Nov 10th. Public comment period is over now. Multi-year process means its
difficult to make changes; its pretty set given the work that goes i nto modeling. Chairman steed
also chairs the CICAC and was in communication with Meridian staff. Much of the conversation
at the City has been 1 vs 2 impact fee districts. The City has provided a letter indicating support
for one district. December 3rd is the anticipated adoption for the CFP and impact fee ordinance.
While the City has made formal comment, Caleb encouraged Commissioners to provide public
comment informally.
5. INFORMATION: Ex-Officio Updates
Kelly update. Have temporary occupancy, but remaining staff will move over in the next few
weeks.
Austin update. CIM anticipated completion in Dec 2027. ACHD’s CIP is something that
COMPASS is watching. Noted that the Board identified the locally preferred on the Boise cutoff
for the PEL. Carbon reduction strategy is moving forward for approval in December 2025.
Resilience improvement plan work also being worked on to identify natural hazards that may
impact the transportation network. March 2026 due date. Regional pathway on water network
being understood still. SPEARS is work between ACHD, Nampa, and COMPASS, but in the
infancy, shooting for early 2027.
Miranda. Kicked off the long-range planning committee for attendance areas is being worked
on. Open houses for Nov 17, 18, and 19th in the evenings at elementary schools. Working with
ACHD on all the construction projects affecting bus routes.
Justin. Provided the updated list, provided in the packet. Eagle Road work is occurring waiting
on some access easements.
Corporal promoted wont be involved. Morgan Carter is Tara’s replacement.

Caleb mentioned that there is a future joint meeting, and noted that the Mayor was interested
if there’s any discussions that TC members feel that Council should discuss with the ACHD
Commission. Tom asked if there were any known topics for the meeting, and Caleb referenced
believing that East 3rd Steet alignment study may come up. David brought up the Broadway
project, and whether the TC could get an update given transportation impact. Caleb suggested
adding to the Future Meeting topic list, as not much is known currently.

Caleb noted that Advik is the new Youth Commissioner. Sophomore and COMPASS public
charter. Does Taekwondo, enjoys reading, and has written a book.

Status Tracking: Project team meeting (95% Design) held April 12th. Project has a notice to proceed per
ACHD transmittal. Only update the City has received otherwise, was Chris Dayley reaching to inquire on
interagency agreement. Caleb asked Kim to chime in if Parks wanted any upgrades.
10/24/25, updated project name to reflect year change. Working to verify specific projects: Meridian AOCI

Black Cat and McMillan
Design: 2023 | ROW: 2028 | Const: 2029 | Status: In-process
Project Description: Intersection improvement project which includes constructing a multi-lane roundabout
with two (2) lanes for the northbound/southbound legs and one (1) lane for the eastbound / westbound
legs as per the 2020 Capital Improvement Plan.

Last Status Review: 8/25/2025.
Status Tracking: Ultimate RAB scrapped for the time being. ACHD is designing an interim signal for the
intersection of Black Cat / McMillian. It will be constructed with the Ustick, Black Cat to Ten Mile project.
The intersection will function as a 2x2 signalized intersection in the interim until the future RAB project.
Interim signal was installed the end of December. Also, more to come on conversations between Lennar
and ACHD on donating funds to complete full project in FY2028. Hether assisting to figure out what an
interim treatment could look like and cost. Developer co-op project to build dual-lane RAB in 2028
approved by ACHD in July 2025.

Eagle Road, Amity to Lake Hazel
Design: 2023 | ROW: 2024 | Const: 2025 | Status: Active Construction
Project Description: Widen Eagle Road from Lake Hazel Road to Amity Road to two lanes in each
direction with a center turn lane and center medians to calm traffic. Construct a multi-lane roundabout at
the intersection of Eagle Road and Taconic Drive. Add a multi-use pathway on each side of Eagle Road
and at the Lake Hazel intersection for bicyclists and pedestrians.

Status Tracking: Road closure started September 16, 2024. Eagle Road, Amity to Lake Hazel remains
closed. Phase 2 started July 1st. Eagle and Lake Hazel segment (separate project) is complete and open.

lanes (3-thru lanes in each direction, center median and turn pockets where appropriate) & construct ing
enhanced pedestrian and bike facilities on both sides of the roadway.

