Average Daily Traffic Count (VDT) Average daily traffic counts are based on ACHD's most current traffic counts. • The average daily traffic count for SH-69/Meridian Road south of Amity Road was 39,548 on October 81h, 2024. • The average daily traffic count for Amity Road between Linder Road and SH-69/Meridian Road was 7,602 between October 16th and November 21 It, 2024. 3 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 A. Site Specific Conditions of Approval 1. Comply with the requirements of ITD and the City of Meridian for the frontage on SH-69/Meridian Road and the mitigation on the north and south legs of the SH-69/Meridian Road and Amity Road intersection. 2. Enter into a signal agreement with ACHD to widen and modify the signal at the Amity Road/SH-69 intersection. The signal agreement shall note that the intersection be designed to improve the west leg of the intersection to 5-lanes with 2 receiving lanes, 1 left-turn lane, 1 through lane and 1 through/right-turn lane on the west leg, modifications to striping the east leg (if needed), and any necessary modifications to the existing signal. Additional improvements may be required by ITD on the north and south legs of the intersection and shall be included as part of the agreement. The agreement shall also note that the applicant is responsible for all costs associated with the design, hardware and installation of the signal modifications, as improvements are not eligible for reimbursement by ACHD. To ensure the intersection will be improved when warranted, the following items must be in place prior to the final plat or development applications which generate the equivalent of 350 PM peak hour trips: • Signal Agreement • Full design and approved plans for the intersection 3. Consistent with the CIP, the applicant should be required to dedicated total 124-feet of right-of-way 62— feet from centerline to accommodate the future widening of the of the west approach of the Amity Road/SH-69/Meridian Road intersection consistent with the CIP. 4. Widen Amity Road abutting the site to a 59-foot, 5-lane minor arterial street section with vertical curb, gutter, an 8-foot wide landscape strip and 10-foot wide multi-use pathway on both sites of the roadway, from SH-69/Meridian Road to Hermatite Avenue, to coincide with the intersection widening noted in site specific condition 2 above. The 5-lane segment of Amity Road may need to taper prior to Hematite Avenue due to potential right-of-way constraints west of the proposed collector roadway. Coordinate the widening of Amity Road and the roadway tapering with District Development Review staff prior to plan submittal for the first phase of the development. 5. Construct Hermatite Avenue abutting the site's west property line as '/2 of a 36-foot wide collector street section with on-street bike lanes, curb, gutter and 7-foot wide attached concrete sidewalk or 5-foot wide detached concrete sidewalk with an 8-foot wide landscape strip. If a multi-use pathway is desired, the street section should be reduced to a 26-foot wide collector street section with curb, gutter, an 8-foot wide landscape strip and 10-foot wide multi-use pathway. Construct the west side of Hermatite Avenue with 12-feet of additional pavement widening beyond the centerline, 3-foot wide gravel shoulder and a borrow ditch sized to accommodate the roadway storm runoff shall be constructed on the unimproved side. 6. Dedicate right-of-way to extend to 2-feet behind back of sidewalk on the east side and to 2-feet behind back of borrow ditch on the west side of Hermatite Avenue. 7. If Hermatite Avenue is constructed offsite to intersect Amity Road then submit a signal warrant analysis for the Hematite Avenue/Amity Road intersection when the site generates 425 PM peak hour trips. If it is determined that the signal is warranted, then install the signal at that time. Construct the Hematite Avenue/Amity Road intersection of as a signalized 3 X 4 intersection with 3-lanes on the north/south legs and 4-lanes on the west/east legs, as described below. 4 Syringa Crossing Mixed Use SW MPP25-0009 / H-2025-0007 • Northbound and southbound approaches — one left-turn and one shared through/right- turn lane • Westbound and eastbound approaches—one left-turn, two through, and one dedicated right-turn lane Enter into a signal agreement with ACHD to ensure that the traffic signal is installed when it is warranted. The signal agreement should note that the applicant is responsible for all costs associated with the hardware, design, and installation of the traffic signal, and that this improvement is not eligible for reimbursement by ACHD. The applicant will need to order and purchase the signal hardware as ACHD does not have these materials available for this project. To ensure that the traffic signal is constructed with the lane configuration as described above, the following items must be in place prior to plan approval for the final plat or development application which generates 425 PM peak hour trips (based on signal warrant analysis). • Signal Agreement • Full design and approved plans for the intersection 8. If the Hematite Avenue/Amity Road intersection is not constructed when the Syringa SW development generates 425 PM peak hour trips, then provide a road trust deposit in the amount of $85,000 for the cost of 1/3 of the signal. 