Dear Planning Division, Chair, and Members of the Planning & Zoning Commission,
My name is Jessica Nuesse, a resident of South Meridian living in the Century Farm neighborhood near Hillsdale
Elementary and the YMCA. I am wri?ng to submit my public comment and respec?ully request that the Commission
deny Rezone Case H-2024-0072 un?l required impact studies are completed and fully addressed.
1. School Capacity Concerns
Hillsdale Elementary is already at or over its intended capacity and relying on portable classrooms. Adding high-density
units without a school capacity mi?ga?on plan will worsen overcrowding and contradicts the Comprehensive Plan’s
policies requiring development to align with public facili?es and educa?onal capacity. We are having to look outside a
school right next to our house because it is so over capacity.
2. Traffic & Safety Issues
Our neighborhood experiences daily conges?on during school drop-off/pick-up and during peak YMCA hours. We have
had many issues with the increased traffic resul?ng in car wrecks (one took out a tree right where kids play), ignored
stop signs and speeding through areas where children play and walk to and from school and friends o?en. As a parent,
this is deeply concerning to me. The applicant has not provided a complete Traffic Impact Study evalua?ng these peak
condi?ons. The Rezone Checklist requires this analysis before considera?on. Without it, the applica?on is incomplete and
premature.
3. Inconsistency with the Comprehensive Plan & FLUM The Comprehensive Plan emphasizes compa?ble neighborhood
transi?ons, adequate public facili?es, and sufficient commercial services. Our commercial development is s?ll limited in
South Meridian, and adding high-density residen?al in isola?on is inconsistent with these planning principles. This
growing area s?ll has many commercial needs that are not being met.
My Requests:
• Ul?mate preference would be to deny the re-zoning, it doesn’t follow city of Meridians comprehensive plan if they
allow for that land to be residen?al only. It was designated C/R for a reason. There is no road study done that I saw in the
reports. And of course the school issue. Hill Park road already has cars parked on either side most days.
• Confirm whether the applicant submi?ed all required studies (Traffic Impact Study, u?lity capacity reports, public
facili?es impact analysis).
• Postpone recommenda?on un?l all required documents are submi?ed, made public, and reviewed.
• If the city considers approval, require condi?ons such as:
– Mi?ga?on or contribu?on agreement with West Ada School District – Traffic improvements addressing peak
school/YMCA hours including widening the road to add turning lanes in front of the school – Significant increase to
parking spaces and capacity to accommodate a minimum of 2 cars per household, due to streets and public commercial

parking lots already being congested – Extended and phased development ?ed to demonstrated school and
transporta?on capacity
