RE: Cherry Blossom East Subdivision
615 West Cherry Lane
Combined Preliminary/ Final Plat Narrative Dear Ms. Allen:
We are pleased to submit the attached application and required supplements for the approval of a Combined Preliminary/
Final Plat for Cherry Blossom East Subdivision on behalf of our client, Jayo Land Development Company, Inc. Please
accept this letter as the required written narrative regarding the project.
On August 24, 2018, the Meridian City Council approved the rezone and preliminary plat proposals for this project as a
part of Cherry Blossom Place Subdivision, H-2018-0018. The overall project encompassed 10.74 acres located at 615 W.
Cherry Lane in Ada County, which now carries the R-8 zone. Staff reviewed the warranty deed for recorded instrument
#329628 and have verified it is an original parcel of record as defined by UDC 11-1A-1. The project was split into two
phases. Final plat was approved for phase 1 on September 10, 2019, which consists of 44 residential units and 11
common lots. The rezone and preliminary plat staff report: Cherry Blossom Subdivision - RZ, PP (H-2018-0018)- is
relevant to this request.
Preliminary/Final Plat
The preliminary plat expired before the construction of phase two could begin, so it is being resubmitted with a Combined
Preliminary Plat/ Final Plat as Cherry Blossom East Subdivision. The project, which includes LOT 14 BILK 02 of Cherry
Blossom Place Subdivision as well as parcel S1212120695, consists of 0.79 acres to be subdivided into three single-
family residential lots, and two common lots.
The new subdivision will be excluded from the Cherry Blossom Place Homeowners Association and will not have access
to the existing amenities, including a tot lot, gazebo, fire pit and grilling area. A separate Cherry Blossom East
Homeowners Association will be created and will be fully responsible for the maintenance of the proposed common
driveway. An agreement between the two HOAs will be created to allow Cherry Blossom East to utilize and share cost in
maintenance of the existing pressure irrigation system. A 6-foot closed vision fence will be placed around the common lot
with the pump station and along the east and west boundaries of the project, along with the existing fence to the north.
The project will be developed in one phase and will be provided with utilities as follows:
• Sewer service will be provided by Meridian Sewer District through connection to the existing sewer manhole
located on the east property line which connects to the main line in NW 41h St.
• Water service will be provided by Meridian Water through service lines connecting to the existing main line
located in NW 4th St. Additionally, a fire service line will connect to the existing main line in NW 4th St to provide
sprinklered fire protection to lot 2, which is furthest from the existing hydrant on NW 4th St.
• Pressurized irrigation system using existing surface and groundwater rights will serve all lots and open space
throughout the project. All open water on the project property will be piped per UDC 11-3A-6B.3, and the water
supply into the pump station will be modified to ensure full water rights are received for supplying all Cherry
Blossom Place and Cherry Blossom East lots with irrigation. The Cherry Blossom Place homeowner's
association will continue to own and operate the irrigation system.
The Hunter Lateral currently runs through the west side of the property. The ditch will be piped around the perimeter at the

west side of the project.
A traffic impact study is not required for this project. The project is not in a regulated flood plain. There are no known
adverse health, safety, or environmental issues.
The development will not negatively affect the continuity of the capital improvement program. The public is not expected
to financially support the services required for the development. The post-development property taxes will provide greater
tax revenue for the City than remaining vacant.
In summary, the proposed Combined Preliminary and Final Plat for this property will support the orderly development of
the City in accordance with the City code and in a manner consistent with the surrounding communities. We believe this
project will be an asset to the City of Meridian. If you have any further questions or comments, please contact me at 208-
376-5153 or via email at gdavis@breckonld.com.
Sincerely,
Breckon Land Design, Inc.