9. If the stub streets to be constructed as part of the Allure and Storyrock subdivisions are not constructed prior to this project moving forward then stub Hermatite Avenue, to the site's south and west property lines, as proposed. Construct paved temporary cul-de-sac turnarounds with a minimum 50-foot turning radius at the terminus of both stub streets. If the temporary turnarounds extend onto buildable lots, the entire lots shall be encumbered by an easement and identified on the plat as non-buildable lots until the street is extended. The applicant should be required to install a sign at the south and west terminus of the stub streets stating that, "THIS IS A DESIGNATED COLLECTOR ROADWAY. THIS STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE". 10. Close the existing 33-foot wide unimproved driveway from the site onto Amity Road, located 700- feet west of SH-69 with curb, gutter, landscaping and a multi-use pathway. 11. Construct a maximum 36-foot wide temporary full access paved curb return type driveway onto Amity Road, located 660-feet west of the Amity Road/SH-69/Meridian Road intersection. This driveway shall be restricted to left-in/right-in/right-out when the Hermatite Avenue/Amity Road intersection is signalized. Provide a road trust deposit to restrict the driveway to left-in/right-in/right- out. The amount of the road trust deposit will be determined during plan review. This driveway may be further restricted in the future as traffic conditions warrant, as determined by ACHD. 12. Construct a 27-foot wide paved curb return type driveway onto Hermatite Avenue, located 124-feet north of the site's north property line. 13. Construct a 30-foot wide paved curb return type driveway onto Hermatite Avenue, located 638-feet north of the site's north property line. 14. Obtain ACHD approved plans for the crossing of the Carson Lateral (Amity Road) prior to the pre- construction meeting and final plat approval. 15. Other than the access specifically approved with this application, direct lot access is prohibited to Amity Road and Hermatite Avenue and should be noted on the final plat. 5 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 16. Submit civil plans to ACHD Development Services for review and approval. The impact fee assessment will not be released until the civil plans are approved by ACHD. 17. There will be an impact fee that is assessed and due prior to issuance of any building permits. The assessed impact fee will be based on the impact fee ordinance that is in effect at that time. The impact fee assessment will not be released until the civil plans are approved by ACHD. 18. Traffic Impact Study - Summary and Findings 1. Traffic Impact Study Kittleson & Associates prepared a traffic impact study (TIS) for the proposed Syringa Crossing Mixed Use Development (Meridian Amity Mixed-Use Development). Staff has reviewed the submitted traffic impact studies for consistency with ACHD policies and practices and may have additional requirements beyond what is noted in the TIS. Staff comments and recommendations on the submitted traffic impact study can be found below. The TIS evaluates both the north and south sides of the proposed Syringa Crossing Mixed Use project, however, only the south side is proceeding with a preliminary plat application which is the subject of this report. An executive summary of the findings as presented by Kittleson & Associates can be found as attachment 1. a. Policy: Mitigation Proposals: Mitigation recommendations shall be provided within the report. At a minimum, for each roadway segment and intersection that does not meet the minimum acceptable level of service planning threshold or v/c ratio, the report must discuss feasible measures to avoid or reduce the impact to the system. To be considered adequate, measures should be specific and feasible. Mitigation may also include: • Revision to the Phasing Plan to coincide with the District's planning Capital Projects. • Reducing the scope and/or scale of the project. Alternative Mitigation Measures: 7106.7.3 states that if traditional mitigation measures such as roadway widening and intersection improvements are infeasible as determined by ACHD, the TIS may recommend alternative mitigation measures. Alternative mitigation measures shall demonstrate that impacts from the project will be offset. • If the impacted roadway segments and/or intersections are programmed as funded in the Five Year Plan (FYP) or the Capital Improvements Plan (CIP); no alternative mitigation is required. • If the impacted roadway segments and/or intersections are not programmed in either the FYP or the CIP; the applicant may (i) analyze the shoulder hour, defined as the hour prior to after the determined peak hour within the two-hour peak period, (sometime analyzed as hour before or after peak period) and (ii) provide a safety analysis to determine alternative mitigation requirements. o If the impacted roadway segments and intersections meet the minimum