Planned Unit Modification
To the Attention of Meridian City COUNCILMEN & COUNCILWOMEN and
PLANNING AND ZONING DEVISION:
Thank you for your constant dedicated work to keep “Meridian the Best Place to Live”. No wonder Wall
St., Family Circle and others extol Meridian living that continues to bring booming growth.
2016: Meridian City Council meeting addresses Developer Cory Barton’s request for a Westborough
development permit modification. Three Hightower homeowners (including Ed Curon, Hightower HOA
President) living adjacent to Borough condo rentals agreed to building, though we three asked that
instead of any rentals, we proposed that single family homes be built. Other nearby attendees,
expressed great concerns requesting that there not be added Borough housing:
LEGITIMATE CONCERNS:
GREATLY INCREASED TRAFFIC: Infrastructure not adaptable to a significant increase in housing
development. No direct exit out of Borough onto Chinden Blvd.
SAFETY, NOISE: School-aged children playing, walking to their school bus on E. Everest, Jericho Streets
that lead in, out of Borough are at risk due to many cars traveling along these two streets.
2025: MERIDIAN CITY COUNCIL MEETING RESCHEDULED to Nov. 20, 2025:
Cory Barton requests West Borough modified development permit again that City Council denied in 2016
due to residents’ great concerns. These same concerns have escalated:
Meridian City Code no longer allows renters to park on Borough paved parking area designated for
renters’ vehicles due to some non-Borough renters leaving boats, campers, vehicles there. Renters then
parked on both sides of E. Everest & Jericho Streets. Visibility became limited. Children walk to their
school bus along these streets. Two neighbor’s vehicles were hit; one car totaled, (Borough driver’s
vehicle who ran into this parked car was not drivable either.) Neighbor’s new truck was side-swiped by
unknown driver. A renter parked in front of a stop sign, was ticketed.
Hightower HOA Board recently requested speed bumps due to high-speed traffic racing through the
neighborhood.
Borough Renters dumped & dump old furniture, TRASH: I called 4 different times asking for its removal; it
was removed quickly. Recently, a mower was dumped on Everest St. common area, finally removed.
Broken glass of alcohol bottles in front of resident’s car parked on E. Everest. Beer cans, trash left on
common area inside Borough fields and outside of Borough.
Drug Trafficking witnessed by non-Hightower and Hightower Residents.
In our hearts, we feel pride, blessed to live here; our great community and residents.

Since 2016 Burough building permit was denied by Meridian City Council, the same aforementioned
concerns have escalated.
