A Meeting of the Meridian City Council was called to order at 6:14 p.m., Wednesday, November 5, 2025, by Mayor Robert Simison. Members Present: Robert Simison, Luke Cavener, Liz Strader, John Overton, Doug Taylor, Anne Little Roberts and Brian Whitlock. Others Present: Chris Johnson, Bill Nary, Garrett White, Jenny Fields, Berle Stokes and Dean Willis. For the record it is November 5th, 2025, at 6:14 p.m. We will begin tonight's regular City Council meeting with roll call attendance. PLEDGE OF ALLEGIANCE Simison: Next item is the Pledge of Allegiance. If you would all please rise and join us in the pledge. (Pledge of Allegiance recited.) COMMUNITY INVOCATION Simison: Next up is our community invocation, which tonight will be delivered by Kerry -- Kerry LaFramboise. LaFramboise: Pretty close. Simison: It says Boise on the end, so I was -- LaFramboise: It should say Meridian. Simison: Who is joining us from Boise Harvest. If you wouldn't mind just taking a moment of silence and reflection. Thank you for being here. LaFramboise: Thank you, Lord, for these men and women and their commitment to this city and to the people here where we live. You said in your word in James 1 :5 that we could ask for your wisdom and so tonight we ask. Give these leaders wisdom, Meridian City Council November 5,2025 Page 2 of 6 understanding and clarity to work through every decision, every issue, every challenge, dilemma or complication. You have faithfully moved in gatherings just like this one throughout history and we are asking you to do it again tonight. Bless these proceedings with your presence and bless and guide these leaders that the decisions made tonight would provide the governmental structure needed for the people here in Meridian to live productively and prosperously under the protection of your sovereign hand. We ask these things in the name of Jesus Christ. Amen. Simison: Thank you very much. LaFramboise: Thank you. ADOPTION OF AGENDA Simison: Sorry for the delay in getting going tonight. Thank you. Next up is adoption of the agenda. Cavener: Mr. Mayor? Simison: Councilman Cavener. Cavener: Move we adopt the agenda as published. Overton: Second. Simison: Have a motion and a second to adopt the agenda as published. Is there any discussion? If not, all in favor signify by saying aye. Opposed nay? The ayes have it and the agenda is agreed. MOTION CARRIED: ALLAYES. PUBLIC FORUM Simison: Mr. Clerk, anyone signed up under public forum? Johnson: Mr. Mayor, nobody signed up. PUBLIC HEARINGS (Action Item) 1. Public Hearing for Proposed Lakeview Golf Course Fees and 2026 Winter/Spring Fee Schedule of the Meridian Parks and Recreation Department Simison: Okay. Then with that we will move on to our public hearings. Our first item up is public hearing for proposed Lakeview Golf Course fees and 2026 Winter Spring Fee Meridian City Council November 5,2025 Page 3 of 6 Schedule of the Meridian Parks and Recreation Department and Mr. White it is a pleasure to see you once again. White: Mr. Mayor, Members of the Council, I feel like I haven't talked to you in a while. So, in front of you are the Lakeview Golf Course fees that we discussed a few weeks ago. We crossed that we targeted a four percent increase and rounded it to the nearest dollar -- whole dollar after all the tax and things. The Activity Guide fees are also attached to this. The Activity Guides are the 70-30 split with our contract instructors like we have done every year. So, really, with that I will stand for questions. Simison: Thank you. Council, any questions for staff? Okay. Thank you very much. This is a public hearing. Is there anybody who signed up in advance, Mr. Clerk? Johnson: Mr. Mayor, nobody signed up. Simison: Is there anybody present who would like to provide testimony on this item? Seeing none. Wait. Let me check, make sure no one's raising their hand online. Seeing no one raising their hand online at this point in time, Council, do I have a motion to close the public hearing. Whitlock: Mr. Mayor? Simison: Councilman Whitlock. Whitlock: I move that we close the public hearing on the agenda item --Agenda Item No. 1. Cavener: Second. Little Roberts: Second. Simison: Have a motion and a second to close the public hearing. Is there any discussion? If not, all in favor signify by saying aye. Opposed nay? The ayes have it and the public hearing is closed. MOTION CARRIED: ALLAYES. 