acceptable level of service planning thresholds in the shoulder hour, the applicant may suggest feasible alternative mitigation measures beyond improvements from District policy, such as: off-site sidewalks, off-site bike facilities, connectivity, safety improvements, etc. within 1.5 miles of the proposed development. o If the shoulder hour planning thresholds are exceeded the applicant may request to enter into a Development Agreement and pay into the Priority Corridor Fund an amount determined by the ACHD to offset impacts from the project. • Alternative Mitigation may also include: o Revision to the Phasing Plan to coincide with the District's future Capital Projects. o Reducing the scope and/or scale of the project. Level of Service Planning Thresholds: District Policy 7205.3.1 states that Level of Service Planning Thresholds have been established for principal arterials and minor arterials within 9 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 ACHD's Capital Improvement Plan and are also listed in section 7106. Unless otherwise required to provide a Traffic Impact Study under section 7106, a proposed development with site traffic less than 10% of the existing downstream roadway or intersection peak hour traffic shall not be required to provide mitigation for a roadway or intersection that currently exceeds the minimum acceptable level of service planning threshold or V/C ratio. b. Staff Comments on Trip Capture: Throughout the traffic impact study review process, ACHD staff raised concerns regarding the internal trip capture used in the analysis. The original study noted a trip capture rate of 30 to 50% and a revised study included a trip capture rate of 13- 20% (depending on the land use). The applicant's engineer did correctly use the methodology established in NCHRP 684, however, does not accept the presented trip capture rate. The applicant has indicated that site is multi-use and that contributes to trip capture rate. While there are a mix of uses proposed on the site plan they are not integrated, as the multi-family is stand alone and separated from the commercial uses by parking lots with no clear vehicular access via drive aisles or dedicated pedestrian facilities. The commercial uses are oriented towards SH-69 and include auto oriented uses (fast-food with drive-thru, drive-thru coffee shop, gas station, etc.). Because of the mix of uses, the layout of the site plan and parking lots, and prior experience with trip capture, ACHD will not be accepting any trip capture for this development. c. Staff Comments/Recommendations: After reviewing the information provided in the traffic impact study and ACHD's own analysis the improvements necessary to mitigate the impact of the proposed Syringa Crossing Mixed Use Subdivision are noted below. The recommended mitigation is as follows: (XX%) = percent of site generated traffic on off-site roadways at buildout. Intersections SH/69 (Meridian Rd) /Amity Rd Intersection (18%: The traffic impact study notes that to operate at an acceptable level of service planning threshold the SH-69/Meridian Road/Amity Road intersection should be improved as a 7 x 9 intersection when the site generates 378 trips in the PM peak. However, it was determined that the construction of the above-mentioned improvements to the east leg of the intersection is infeasible due to the existing right-of-way constraints. Additionally, the site's frontage on Amity Road does not provide adequate length to taper the roadway from the 7-lanes on the west leg of the intersection to the existing 2-lanes to the west of the site. Therefore, the applicant should be required to improve the west leg of the intersection to 5-lanes, with 2 receiving through-lanes, 1 left-turn lane, 1 through-lane and 1 shared through/right-turn lane. The applicant is also required to adjust the striping on the east leg to reflect this configuration and make any necessary modifications to the existing signal. Although not required, it is recommended that the applicant also improve/widen the east leg to 5-lanes to match the west leg. The applicant should be required to obtain plan approval and enter into a signal agreement with ACHD for the intersection modifications. The signal agreement should include requirements that the intersection is designed with 2 receiving lanes, 1 left-turn lane, 1 through lane and one through/right-turn lane on the west leg and any modifications to the east leg of the intersection. Additional improvement may be required by ITD on the north and south legs of the intersection and would need to be included as part of the agreement. The agreement should also note that the applicant is responsible for 10 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 all costs associated with the design, and installation of the signal modifications, hardware, and that improvements are not eligible for reimbursement by ACHD. In order to ensure the intersection will be improved when warranted, the applicant should be required to modify the existing signal prior to the final plat or development applications which generates the equivalent of 350 PM peak hour trips. The following items must be