HomeMy WebLinkAbout2025-11-18 Ada County Development Services ADA COUNTY DEVELOPMENT SERVICES 200 W.FRONT STREET,BOISE,IDAHO 83702-7300 PHONE(208)287-7900 https://adacounty.id.aov/developmentservices FAX(208)287-7909 BUILDING COMMUNITY PLANNING ENGINEERING & SURVEYING PERMITTING November 18, 2025 Sonya Allen Meridian City Planning Department 33 E Broadway Avenue #102 Meridian, ID 83642 RE: H-2025-0007 /Northwest and Southwest Corners of Amity Road and Meridian Road/ Syringa Crossing Mixed Use Development Sonya, The City of Meridian has requested feedback regarding the proposed annexation with zoning of R-15 (Medium-high Density Residential), R-40 (High Density Residential), C-N (Neighborhood Business), C-C (Community Business), and C-G (General Retail and Service Commercial), a preliminary plat consisting of eight (8) lots, and a conditional use permit for a multi-family development consisting of 322 residential apartments on 55.11-acres located on NWC and SWC of Amity Road and Meridian Road/ SH-69, within the City's Area of City Impact. Ada County is supportive of the application due to the proximity of the site to existing public services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential development to occur at urban densities within Areas of City Impact where public facilities are available. The Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County, designates the site as Mixed-Use Community, which is primarily intended for a variety of community-serving uses; and dwellings are seamlessly integrated into the urban fabric. As the proposal is for a mix of three different types of housing,contains commercial lots,and is located along Meridian Road/SH-16, a major corridor, it is supported by Goal 2.02.01E, which encourages the development of high quality, dense residential and mixed use areas near in and around Downtown, near employment, large shopping centers, public open spaces and parks, and along major transportation corridors. Therefore, the application is compatible with the comprehensive plan. The layout of the development also complies with many of the goals of the Meridian Comprehensive Plan with the proposal to dedicate over 19% of the site as open space with amenities that include two clubhouses,pool, several plazas, a park as well as a linear park, and pathways throughout are supported by Goal 2.02.00, which encourages safe, attractive, and well-maintained neighborhoods that have ample open space and generous amenities; and Goal 3.07.2A, which encourages pedestrian circulation plans to ensure safety and convenient access across large commercial and mixed-use developments. The proposed stub street to the west, as well as the connecting street to the north, are in compliance by Goal 6.01.02C,which requires new development to establish street connections to existing local roads and collectors as well as to underdeveloped adjacent properties. The proposal to construct a new north/south collector street along both the northwestern boundary and the southwestern boundary are in compliance with Goal 6.01.03B,which requires collectors consistent with the ACHD Master Street Map (MSM).
