2. Transportation Projects Update (new format)
Discussion: Brian McClure explained that project reporting is now unified into a single database.
Previous reporting conflicted between sources. Commissioners discussed that it was difficult to
track recent updates that were not in bold. McClure explained that manual formatting wasn’t
doable in the system, and that previously the bold formatting was often wrong, but that staff
would look into improvements to emphasize focus areas. Caleb Hood demonstrated how
updates are entered chronologically and manually. Mr. Steed had questions on the Linder Road
Overpass project. There was some confusion on why there’s several Linder Road projects in the
list, and a request to consolidate. Hood reviewed current construction south of I-84, and plans
for construction north of I-84 in 2026 and 2027. Mr. Ballard talked about some of the headings
in the projects being informative. Question by Mr. Steed as to where Wells Street Bridge #1224
is located. Kelly Bruner explained the location west of Eagle Road and north of Interstate-84.

Mr. Steed asked on the I-84 Eastbound Auxiliary Lane. Hood reviewed recent conversations
with ITD but that no decisions have been made.
3. Commission Bylaws Discussion - Tom LeClaire, Commissioner
Mr. Leclaire noted that the subcommittee met on August 26 th, with meeting minutes included
in the Commission meeting packet. Mr. LeClaire reviewed areas of focus by the Committee,
with follow-up by the Commission. An initial motion by Mr. LeClair with second by Mr.
Lancaster was discussed and eventually withdrawn in order to be more concise.
Motion: After discussion and clarifications, Mr. Leclaire motioned the following changes to the
Transportation Commission bylaws, with a second by Mr. Hopkins.
Bylaws Header and Article 1. Add Transportation Commission into bylaw template
placeholders.
Article 2 § 4. Strike “office” and replace with “chair or vice-chair.”
Article 5. Insert effective date of October 6, 2025, into the bylaw template placeholder.
Article 3 § 1 – On line 5 of the bylaw template, of the strike the word “shall issue.”
Add Article 3. Add section 9 to include the two-hour meeting limit of the current bylaws.
Action: Approved, all ayes.
New Business Items
4. Woodbridge Subdivision Traffic Concerns
Mr. Steed and Brian McClure introduced the discussion. Mr. Ballard summarized that the
request is to close off the subdivision and prohibit other subdivisions. Mr. Lancaster noted that
we’ve been here on this subject before, that the subdivision would not accept previous
proposals by ACHD. Kelly Bruner noted that a speed study was concluded in February of this
year, that thresholds for both counts and speed were met for traffic calming on Bowstring.
ACHD has offered to install traffic control on Thornwood and Woodhaven, with Bowstring. In
August of this year, correspondence by affected residents on all three streets did not achieve
60% positive votes required of the minimum number of properties to move forward.
Outcome: The Commission noted that with development applications and transportation study
by the City, that it is not appropriate for the Commission to be involved currently. Further, that
the City appreciates ACHD efforts to provide traffic calming, and that we should not close
access. McClure stated that Staff do not get to make the decision but believes that we should
not support the request. Bruner stated that ACHD would not support the request.
5. Stratford to Touchmark Feasibility Study
Carl Anderson introduced himself and presented the project and current status. Anderson
noted that the overall study area is Meridian Road to Touchmark Way, with the focus area
being Stratford to Eagle Road. The desired outcome of this work is ultimately for the City to
request a preferred alignment on ACHD’s Master Street Map.

Some clarifying comments were made that this work is not limited to the original 2018
Comprehensive Plan work. Mr. Lewis commented that the intersection of Eagle Road and Allen
Street / St. Lukes Drive is problematic. The offset forces the signal to work in split phase, which
is inefficient and needs to be corrected. Mr. Ballard noted right-of-way constraints. Mr. LeClaire
asked if Magic View is the assumed collector exit.
Outcome: Mr. Steed encouraged staff to present updates in the future.
6. Pine Ave, Black Cat to Ten Mile - Speeding Concerns
Brian McClure briefly introduced the topic, and that the Meridian Police Department and AC HD
both included communication in the packet. Mr. Lancaster asked on what the speed limit is,
and what thresholds may or may not be affected. Mr. Steed noted that current conditions may
be misleading with portions of Black Cat Road being closed.
Outcome: Bring this agenda item back to Commission in a few months when more data is
available.
7. Ex-Officio Updates
ACHD, Kelly Bruner shared that Employees have started moving to the new ACHD Headquarters
at Meeker (Meeker Ave, off of Five Mile Road). Full move expected within two months. Bruner
also mentioned that the 5-year plan work session scheduled for October 8 and an adoption
vote of October 22.
COMPASS, Austin Miller shared that in August 2025, the COMPASS board chose commuter rail
on the Boise cutoff as the preliminary preferred option from among alternatives studied.
Final report and COMPASS board vote on adoption of the plan is expected in February 2026 .
The Board did approve a preferred concept for the Commuter Rail on the Boise Cutoff
alignment. This is the preliminary locally preferred option for the Planning and Environmental
and Linkages study, due in February 2026.