in place prior to plan approval for the final plat or development application which generates 350 PM peak hour trips. • Signal Agreement • Full design and approved plans for the intersection. The applicant should be required to coordinate with ITD for the mitigation on the north and south legs of the SH-69/Meridian Road and Amity Road intersection. If the applicant is unable to make the modifications to the signal when the site generates 350 PM peak hour trips, the development will need to be put on hold until the signal modifications are in place. Linder Road /Amity Road (15%): The traffic impact study notes that to operate at an acceptable level of service planning threshold the Linder Road and Amity Road intersection should be improved with the construction of a single-lane roundabout or as a 3 x 3 signalized intersection. However, it was determined that the construction of a signal or roundabout at the intersection is infeasible due to right-of-way constraints. Additionally, this intersection is programmed and funded in the CIP to be reconstructed as a single lane roundabout between 2036 and 2040. Therefore, consistent with ACHD's Alternative Mitigation policy, 7106.7.3, no mitigation is required. Hematite Avenue /Amity Road: Although it is not explicitly included as part of the Mitigation Timing & Threshold Evaluation on page 80 of the traffic impact study, the need for a signal at the Hematite Avenue/Amity Road intersection (site access C) is noted throughout the traffic impact study. Because the traffic impact study did not include a threshold for when the intersection should be signalized, the applicant should be required to submit a signal warrant analysis for the Hematite Avenue/Amity Road intersection when Hematite is extended to intersect Amity Road, and the site generates 425 PM peak hour trips. If it is determined that the signal is warranted, then the applicant should be required to install the signal at that time. The applicant should be required to construct the Hematite Avenue/Amity Road intersection of as a signalized 3 X 4 intersection with 3-lanes on the north/south legs and 4-lanes on the west/east legs, as described below. • Northbound and southbound approaches — one left-turn and one shared through/right- turn lane • Westbound and eastbound approaches—one left-turn, two through, and one dedicated right-turn lane The applicant should be required to enter into a signal agreement with ACHD to ensure that the traffic signal is installed when it is warranted. The signal agreement should note that the applicant is responsible for all costs associated with the hardware, design, and installation of the traffic signal, and that this improvement is not eligible for reimbursement by ACHD. The applicant will need to order and purchase the signal hardware as ACHD does not have these materials available for this project. 11 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 To ensure that the traffic signal is constructed with the lane configuration as described above, the following items must be in place prior to plan approval for the final plat or development application which generates 425 PM peak hour trips. • Signal Agreement • Full design and approved plans for the intersection The Hematite Avenue/Amity Road intersection is located off site and will be constructed through an adjacent development, Storyrock Subdivision. If the intersection is not constructed when the Syringa SW development generates 425 PM peak hour trips, then the applicant should be required to provide a road trust deposit in the amount of$85,000 for the cost of 1/3 of the signal. See finding 4 and 5 for information on Hematite Avenue. Roadway Segments Amity Road — Hematite Avenue to SH-69/Meridian Road (40%): The traffic impact study notes that Amity Road between the new collector, Hermatite Avenue, and SH-69/Meridian Road is anticipated to exceed ACHD's acceptable level of service planning thresholds when the site generates 830 PM peak hour trips. The recommended mitigation is widening Amity Road to 5-lanes between Hermatite Avenue and SH-69/Meridian Road. The intersection of Amity Road and SH-69/Meridian Road will need to be widened when the site generates 378 PM peak hour trips, sooner than when the roadway segment widening is recommended. However, intersection improvements will take a significant portion of the site's frontage on Amity Road. To reduce construction impacts to the traveling public (road closures and detours) and on future residents and tenants of this development it is recommended that the widening of Amity Road be done at the same time as the intersection improvements, when the site generates 350 PM peak hour trips. Site Access Analysis Site Accesses D & E onto Amity Road: The applicant has proposed to construct two driveways from the site onto Amity Road. Through the pre-application process, staff raised concerns regarding the number of driveways proposed on Amity Road. ACHD Number of Driveways on Arterials policy limits the number of driveways onto an arterial roadway to those that are warranted or necessary to serve the development. The need for two driveways onto Amity Road was not