We have reviewed this submittal and offer the following comments, as conditions of the applicant. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: APPLICATION SUMMARY AND LOCATION Silverstone Subdivision No. 3 is a re-subdivision of Lots 2, 3, 6 and 7, and portions of Lots 8, 10, and 11 of Block 2 of Silverstone Subdivision. The subject property is located just south of the southeast comer of the Overland and Eagle Road intersection. Staff fmds that the proposed re- subdivision complies with the City's Subdivision Ordinance and offer the following conditions of approval: SITE SPECIFIC COMMENTS 1. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting, crossing or lying adjacent and contiguous to the area being subdivided shall be tiled per City Ordinance 12.4-13. Plans will need to be approved by the appropriate irrigation/drainage jurisdiction, or lateral users association, with written conSrmation of said approval submitted to the Public Works Department. 2. Compaction test results must be submitted to the Meridian Building Department for all building lots receiving engineered backfill. 3. The design of drainage areas shall ensure that water is retained only during 100-year storm events for a period of time not to exceed 24 hours. 4. Street signs are to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, drainage lots constructed, and road base approved by FP-03-002 Silverstooe Sabdivisioo No. 3. FP.doc Mayor and Councfl January 28, 2002 Page 2 the Ada County Highway District prior to applying for additional building permits. All development improvements shall be installed and approved prior to obtaining certificates of occupancy. A letter of credit or cash surety in the amount of 110% will be required for all fencing, pathways, landscaping, pressurized irrigation, sanitary sewer, water, etc., prior to signature on the final plat. 5. All landscaping shall be installed as depicted on the previously approved landscape plan 6. Sanitary sewer and water service to this site will be from extensions of existing mains and/or services installed as part of the original development of the Sflverstone project. The applicant will be responsible to construct lateral sewer mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Sewer mains will not be allowed within landscape areas, beneath landscape islands, and manholes will not be allowed in parking stalls and loading areas. 7. The applicant shall be subject to latecomers fees reimbursing the parties responsible for the extension of sanitary sewer under the interstate. Payment of the latecomer's fee is required prior to signature on the final plat map by the City Engineer. 8. Applicant's engineer will be required to submit a signed, stamped statement certifying that all street finish centerline elevations are set a minimum of three-feet above the highest established normal groundwater elevation. 9. Submit copies of proposed restrictive covenants and deed restrictions for review by the City Attorney's office. 10. Please add or revise the following plat notes: (12.) This Subdivision is subject to all requirements of the approved conditional use permit CUP-01-002 Dated July 17, 20D1. 11. Staffs failure to cite specific ordinance provisions or terms of the approved preliminary plat does not relieve applicant of responsibility for compliance. GENERAL REQUIREMENTS Applicant is to meet all terms of the approved preliminary plat(s) and development agreement. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used for non-domestic purposes such as landscape irrigation. 3. Two-hundred-fifty watt, high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. The street light contractor shall obtain an approved design and permit from the Public Works Department prior to commencing installations. 4. Submit "final" letter from the Ada County Street Name Committee, approving the subdivision and street names. Make any corrections necessary to conform. 5. Coordinate fire hydrant placement with the City of Meridian's Water Works Superintendent. 6 Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K. That afire-flow as required by the Uniform Fire Code shall be available for duration of 2 hours to service the ernire project. Fire hydrants shall be placed an average of 400' apart. 1997 UFC Appendix III-A 2. Operational fire hydrarns and temporary or permanent street signs are required before combustible construction begins. UFC 901.4.2 & 901.3 3. Acceptance of the water supply for fire protection will be by the Meridian Water Department. 4. Final Approval of the fire hydrant locations shall be by the Meridian Fire Department. 5. All radii shall be 28' inside and 48' outside radius. 6. Insure that all yet undeveloped parcels are maintained free of combustible vegetation per section 1103.2.4 of the Uniform Fire Code. 7. The roadways shall be built to Ada Coumy Highway Standards. UFC 902.2,1 8. The proposed 6-lot subdivision will have an unknown transiern population and will have an unknown impact Meridian Fire Department call volumes. According to a report completed by Fire & Emergency Services Consuhing Group in Febnlary of 2000 our requests for service are projected to reach 2800 in the year 2005 and 3800 by the year 2010, this is up from 2069 responses in the year 2000. 9. The proposed project lies outside the five-minute response zone goal. Achievement of this goal is subject to budgetary constraints and is intended to enhance the probability of a favorable outcome on a request for Basic Life Support. The budget constraints are typically defined as capital outlay for facilities that are located within 1.5 miles from a given location and sufficient operational funds to staffthe facilities. 10. No vertical obstructions or mature landscaping which obstructions the outlets of the fire hydrant within 10'. 11. All building uses and processes to comply with the fire code in effect at the time of construction. 12. A 20' wide fire lane shall be maintained around all proposed buildings. 13. A vertical clearance of 13' 6" shall be maintained over fire lanes, this may affect mature trees.