Status Tracking: 95% review meeting held on January 21, 2022. Radio silence from ACHD for several
months. This project is ready to go into CN once ACHD identifies funding. Shelf-ready. DSN Complete.
Discussed at SSCC no need for Cost Share due to design of sidewalk and paths and center median. CN
planned for FY28.

Linder Road, Overland to Franklin (Includes Overpass of I-84)
Design: 2022-2024 | ROW: 2024-2025 | Const: 2026-2027 | Status: Active Construction
Project Description: Corridor improvement project which includes widening from two (2) to five (5) lanes
and constructing enhanced pedestrian and bike facilities on both sides of the roadway as per the adopted
Bike Master Plan and the 2020 Capital Improvement Plan (CIP).

Last Status Review: 10/6/2025.
Status Tracking: The City has been awarded $4.3M from ITD towards completion of this project. The City
and ACHD have entered into an agreement to spend the Strategic Initiative Funds in 2025. Phase 1 in
construction March 2025. Should be complete later in the year. Cost is estimated at $3M. Reid Selmer is
no long PM (as of 6/12/2025) not sure who is taking over at ACHD. As of 8/2025 Michelle White is ACHD
PM. Task Force meeting scheduled for October 2025, might be last one. Michele provided status update
9/11: • Phase One Status: Phase one is nearing completion. The primary remaining task is the relocation
of utilities to a new power pole, which must occur before the new signal pole can be set. This step is
currently slightly delaying the opening of the intersection. Our construction team will notify me once they
receive a confirmed relocation schedule from the utility providers.
Phase One Substantial Completion: We anticipate achieving substanti al completion of phase one well
prior to the end of CY2025.
Phase Two Timeline: At this time, there are no changes to the phase two schedule. NTP is expected
on June 1, 2026, with substantial completion anticipated by the end of November 2027.
ITD Bridge Portion: The ITD bridge component is integrated into the phase two timeline and is
planned to proceed accordingly. We will be working with ITD on Interagency agreement soon for the
administration and inspection of construction of the Bridge portion. I don ’t have a timeline just yet of
when the bridge portion will be scheduled but will update you when I know more.

Project Description: Community improvement project which includes the installation of an enhanced
crossing (PHB) across Locust Grove Rd at Palermo Dr, upgraded ADA ramps/bulb -outs* and pavement
markings/street lights.

Project Description: Bridge improvement project to remove and replace bridge #1207 over Ten Mile Creek
as part of ACHD’s Bridge Maintenance Program.

Status Tracking: Design completed; wont begin construction until FY27. New bridge is going to be 3

Locust Grove, Fairview to Ustick Concept Study

Project Description: Ada County Highway District (ACHD) is seeking consultant services for the concept
design of the Locust Grove Rd, Fairview Ave to Ustick Rd corridor improvement project. The project aims
to widen the roadway from 3 to 4/5-lanes with enhanced bike and pedestrian facilities and crossing
opportunities while seeking to limit property and business impacts through a robust public outreach. This
project was identified by the City of Meridian as their #2 priority.

Status Tracking: Project kick-off meeting scheduled for June 24th. Elie Kawmy is the ACHD PM.
Concept report by Parametrix review complete on 8/15/2025.

MIPS - Locust Grove and Pine Visibility
Design: | ROW: | Const: | Status: Design / ROW
Project Description: Explore pushing the fence back on the NW corner of Locust Grove and Pine to
increase east-bound visibility, and especially SE bound traffic (turning right). ACHD will not accept
additional right-of-way but will accept an easement. City must acquire and provide a legal descrip tion
since the fence is within technical sight-vision-triangle setbacks.

Status Tracking: Two initial concepts created that preserve property owners shed in the existing location.
In meeting with the property owner, they have indicated that they also want the complete replacement of
their dilapidated fence, upgraded posts, and bollards or other protective elements. They also want a
property boundary adjustment with the adjacent property owner wher e their fence encroaches on their
property. City staff will have to explore additional cost estimates and benefit.

Project Description: Complete sidewalk gap on NW corner of Meridian and Victory Roads, between the
existing “ramps” (ADA domes) and nearest adjacent sidewalk.