demonstrated though the traffic impact study. Additionally, the applicant is proposing to construct Hermatite Avenue, a public collector roadway, to provide access to Amity Road. ACHD's Access Management policy states that if a property has frontage on more than one street, access shall be taken from the street having the lesser functional classification. Therefore, only one driveway from the site onto Amity Road should be approved. The driveway should be located minimum of 660-feet west of the Amity Road/SH-69 intersection to provide greater queue length storage at the adjacent intersections. Staff recommend that this driveway be approved as a temporary full access driveway and be restricted to left-in/right-in/right-out when the Hermatite Avenue/Amity Road intersection is signalized. The applicant should provide a road trust deposit to restrict the driveway to left- in/right-in/right-out. The amount of the road trust deposit will be determined during plan review. This driveway may be further restricted in the future as traffic conditions warrant, as determined by ACHD or if the west leg of the Amity Road/SH-69/Meridian Road intersection is widened beyond 5 lanes. 12 Syringa Crossing Mixed Use SW MPP25-0009 / H-2025-0007 E. Findings for Consideration 1. SH-69/Meridian Road SH-69/Meridian Road is under the jurisdiction of the Idaho Transportation Department (ITD). The applicant(s), the City of Meridian, and ITD should work together to determine if additional right-of- way or improvements are necessary on SH-69/Meridian Road. At the time of this staff report ITD has not provided comments on this development application. 2. Amity Road/SH-69/Meridian Road Intersection a. Existing Conditions: The Amity Road/SH-69/Meridian Road intersection is improved as a signalized 3 X 5 intersection with 3-lanes on the east and west legs and 5-lanes on the north and south legs. b. Applicant Proposal: The applicant is proposing to widen and modify the existing signalized intersection with 7-lanes on the east leg, 3-lanes on the west leg, 7-lanes on the north leg and 6-lanes on the south leg. Staff Comments/Recommendations: The applicant's proposal is consistent with the CIP for the west approach of the intersection, which is planned for 7-lanes. However staff does not recommending the widening of the west approach of the intersection to 7-lanes as part of this application. It was determined that the applicant's proposal is infeasible due to right-of-way constraints and taper lengths needed to accommodate the proposed widening. Consistent with finding and recommendations of the traffic impact study, the applicant should be required to widen the west leg of the intersection to 5-lanes, with 2 receiving through-lanes, 1 left-turn lane, 1 through-lane and 1 shared through/right-turn lane. This will require adjustments the striping on the east leg to reflect this configuration and the applicant should make any necessary modifications to the existing signal. Although ACHD cannot require the applicant to improve or widen the eastern leg of the intersection, staff recommends the applicant also improve/widen the east leg to 5-lanes to match the west leg. Prior to the final plat or plan approval for development applications which generates the equivalent of 350 PM peak hour trips the applicant should be required to enter into a signal agreement with ACHD to ensure that the traffic signal is widened and modified when it is warranted. The signal agreement should note that the applicant is responsible for all costs associated with the hardware, design, and installation of the traffic signal, and that this improvement is not eligible for reimbursement by ACHD. The applicant will need to order and purchase the signal hardware as ACHD does not have these materials available for this project. The following times should be provided prior to plan approval for the final plat or development applications which generates 350 PM peak hour trips: • Signal Agreement • Full design and approved plans for the intersection Consistent with the CIP, the applicant should be required to dedicated total 124-feet of right-of- way 62 —feet from centerline to accommodate the future widening of the of the west approach of the Amity Road/SH-69/Meridian Road intersection consistent with the CIP. The right-of-way dedication should extend from Meridian Road west approximately 800-feet and then taper to 100-feet of total right-of-way dedication (50-feet from centerline) for the remainder of the site's frontage on Amity Road. The applicant controls both the north and south sides of Amity Road within the influence area of the intersection making the widening to 5-lanes and the right-of-way dedication feasible. 13 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 The applicant should be required to coordinate with ITD for the mitigation on the north and south legs of the Amity Road/ SH-69/Meridian Road intersection. 