2. Resolution No. 25-2545: A Resolution Adopting the 2025 Lakeview Golf Course Golf Fees and the 2026 Winter/Spring Activity Guide Fees of the Meridian Parks and Recreation Department; Authorizing the Meridian Parks and Recreation Department to Collect Such Fees; and Providing an Effective Date Simison: Next item up is Item 2, Resolution No. 25-2545. Ask the clerk to read this Resolution by title. Meridian City Council November 5,2025 Page 4 of 6 Johnson: Thank you, Mr. Mayor. It's a Resolution adopting the 2025 Lakeview Golf Course golf fees and the 2026 Winter-Spring Activity Guide fees for the Meridian Parks and Recreation Department, authorizing the Meridian Parks and Recreation Department to collect such fees and provide an effective date. Whitlock: Mr. Mayor? Simison: Councilman Whitlock. Whitlock: I move that we approve Resolution No. 25-2545, adopting the Lakeview Golf Course fees for 2025 and the 2026 Winter-Spring Activity Guide fees for Parks and Rec. Little Roberts: Second. Simison: Have a motion and a second to approve Resolution No. 25-2545. Is there discussion on the motion? If not, all in favor signify by saying aye. Opposed nay? The ayes have it and the item is agreed to. MOTION CARRIED: ALLAYES. 3. Public Hearing for the Proposed New and Increasing Fees for the City of Meridian Simison: Next item is Item 3, which is a public hearing for the proposed new and increasing fees for the City of Meridian. Open this public hearing with staff comments from Jenny. Field: Hello again. These are the fees that are below the 130 percent threshold that has been published in the paper for our public to make comments on and I stand for any questions. Simison: Thank you. Council, any questions for staff on these items? Okay. Thank you very much. This is a public hearing. Mr. Clerk, did anyone sign up on this item? Johnson: Mr. Mayor, no. Simison: Is there anybody present who would like to come forward at this time and provide testimony on this item or online raise your hand. Seeing no one raising their hand or no one coming forward -- Cavener: Mr. Mayor? Simison: Councilman Cavener. Resolution No. 25-2546: A Resolution Adopting Changing Fees as of December 1, 2025; Superseding Previously Adopted Fees; Authorizing Finance Department to Update Citywide Fee Schedule band Authorizing City Departments to Collect Such Fees and Providing an Effective Date Simison: Next item up is Item 4, which is Resolution No. 25-2546. Ask the clerk to read this Resolution by title. Johnson: Thank you, Mr. Mayor. It's a Resolution adopting changing fees as of December 1 st, 2025, superseding previously adopted fees, authorizing Finance Department to update citywide fee schedule and authorizing city departments to collect such fees and providing an effective date. Simison: Thank you. Do I have a motion? Cavener: Mr. Mayor? Simison: Councilman Cavener. Cavener: Move we approve Resolution No. 25-2546 adopting changing fees as of December 1 st. 2025. Little Roberts: Second. Simison: Have a motion and a second to approve Resolution No. 25-2546. Is there discussion? If not, all in favor signify by saying aye. Opposed nay? The ayes have it and the Resolution is agreed to. MOTION CARRIED: ALLAYES. FUTURE MEETING TOPICS Simison: Council, anything under future meeting topics? Cavener: Mr. Mayor? Simison: Councilman Cavener. Meridian City Council November 5,2025 Page 6 of 6 Cavener: One quick item. As we are all aware the voters of Meridian approved the public safety levy last night. I would like to get on our agenda, either in December or maybe early January, before we move into base budget meetings, maybe a future meeting topic about how those dollars will be displayed in our budget, how they will be shown in terms of allocation. Just -- we have never been down this path before and I think before we start getting into budget season to have a good understanding about how the citizens of Meridian will be able to see how those dollars are collected and applied. Simison: All right. Anything else? Cavener: Nope. Simison: Then with that do I have a motion? Cavener: Mr. Mayor? Simison: Councilman Cavener. Cavener: Move we adjourn. Overton: Second.
