Melissa Phillips 4140 E Rockhampton St. 83642 November 19, 2025 Re: Hills and Century Farms Townhomes Dear Commissioners, I am writing to express my opposition to the request by Brighton to rezone approximately 5 acres near Hillsdale and Amity Road from commercial/residential to solely residential. Our community is already experiencing significant residential density, particularly following the approval of the ~300 home CBH development in 2021 across Hillsdale Road. The addition of 71 new townhomes on this parcel would intensify impacts without providing needed services or infrastructure. This area was intentionally designated for mixed use, and converting commercial land to residential removes opportunities for neighborhood-serving businesses, which local residents strongly desire. The City’s Comprehensive Plan emphasizes balanced development and maintaining commercial nodes to support growing residential areas, this proposal moves in the opposite direction. Infrastructure concerns are also pressing. Hills Park Road already functions like a one-lane road at times due to parked vehicles and limited width, and no traffic study has been completed to evaluate the impacts of additional homes. Hillsdale Elementary is also reported to be over capacity, and further residential growth will increase strain on the school system. I respectfully request that the Commission deny the application and allow commercial use to be preserved in accordance with the City’s planning goals. Thank you for your consideration.