Black Cat and McMillan

Project Description: Intersection improvement project which includes constructing a multi-lane roundabout
with two (2) lanes for the northbound/southbound legs and one (1) lane for the eastbound / westbound
legs as per the 2020 Capital Improvement Plan.

Last Status Review: 8/25/2025.
Status Tracking: Ultimate RAB scrapped for the time being. ACHD is designing an interim signal for t he
intersection of Black Cat / McMillian. It will be constructed with the Ustick, Black Cat to Ten Mile project.
The intersection will function as a 2x2 signalized intersection in the interim until the future RAB project.
Interim signal was installed the end of December. Also, more to come on conversations between Lennar
and ACHD on donating funds to complete full project in FY2028. Hether assisting to figure out what an
interim treatment could look like and cost. Developer co-op project to build dual-lane RAB in 2028
approved by ACHD in July 2025.

Project Description: Intersection improvement project which includes signalizing the intersection, widening
the north, east, and west legs to five (5) lanes, the south leg to three (3) lanes as per the 2020 Capital
Improvement Plan (CIP).

Project Description: Widen Eagle Road from Lake Hazel Road to Amity Road to two lanes in each
direction with a center turn lane and center medians to calm traffic. Construct a multi-lane roundabout at
the intersection of Eagle Road and Taconic Drive. Add a multi-use pathway on each side of Eagle Road
and at the Lake Hazel intersection for bicyclists and pedestrians.

planned for FY28.

Project Description: Corridor improvement project which includes widening from two (2) to five (5) lanes
and constructing enhanced pedestrian and bike facilities on both sides of the roadway as per the adopted
Bike Master Plan and the 2020 Capital Improvement Plan (CIP).

Last Status Review: 10/6/2025.
Status Tracking: The City has been awarded $4.3M from ITD towards completion of this project. The City
and ACHD have entered into an agreement to spend the Strategic Initiative Funds in 2025. Phase 1 in
construction March 2025. Should be complete later in the year. Cost is estimated at $3M. Reid Selmer is
no long PM (as of 6/12/2025) not sure who is taking over at ACHD. As of 8/2025 Michelle White is ACHD
PM. Task Force meeting scheduled for October 2025, might be last one. Michele provided status update
9/11:
Phase One Status: Phase one is nearing completion. The primary remaining task is the relocation of
utilities to a new power pole, which must occur before the new signal pole can be set. T his step is

currently slightly delaying the opening of the intersection. Our construction team will notify me once
they receive a confirmed relocation schedule from the utility providers.
Phase One Substantial Completion: We anticipate achieving substantial completion of phase one well
prior to the end of CY2025.
Phase Two Timeline: At this time, there are no changes to the phase two schedule. NTP is expected
on June 1, 2026, with substantial completion anticipated by the end of November 2027.
ITD Bridge Portion: The ITD bridge component is integrated into the phase two timeline and is
planned to proceed accordingly. We will be working with ITD on Interagency agreement soon for the
administration and inspection of construction of the Bridge portion. I don ’t have a timeline just yet of
when the bridge portion will be scheduled but will update you when I know more.

Locust Grove, Fairview to Ustick Concept Study

Project Description: Ada County Highway District (ACHD) is seeking consultant services for the concept
design of the Locust Grove Rd, Fairview Ave to Ustick Rd corridor improvement project. The project aims
to widen the roadway from 3 to 4/5-lanes with enhanced bike and pedestrian facilities and crossing
opportunities while seeking to limit property and business impacts through a robust public outreach. This
project was identified by the City of Meridian as their #2 priority.

Road. Aspenstone Street is closed at Black Cat. Ustick remains open; traffic has been shifted onto the
temporary asphalt on the south side of Ustick – one lane in each direction; irrigation and seepage bed
installation is ongoing; roadway and sidewalk demo and prep are ongoing on the north side of Ustick.

