INTRODUCTION
The following rlarrative is respectfully submitted as a description of the proposed Cold
Creek Subdivision. This project includes the preliminary plat of an existingx4.19 acre parcel
located on the north side of Ustick Road and east of Ten Mile Road. The current site address is
w. Ustick Rd. Meridian, Idaho 83646 and is parcel number S0435346700. The parcel is currently
"') zoned R-4. .

The project has been annexed into the City of Meridian, and this application proposes a
Preliminary Plat. The project will include 16 residential lots with a minimum lot size.l>'bf 8,000
square feet. Per the City of Meridian Comprehensive Plan, the minimum size allowed for a
residence is 1,400 square feet. The technical and planning aspects of this proposed development
are described in greater detail below. .' .

COMPREHENSIVE PLAN COMPLIANCE

The City of Meridian Future Land Use Map adopted on August 6, 2002 and amended
October 10, 2006 was used to verify the proposed residential designation as being in compliance
with the Meridian Comprehensive Plan. This map indicates that the future land use for this
property is Medium Density Residential. Per the Comp Plan Amendment, Resolution No. 04-454,
Medium Density Residential is defined as follows: !J.!

Medium Density: to allow smaller lots for residential purposes within city limits. Uses
may include single-family homes at densities of three to eight dwelling units per acre. A
III planned development may be required for large subdivisions. Density bonuses may also
be considered with the provision of public amenities such as open space, pathways, or land
~ dedicated for public services.
The existing R-4 zoning meets the lot densities suggested in the Meridian Comprehensive
Plan. The minimum lot size proposed is 8,000 square feet. This zoning requires a minimum
residence size of 1,400 square feet and a minimum ground floor area of 800 square feet. It is the
intent of the developer to provide homes larger than this minimum to meet the market demand for
higher end residential homes. There are a total of 16 residential lots and the net lot density is
approximately 4.2 dwelling units per acre. The average lot size is 8,123 square feet. There is a
proposed right-of-way dedication of 1.05 acres and an open space area of 10,829 square feet. The
open space area consists of three common area tracts, Lots 17,18 & 19. The total area of open
space is approximately 8,219 square feet. This open space area is < 'li of 1% of the project area
composed ofthe residential lots and the interior streets. ,',

The adjacent parcel to the south is the Tumble Creek Subdivision, to the east and the north
is the Tow.erbridge Subdivision which are all zoned R-4. The adjacent parcel to the west is a
private residence and is currently zoned R-l. The project matches the Future Land Use Map for lot
size which also includes the properties to the south, east and north. :j'i

ROADWAY DEDICATION / ACCESS

Pre-Application meetings have been held with the City of Meridian planning department
and the Ada County Highway Department planning department to discuss the required right-of-
way dedications and likely access 12oints. The City of Meridian will require the main street within
the project to stub to the west for futtlre development.
The dedication and improvement requirements presented by the Ada County Highway
Department in a pre-applicatil}.."ll meeting are as follows:
West Ustick Road is currently blassified as an arterial road and is under ACHD
'jurisdiction. West Ustick Road is not under Idaho Transportation Department jurisdiction.
Currently there is a 25 foot right-of-way on the north side of West Ustick Road and 45 feet of
right-of-way on the south side of West Ustick Road. The design right-of-way will be 96 feet; 48
feet on both sides with a 5 foot sidewalk located a minimurn.., of 41 feet to the face of sidewalk
from centerline. There will be no curb and gutter required. The City of Meridian also i.ndicated
that a 25 foot landscape buffer will be required adjacent to this collector. The preliminary plat
indicates that all of these improvement and dedication requirements are met.

The interior streets shall be improved per the ACHD residential street sections. A local
residential street includes a 50 foot right-of-way section with a 36 foot back of curb to back of
curb dimension, a 5 foot sidewalk and a 2 foot landscape strip within the right-of-way. The
preliminary plat indicates that all of these improvement and dedication requirements are met.
Common Lot 19 is required to achieve a turn around for fire trucks. The lot geometry
allows emergency access around common Lot 19 for emergency access. 0;
ENGINEERING / UTILITY lDRAINAGE
Idaho Power has an existing 3 phase line running along West Ustick Road on the south
side of the road. It will depend on what demands are required for the site to determine whether
single phase or multi-phase power will be needed. There is an available switch approximately 130
feet to the east, just west of the Towerbridge Subdivision entrance, with 1 feed, 350 case mill
within the common area.

Intermountain Gas has a 4" plastic low pressure gas line 23 feet north of the centerline of
West Ustick Road. It is proposed to tie into this line at the entrance of the subject parcel.

Sanitary sewer will be provided by the city of meridian. There are two 30" sewer mains
i..--located on the south side of The Towerbridge Subdivision. Connecting to either of these sewer
, . mains will require boring under 5 Mile Creek, parcel S0435346800.

Water service will be provided by the city of Meridian. There is an existing 12" water
main within the north side of West U stick Road. (.

Nampa Meridian Irrigation owns and manages the pressure irrigation facilities. The
development of this property will require connecting to the existing pressure irrigation facilities
within the Tumble Creek Subdivision, which is adjacent to the subject parcel on the south side of
West Ustick Road. Nampa Meridian Irrigation at this time was unable to determine the full extent
of any upgrades untIl the final design could be reviewed.
Drainage for the proposed street shall be per the requirements of the Ada County Highway
District. The current plans are to collect lot and street runoff in grated inlets located within the
curb and gutter, provide pre-treatment with a sand and grease interceptor and store the design
storm runoff in seepage beds located within the dedicated right of way. ~

PROPOSED STRUCTURES

This property is currently being developed to be 'Sold as "build" lots. The current owner
will likely not build the homes on this site. Thus, it is outside of the scope of this owner to provide
architectural plans for review. Due to the sale price for these lots, the anticipated home price
ranges are between $300,000 to $350,000. The home sizes are anticipated to be between 1500 to
2500 square foot which is consistent with the comprehensive plan for this area"as stated in
previous sections. The architectural materials will be consistent with homes in this price range
which would be at or above surrounding neighborhoods.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
