My home borders the proposed subdivision of Farrington Heights. I am not apposed to the development of land that is being considered for the Farrington Heights Subdivision, IF it is approached respectfully and thoughtfully. Currently, the plans are a petition for higher density than is prudent for the space. I am apposed to the rezoning of the 4.68 acres of land from the R-4 to the R-15 zoning district. That is MUCH too dense for the location. Also, currently, the developers are also proposing two story houses, (or possibly other structures) which will be detrimental to ALL neighbors, on ALL sides, with the expectation of the homeowners who are selling the property, as the developers are proposing green space to offset the impact for them. By rezoning this land, the developers will be enabled to build many new dwellings, with much, much more denser development than all of its bordering sides in all directions. Not only will the development be much more dense, but the buildings are being proposed as likely 2 story, while all homes surrounding this development, are only 1 story, with the exception of only one home (the homeowner who is selling the property). While our neighborhood isn’t as upscale as other neighborhoods, our homes have existed for nearly 30 years and we value our way of life. A development such as this will impact many families adversely for decades. The increased traffic, possible crime, litter, loitering, and added noise will be very detrimental to all neighbors on all sides of the development. I implore developers not to build as closely, largely and as densely as legally allowed. Please plan for buffers or green space on all sides of the development, which may mean putting the access road around the outskirts of the development and planning for green spaces bordering the road. Two story homes, or multi dwelling structures, looming over our backyards will negatively impact our ability to enjoy our yards and spend time in our yards. (Another neighbor has provided more details about this concern and I urge you to pay close attention). Our garden space, which has existed for about 25 years will be impacted negatively. Our privacy will be very negatively impacted as the proposed land is on a hill and the two story homes will loom over our yards. Under the current plans, we would have at least two homes that would be directly behind ours and two additional homes on either side of those two homes that would also be able to look into our yard. That is understandably very distressing to us as homeowners. Thus, I also propose that no building or home should be erected, placed, or altered to exceed one story in height. The existing neighborhood was built when setback requirements for residential construction were different, thus the existing homes all have at least an 8'-0" side yard and at least 20'-0" rear setbacks. The current setbacks are much more invasive, with only a 5'-0" side yard setback, only 12'-0" rear yard setback. Allowing these setbacks would be very disruptive to our current neighborhood. I propose an at least 10-foot easement, if not 15 foot easement, on the Farrington Heights Subdivision South, West and North borders, as these are directly along existing homes. These surrounding properties are zoned for a lower density than the proposed Farrington Heights Subdivision. 1 I am concerned this development will bring on average about 40-50 more vehicles coming and going at least twice daily into and out of our neighborhood. Also, it will increase delivery traffic as well. The street bordering the planned development is Adkins and Adkins is so narrow it might be considered a one way street. The intersection at Pine and Adkins is already dangerous and the only other convenient intersection that drivers might use to exit or enter the proposed subdivision is located at Locust Grove and Shellbrook. This intersection, due to the completed development directly across the street and upcoming planned developments, is extremely dangerous and busy and will become even more precarious. Due to the development of the Avebury neighborhood, I believe a mini turn lane was added at the Pine and Stonehenge intersection. However, this entrance will not be convenient for any of the residents and it too is very dangerous. Beginning at Locust Grove, Pine is only a one lane road and Pine is always busy. At nearly any time of the day, both morning, midday and evening, these intersections make exiting and entering our neighborhood very, very difficult. I can’t even imagine a denser development being allowed with the type of traffic issues already existing. Denser development in the proposed area will further add to the danger of drivers and residents. Traffic is a very concerning issue and we would be wise to consider this issue for all residents in all developments, already existing and upcoming. I hope that anyone with decision-making powers will be wise and look with foresight into the future. I realize this development is based on money, but please do not be neglectful, disrespectful, and careless. I hope that developers, city planners, and architects can be kind, resourceful, and prudent as they look for solutions that would benefit existing land owners as well as future ones. Please use the golden rule, even if you are legally allowed to do otherwise. I strongly urge and ask that city planners, developers, and others to take seriously our concerns.