There are several other projects the Mayor and Council are interested in further scoping with ACHD/ITD.
Staff need to prioritize new projects or closeout funding. For now, Pine and Locust Grove is moving
forward through the Mayor’s Office to obtain an easement. 10/24/2025, the City is also exploring options
for sidewalk connections from XWALK on the NW corner of Meridian and Victory.

RE: ACHD Capital Improvements Citizens Advisory Committee (CICAC) Update
Created in 1991 to serve as a recommending body for the ACHD Commission, the Capital
Investments Citizens Advisory Committee (CICAC) is composed of citizens from each of the
cities and Ada County. The City of Meridian’s representative on the CICAC is Walter Steed.
Currently, Mr. Steed serves as the Chairman of the CICAC. Members of the CICAC assist the
District by reviewing the capital improvement portion of the annual budget, mid-year budget
adjustments for capital improvements, the Integrated Five-Year Work Plan, the Capital
Improvements Plan (CIP), as well as other major programs/projects. The CICAC plays a specific
role in the ACHD Impact Fee Program, which the group has a role defined by Idaho law.
The primary document that the CICAC is involved with influencing is the list of CIP (Capital
Improvements Plan) projects, which are the roadway and intersection projects ACHD plans to
move forward over the next 20 years. The 2025-2045 CIP proposes ways for ACHD to improve
transportation infrastructure in Ada County and plan for future growth. The CIP identifies future
projects that increase the capacity to serve new growth and identifies the growth-related cost for
each of those future projects over a twenty-year planning horizon. Impact fees, paid through
development in the area, are a funding source for major roads, intersections, and bridges. Based
on the costs of the projects in the CIP, a traffic impact fee (TIF) schedule is developed to cover
the proportionate costs for those projects. The CICAC is involved in both recommending impact
fee eligible project elements as well as impact fee service area(s).

The ACHD CICAC last met on October 20th. Below are summaries of the key elements – Draft
CIP (including named projects and costs), impact fee eligibility and impact fee service areas –
discussed during recent CICAC meetings.
Draft CIP - In response to input received during the initial public comment period, which
ended on October 16, 2025, updates to the draft CIP which include updates to the proposed
capital projects lists, cost estimates, and impact fee eligibility were made by ACHD’s traffic
consultant. ACHD’s consultant is currently refining the cost estimates and list of projects
further, but should have that completed shortly. (Staff will share the most current list of CIP
projects during the November 3rd TC meeting. The CICAC will be discussing CIP further

Impact Fee Eligibility – Over the last several meetings the CICAC has discussed what
elements of a roadway project can/should be eligible to be paid from collected impact fees.
State law prohibits some elements of a roadway project from being funded via impact fees,
but ACHD has some ability to determine what proportionate share of a project is impact fee
eligible (see table below). Essentially, growth is paying for the capacity improvements
needed to serve growth, not for the deficiencies or need that already exists. To learn more

Impact Fee Service Areas – Today, and for the last several years, ACHD has collected
impact fees on a countywide basis. Even though the CICAC has voted (twice) to keep
one countywide service area, development of the current impact fee schedule is based on
two service areas, East and West. The service areas are generally defined by Cole Road.
As you can see in the table below, there is a substantial difference in impact fees not only
over the current fee (more than double), but between East and West. Overall costs to
improve roads and intersections are higher than they were in 2022, the last time ACHD
updated their CIP. That coupled with the fact that there are more improvements planned
in the west, traffic impact fees charged to develop in Meridian in the future will likely be
substantially higher than today, if ACHD adopts as currently proposed.

On September 16th, ACHD staff discussed the draft CIP and Impact Fee Schedule with City
Council. The Mayor and Council sent a letter to the ACHD Commission in mid-October stating
the City’s preference for one countywide impact fee service area. The next meeting of the ACHD
CICAC is scheduled for November 10th. On November 12th, ACHD is expected to release the
CIP Draft Updates and begin noticing the public of the adoption hearing on December 3rd.