3. Amity Road a. Existing Conditions: Amity Road is improved with 2-travel lanes and no curb, gutter or sidewalk abutting the site. There is 50 to 80-feet of right-of-way for Amity Road (27 to 40-feet from centerline). b. Applicant Proposal: The applicant is proposing to improve Amity Road as '/2 of a 59-foot wide, 5-lane arterial street section with curb, gutter, an 8-foot wide landscape strip and 10-foot wide multi-use pathway abutting the site. c. Staff Comments/Recommendations: The applicant's proposal exceeds District policy and should not be approved, as proposed. Due to safety and constructability concerns, ACHD would not allow half of a 5 lane roadway to be constructed without matching improvements on north side of the roadway. However, consistent with findings and recommendations of the traffic impact study, the applicant should be required to improve Amity Road as a full 59-foot wide, 5-lane arterial street section with vertical curb, gutter, an 8-foot wide landscape strip and 10-foot wide multi-use pathway on both sites of the roadway, from SH-69/Meridian Road to the proposed collector roadway, Hermatite Avenue. Amity Road should be required to be widened at the same time as the Amity Road/SH-69/Meridian Road intersection improvements, when the site generates 350 PM peak hour trips. The 5-lane segment of Amity Road may need to taper prior to Hematite Avenue due to potential right-of-way constraints west of the proposed collector roadway. The applicant should be required to coordinate the widening of Amity Road and the tapers with District Development Review staff prior to plan approval for the final plat or development application which generates 350 PM peak hour trips. 4. Hermatite Avenue a. Existing Conditions: There are no existing roadways within the site. b. Applicant's Proposal: The applicant is proposing to construct Hermatite Avenue, a new collector roadway, abutting the site's west property line as '/2 of a 33-foot wide street section with curb, gutter, an 8-foot wide landscape strip and 5-foot wide detached concrete sidewalk. c. Staff Comments/Recommendations: The applicant's proposal does not meet District policy and should not be approved, as proposed. The applicant should be required to construct Hermatite Avenue as '/2 of a 36-foot wide collector street section with on-street bike lanes, vertical curb, gutter, minimum 7-foot wide attached concrete sidewalk or 5-foot wide detached concrete sidewalk with an 8-foot wide landscape strip. If a multi-use pathway is desired, the street section may be reduced to a 26-foot wide collector street section with vertical curb, gutter, an 8-foot wide landscape strip and 10-foot wide multi-use pathway. The applicant should be required to construct the unimproved side of Hermatite Avenue with 12-feet of additional pavement widening beyond the centerline established for the street to provide an adequate roadway surface, with the pavement crowned at the ultimate centerline. A 3-foot wide gravel shoulder and a borrow ditch sized to accommodate the roadway storm runoff shall be constructed on the unimproved side. Dedicate right-of-way to extend to 2-feet behind back of sidewalk on the east side and to 2-feet behind back of borrow ditch on the west side. Allure Subdivision, located on the parcel directly south and Storyrock Subdivision, located on the parcel directly west of the site, have not moved forward yet. Because of this, there is no public right-of-way for Hematite Avenue to tie into. If Hermatite Avenue is constructed and the right-of-way is dedicated, as proposed, then this will create floating right-of-way that does not 14 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 have a public connection to the existing right-of-way network. ACHD will not be able to provide maintenance to Hermatite Avenue, as there will be no public access to the roadway. The applicant should coordinate the construction of Hermatite Avenue with the developers of Allure and Storyrock subdivisions to ensure that it can be constructed to and through the site. Due to the rapid development in the vicinity of the site, ACHD may choose to allow for the dedication of right-of-way and construction of the roadway, as proposed by the applicant (floating segment of roadway). This will be determined during the plan review process. 5. Hermatite Avenue/Amity Road Intersection a. Existing Conditions: Hermatite Avenue does not exist internal to the site or off-site. b. Applicant's Proposal: As noted in Finding 6, the applicant is proposing to construct Hermatite Avenue to stub to the site's west property line allowing the roadway to be extended, to intersect Amity Road, as part of the Storyrock Subdivision. Hermatite Avenue is proposed to intersect Amity Road located 1,209-feet west of SH-69 / Meridian Road. This location of this intersection was previously approved as part of ACHD's July 2025 action on Storyrock Subdivision. Staff Comments/Recommendations: As noted above, the Hermatite/Amity Road intersection is anticipated to be signalized in the future. Because the traffic impact study did not include a threshold for when the intersection should be signalized, the applicant should be required to submit a signal warrant analysis for the Hematite Avenue/Amity Road intersection when Hematite is extended to intersect Amity Road, and the site generates 425 PM peak hour trips. If it is determined that the signal is