Thank you again for your email. I would like to provide some clarification on Meridian’s City Code as it
applies to public hearings. The city did meet the legal noticing requirements when the postcards were
mailed for the August 21 hearing on July 31. When a public hearing is opened, as it was on August
21, there is no legal requirement to re-notice the hearing. If the Planning and Zoning Commission
makes a recommendation to City Council after closing the public hearing, legal noticing will be
required for the first scheduled City Council hearing.

Hello. I am writing to formally request that the hearing for Cherry Blossom East Subdivision (File No.
H-2025-0030) scheduled for November 6, 2025 be postponed. The reason for this is that the City of
Meridian has not met its legal responsibility to send legal notice to those within the 500 foot radius.
Per the Meridian, Idaho Code of Ordinances, section UDC 11-5A-6E (screenshot below), the City
must send legal notice at least 15 days prior to the hearing. As of today, no one has received this
legal notice.

The lack of this legal notice puts the City of Meridian at risk for legal challenges and potentially resulting
in any decisions of the meeting being invalidated.
The purpose of public meetings and public notice is to ensure transparency and accountability in local
government. Not providing notice undermines these principles, as it keeps the public from being
aware of, and having the opportunity to participate in, the decision-making process.