Status Tracking: Originally identified for MIPS funding, ACHD has agreed (per Matt Degen) to take this
on, and has committed to completing before end of summer, 2026.

Star Road Bridge #1092

Project Description: Bridge improvement project to remove and replace bridge #1092 over the Middle Tap
Sublateral as part of ACHD’s Bridge Maintenance Program.

Status Tracking: Project is at 95% with plan in hand site meeting on 5/7/25. This is the last of several
bridges to allow for Star Road widening to 5-lanes in the future. Construction year is 2028. 10/24/2025, no

enhanced pedestrian and bike facilities on both sides of the roadway

Last Status Review: 9/12/2025.
Status Tracking: Cost share was sent to ACHD PM in early April. Coordinating on center median LS
design, fiber and street lights also requested. 75% plan review meeting held in March. 99% expected in
December 2025. Need to have LS design done by then. Mike is coordinating with Seth on median design
and CS application. CS received back from ACHD on 8/18/2025, sent to Mike and Emily for review.
Needs to go to Council next (CH). Discuss at 9/15 SSCC meeting.

Ustick, Ten Mile to Black Cat

Project Description: Corridor improvement project which includes widening the roadway to five (5) lanes
(2-thru lanes in each direction, center median and turn pockets where appropriate) &, signalizing the
intersection at Naomi Ave, and constructing enhanced pedestrian.

Status Tracking: Pre-construction meeting is October 24th. Notice to Proceed was issued November 11th.
Contractor has started implementing traffic control on the project and throughout the southern
neighborhoods. Black Cat Road is closed north of Ustick Road. Black Cat Road is open south of Ustick
Road. Aspenstone Street is closed at Black Cat. Ustick remains open; traffic has been shifted onto the
temporary asphalt on the south side of Ustick – one lane in each direction; irrigation and seepage bed
installation is ongoing; roadway and sidewalk demo and prep are ongoing on the north side of Ustick.
Parks entering into a CS for landscaping.
Eightmile irrigation concrete irrigation splitter box placements completed this week. Waiting on lids; utility
relocations are complete; temporary precast sections have been set; irrigation work, apart from Ninemile,
is nearly complete in preparation for the City’s sewer bypass; Rutledge has been sleeved for sewer line
install.

Status Tracking: A lot of back and forth between Kelly Bruner (ACHD) and myself and then looping in
Dave (who then talks to Council and Mayor). As of 7/14, Kelly is going to talk with the Planning group to
find out what the design and construction timeline would look like if the City were to participate in the
project financially. 10/22/2025, this is part of ACHD ’s new FYP for the RRING only.
Also, we recieved the following form ACHD. The $650K estimate is for a permanent crossing, including
lights and gates and filling in a sidewalk connection on the east side of Black Cat. The estimate includes
design costs (roughly $50-60K).

Project Description: At the request of Nampa through the Project Development Program, COMPASS is
leading a study with ITD and other regional agencies to formally study a SH -16 extension south of
Interstate-84. This planning-level study will evaluate corridor needs, identify feasible roadway cr oss-
sections, and define the scope of future design and construction improvements necessary to
accommodate anticipated growth and regional mobility demands. The outcome will provide a clear path
toward project readiness and future funding opportunities for corridor improvements that enhance safety,
connectivity, and multimodal access between Ada and Canyon Counties.

Status Tracking: The first meeting for the workgroup is on December 8th and includes COMPASS, ITD,
Ada County, Canyon County, Nampa, Meridian, Kuna, and Boise. Kittleson and Jacobs are both
participating in the work. Boise is presumably invited as SH-16 would eventually connect with highway
like preservation efforts by ACHD on Kuna Mora Road.

Project Description: State Highway 16 Extension from US 20/26 to I-84 with overpasses for Fairview and

at grade crossings at Franklin and Ustick, and a temporary service interchange only at I -84, it will be
completed with no phased opening work.

