Staff has reviewed this submittal and offers the following comments:
APPLICATION SUMMARY & LOCATION
The applicant, Raftis Capitol, Inc., has applied for a final plat modification to revise the approved
landscape plan and a portion of the interior fencing in Tapestry Subdivision. The interior fencing shown
on the approved landscape plan for Tapestry Subdivision is a four-foot tall vinyl fence. The applicant is
requesting to change a portion of the interior fencing to a six-foot tall vinyl fence with three foot step-
downs. The applicant is also requesting to revise the landscape plan to show the correct trees to be
mitigated and retained on site per the Meridian Parks and Recreation Department Arborist's
recommendation.
Tapestry Subdivision is located north of 1-84 and west of S. Linder Road in the SE~ of the NE~ of T.
3N., R. lW., Section 14. The site has already been platted. The City Council approved the [mal plat on
October 3,2006.
STAFF ANALYSIS & RECOMMENDATION
As stated above, the applicant is requesting to revise a portion of the interior fencing between Lot 2 and
Lot 3, Block 1 and Lot 1 and Lot 2, Block 2. The applicant is requesting to install a six-foot tall vinyl
fence with three foot step-downs within twenty feet of the right-of-way along the rear/side yards of the
aforementioned lots to provide more privacy. The fencing along the micropath shall remain the
required/maximum four feet tall. The interior fencing borders the street landscape buffer on the northeast
side of the site and the existing residence on the southeast. The Unified Development Code (UDC) does
not have a requirement for permanent fencing. Further, Staff believes that the proposed 6-foot tall fence
will function as well, if not better than the previously proposed 4-foot tall fence. Staff supports the
requested change in fencing height.
The applicant is also proposing to revise the landscape plan to show trees to be mitigated and retained in
the landscape buffer on the eastern property line. The applicant has verified the trees to be mitigated and
retained with the City arborist. The number of trees on the landscape plan has not changed. The City
arborist has confirmed that some of trees to be retained on the original landscape plan were hazardous to
the existing residence and that others to be mitigated for were healthy and could be retained. The
proposed revision to the landscape plan to show the actual trees to be mitigated and retained is
also supported by staff.
Staff recommends that the Council approve the applicant's request to modify the approved landscape
plan and fencing for Tapestry Subdivision (MFP-07-003), as proposed by the applicant and attached
in Exhibit 1 of this staff report.