SH-55 Eagle Road Safety Review: An inter-agency team was assembled to discuss a safety
review of Eagle Road, I-84 to SH-44. The safety review, which included a speed study, was
completed at the end of February 2023. ITD has presented to City Council several times, the last
time was on September 5, 2023. ITD shared what was found in the safety review and showed
what sign and striping improvements were made as a result. They also shared that the speed
study showed that no change to the enforceable speed limits on Eagle Rd were
recommended. ITD recognizes the city’s concerns regarding the daily congestion on Eagle Rd
and proposed implementing advisory speed limit signage with flashing beacons. These would
be activated during the busiest times of the day. The purpose would be to alert the public of
times when congestion is most likely. After the presentation there were concerns from the
mayor and at least one council member due to advisory speeds not being enforceable. There
have also been a law enforcement and emergency services specific meeting whi ch was followed
by two public open houses. The comments and input from the open houses have been
considered and ITD is moving toward implementing several changes. ITD completed the design
and construction that removed two unsignalized left turn movements, static signs have been
ordered and installed, the design to add variable speed signs is complete, and a contactor is on
board for the construction. Currently Idaho Power is working on getting power to the Variable
Speed Sign sites, signs will arrive in November, and then the installation process can begin. The
changes are part of a 2-year pilot project to see if they provide a safer corridor. While different
agencies may have different goals, the main goal we all agree on is keeping the public safe and
ensuring drivers can get to where they need to go as efficiently and safely as possible.

I-84 Mobility Improvement Study: This study will analyze current and future year 2055 traffic
operations on I-84 mainline and all interchanges between Garrity Interchange, Milepost 38 and
the WYE Interchange, Milepost 49. With the upcoming replacement of the Five Mile Overpass
structure, this segment will be open to five lane operations in both east and west travel
directions. Traffic counts have been collected, GIS database of environmental conditions
extracted from corridor NEPA studies has been delivered, lane balancing diagrams have been
delivered for review, and existing conditions modeling results to be delivered in early
November.

model output for base year, year 2055 (no-build) and year 2055 (build) scenarios. The general
limits of the study area are Interstate 84 to the north, Blacks Creek Interchange to the east,
Kuna-Mora Road to the south, and SH-45 to the west.
Project kick-off meeting was held on October 14, 2025. Key deliverables will be model scenarios
including the results of roadway extensions, draft and final study reports.

The City of Meridian appreciates the work that ACHD has done to update its impact fee ordinance
as part of your Draft Capital Improvement Plan. This is important work to ensure impact fees are
ensuring growth helps pay for growth with increasing construction costs for transportation projects
and raised the question to the cities and communities about having one or two service areas.
Meridian believes that one of the advantages of a countywide highway district is the ability to
address transportation issues on a regional basis. Having the ability to utilize impact fees anywhere
in the county where the need exists or an opportunity is identified, is the best way to ensure our
countywide system delivers the best results. For this reason, the City of Meridian recommends that
ACHD re-adopt a single, countywide service area as part of its updated Capital Improvement Plan.

I spoke to someone on Broadway yesterday regarding something similar. I think they spoke to Jared as well. I’m not
sure where the cross-section below came from, assuming construction documents, but the attached is what is on
the ACHD Engage website for West 2nd. That cross-section at least shows 33-feet of asphalt plus an additional 3-
feet of gutter. 36-feet is very typical, and even extra, and while it is often much narrower than the current streets in
downtown where right-of-way is often just expansive, it does have enough space for parking and travel lanes both.
That’s the standard these days, and is intended to slow people down. I communicated to the ladies that came in
yesterday for Broadway this same thing, and noted that sometimes when theres a large vehicle, one-person has to
let another vehicle pass.
Regarding the cross-section that you posted Dave, and while its different than outreach materials attached, it
does meet standards. Whether people like it or not, is another thing. The ladies I spoke too were fine after seeing
my example. They seemed happy knowing traffic was being slowed down (parents for Meridian Elementary), and
better understanding that it was intentional while still allowing for parking.

I’m sure I am stepping in at a point where many other discussions throughout design happened, but what was
messaged to the public and residents as design was occurring about what parking will look like? Looking below I
find it rather difficult to say that there will be street parking consuming at minimum 7’ each side (5’ + 2’ c&g) along
with two 11’ travel lanes, but maybe that is what ACHD planned for? If so, its surprising that they would go with the
bare minimum widths within their standards across the board (both parking and travel widths).

In looking at the two below sites, one shows parking spots and one does not. I'm watching them right

Question/Comment: Hello, I was told that the road construction on Idaho Ave from Meridian Road to
7th St would continue to allow parking. As I'm looking at where they have now placed the curbs, it looks
like if residents park in front of their homes on both sides, that there will only be room for one lane of
traffic, not two. I've emailed the project manager and the general ACHD email and have not yet
received a response. I did speak with someone on the worksite yesterday who said yes there would still
be parking, though they looked unsure about there being enough room. I understand the reasoning
behind the design, to slow traffic. I'd like someone to assure me that there will indeed be parking space
along with driving space in front of all the homes. I'd also like assurance, since I've already had to
reschedule my sprinkler blowout at the last minute due to construction, that this coming Friday the
company will be able to get to my house.
