Dear Members of the City Council,
My name is Madeline Vance and I live in the Century Farm neighborhood in South
Meridian near Hillsdale Elementary and the YMCA. I am writing to submit my public
comment and to respectfully ask that the Commission deny or postpone Rezone Case H-
2024-0072 until all required impact studies have been completed, shared with the public,
and fully addressed.
1. School Capacity Concerns
Hillsdale Elementary is already at or beyond its intended capacity and is relying on
portable classrooms. Adding high-density housing in this area, without a clear plan to
address school capacity, will only increase overcrowding. This seems to conflict with the
Comprehensive Plan’s intent that development be coordinated with available public
facilities and adequate educational capacity.
2. Traffic and Safety Issues
Our neighborhood already experiences heavy congestion during school drop-off and pick-
up times, as well as during peak hours at the YMCA. We’ve had multiple traffic issues,
including car accidents (one took out a tree where kids regularly play), frequent failure to
stop at stop signs, and speeding through areas where children walk and play daily. As a
parent, this is extremely concerning.
To my understanding, the applicant has not provided a complete Traffic Impact Study that
fully evaluates these peak conditions. The Rezone Checklist requires this analysis prior to
consideration. Without it, the application feels incomplete and premature.
3. Inconsistency with the Comprehensive Plan and FLUM
The Comprehensive Plan emphasizes appropriate transitions between neighborhoods,
adequate public facilities, and sufficient nearby commercial services. South Meridian’s
commercial development is still limited, and adding more high-density residential units

without corresponding commercial and service development does not align with those
principles. This area continues to grow, yet many commercial and service needs remain
unmet.
My Requests
I respectfully request that the City:
Confirm whether the applicant has submitted all required studies, including the
Traffic Impact Study, utility capacity reports, and public facilities impact analysis.
Postpone any recommendation or approval until all required documents are
submitted, made publicly available, and thoroughly reviewed.
If the city chooses to move forward with consideration, please require conditions
such as:
o A mitigation or contribution agreement with West Ada School District
o Specific traffic improvements to address peak school/YMCA hours, including
widening the road to add turn lanes in front of the school
o A substantial increase in on-site parking to accommodate at least two vehicles
per household, given that nearby streets and public/commercial parking areas
are already heavily used
o An extended and phased development schedule tied directly to demonstrated
school and transportation capacity