Status Tracking: 10/24/2025. City actively trying to encourage coordination between ACHD and ITD
regarding local access and delayed local improvements to SH-16 extension.
I-84 System interchange (flyovers) expected to be complete by January 2027. Service interchange
(local connections) already complete.
Ustick to Chinden completion is Fall 2026. Contract completion date is Fall of 2026. Contractor is
working on the wall abutment at the Ustick Bridge. Concrete paving is c omplete for the Ustick ramps.
Work continues on the approaches at the US 20/26 and SH 16 Interchange.
Franklin to Ustick: Contract completion date is Fall 2027. Contractor is working on the Ustick MSE
walls. Main line is being concrete paved from the railroad bridge north to Ustick Road. Ustick girders
are scheduled to be placed in the spring.

SH-20/26 (Chinden) Middleton Road to Star Road

I-84 Eastbound Auxiliary Lane

Project Description: This project will add a second on-ramp lane eastbound at Meridian Interchange, an

ramp lane at Eagle Interchange.

Status Tracking: A virtual public open house was held February 13-28, 2024. The Interchange
Modification Report and the NEPA Categorical Exclusion were approved by Federal Highway
Administration on June 24, 2025. Plan Final Design review comments are due by the end of October.
Work continues on purchase of temporary easements, US Army Corps of Engineers 404 permit, IDEQ
Water Quality 401 Permit, and a City of Meridian water and sewer casings installation under a State -Local
Agreement. The current FY 2026 – FY 2032 ITIP shows $14.8 million in construction funding in the year
2032.

will be modeled, an origin-destination study will be conducted, and a phasing plan developed. Collecting
additional traffic counts in May 2025. Building existing condition and future alternative traffi c models.

SH-55 (Eagle Road) Speed Limits

Project Description: This proposed Safety Corridor Pilot involves adding extra safety signage,
implementing a variable speed limit zone during peak congestion times, and eliminating un-signalized left-
turn access at the following locations:

Northbound left-in at Lanark Street
Southbound left-in at Meadowdale Street southbound

limit signs planned for October/November 2025 to get the equipment. Setup and testing will be later, after
outreach effort.
10/30/25 - Left turns were restricted at 3 locations along the corridor in mid-August. Later this year, ITD
will also install variable speed limit signs between Franklin Road and Chinden Boulevard. These signs will
reduce speed limits to 45 mph during peak congestion. Additional improvements will include speed
feedback signs and signs warning of stopped traffic at key locations.

Status Tracking: Virtual public open house held April 7 through April 21, 2025. Following review and
evaluation of public comments. ITD has been presented results of outreach to the Transportation
Commission, City Council, and COMPASS. The STARS agreement will go to the ITD Board later this
year. Last correspondence described that the extent of the STARS project will be SH-69, from Victory
(exclusive, not including the intersection) to Columbia (exclusive, not including the intersection), and not
include Victory to Overland.

Meridian Intersection and Pedestrian Safety Task Force, Implementation

Status Tracking: 08/12/2025. All but three of the crosswalks fall within ACHD’s ROW. ACHD has
completed those within their ROW, and the City contracted to complete those outside. Of the initial
projects, two pedestrian ramp/sidewalk repair projects are currently in progress.
There are several other projects the Mayor and Council are interested in further scoping with ACHD/ITD.
Staff need to prioritize new projects or closeout funding. For now, Pine and Locust Grove is moving
forward through the Mayor’s Office to obtain an easement. 10/24/2025, the City is also exploring options
for sidewalk connections from XWALK on the NW corner of Meridian and Victory.

consultant on July 31st. The excepted completion date is still the end of December (potentially early
January). UPDATE 9/4/25: The first three stakeholder meetings are scheduled for the week of September

During the Monday, December 1st Meridian Transportation Commission meeting Staff will
provide the Commission with some background and history on past and current efforts to
preserve a north-south collector roadway between Carlton Avenue and Fairview Avenue, at/near
E. 3rd Street in downtown Meridian.
The Meridian Development Corporation (MDC), the City’s urban renewal agency has developed
a new, updated visionary master plan for downtown: Destination Downtown 2.0. As part of that
effort, transportation improvements downtown were evaluated. During the December 2nd City
Council workshop, MDC will be sharing and discussing “connections” downtown with Council,
including E. 3rd Street options for future extension. City Staff would like to know if
Commissioners have any information or thoughts that should be considered as part of that
discussion to reevaluate the preferred alignment.