warranted, then the applicant should be required to install the signal at that time. The applicant should be required to construct the Hematite Avenue/Amity Road intersection of as a signalized 3 X 4 intersection with 3-lanes on the north/south legs and 4-lanes on the west/east legs, as described below. • Northbound and southbound approaches — one left-turn and one shared through/right- turn lane • Westbound and eastbound approaches—one left-turn, two through, and one dedicated right-turn lane The applicant should be required to enter into a signal agreement with ACHD to ensure that the traffic signal is installed when it is warranted. The signal agreement should note that the applicant is responsible for all costs associated with the hardware, design, and installation of the traffic signal, and that this improvement is not eligible for reimbursement by ACHD. The applicant will need to order and purchase the signal hardware as ACHD does not have these materials available for this project. To ensure that the traffic signal is constructed with the lane configuration as described above, the following items must be in place prior to plan approval for the final plat or development applications which generate 425 PM peak hour trips: • Signal Agreement • Full design and approved plans for the intersection The Hematite Avenue/Amity Road intersection is located off site and will be constructed through an adjacent development, Storyrock Subdivision. If the intersection is not constructed when the Syringa SW development generates 425 PM peak hour trips, then the applicant should be required to provide a road trust deposit in the amount of$85,000 for the cost of 1/3 of the signal. 15 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 6. Stub Streets a. Existing Conditions: There is one proposed stub street to the site's south property line, Hermatite Avenue, located at the site's southwest property line. This stub street was approved as part of ACHD's 2022 action on Allure Subdivision located on the adjacent parcel to the south. There is one proposed stub street to the site's west property line, Pullman Avenue, located at the site's west property line. This stub street was approved as part of ACHD's 2025 action on Storyrock Subdivision located on the adjacent parcel to the west. b. Applicant Proposal: The applicant is proposing to stub Hermatite Avenue, a collector roadway, to the site's west property line, located 620-feet south of Amity Road (measured centerline-to- centerline). The applicant is proposing to stub Hermatite Avenue, a collector roadway, to the site's south property line, located 895-feet west of SH-69/Meridian Road (measured centerline-to- centerline). Staff Comments/Recommendations: If the proposed stub streets to be constructed as part of the Allure and Storyrock subdivisions are not constructed prior to this project moving forward then stub Hermatite Avenue, a collector roadway, to the site's south property line and west property lines, as proposed The applicant should be required to construct a temporary cul-de-sac turnaround at the terminus of the stub streets, as the roadway will extend greater in length than 150-feet. The temporary cul-de-sac turnaround should be paved with a minimum 50-foot turning radius. If the temporary turnarounds extend onto buildable lots, the entire lots shall be encumbered by an easement and identified on the plat as non-buildable lots until the street is extended. The applicant should be required to install a sign at the terminus of the stub streets stating that, "THIS IS A DESIGNATED COLLECTOR ROADWAY. THIS STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE". 7. Driveways 7.1 Amity Road a. Existing Conditions: There is an existing 33-foot wide unimproved driveway from the site onto Amity Road, located 700-feet west of SH-69 (measured centerline-to-centerline). b. Applicant's Proposal: The applicant is proposing to close the existing driveway from the site onto Amity Road with curb, gutter, landscaping and a multi-use pathway. The applicant is proposing to construct a paved 26-foot wide curb return type driveway from the site onto Amity Road, located 335-feet west of Meridian Road (measured centerline-to- centerline). The applicant is proposing to construct a paved 30-foot wide curb return type driveway from the site onto Amity Road, located 755-feet west of Meridian Road (measured centerline-to- centerline). c. Staff Comments/Recommendations: The applicant's proposal to close the existing driveway from the site onto Amity Road meets District policy and should be approved, as proposed. The applicant's proposal to construct two new driveways from the site onto Amity Road does not meet District policy, and should not be approved, as proposed. ACHD Number of Driveways on Arterials policy limits the number of access points onto an arterial roadway to those that are warranted or necessary to serve the development. The need for two accesses onto Amity Road was not demonstrated though the traffic impact study. Additionally, the applicant is proposing to construct Hermatite Avenue, a public collector 16 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 roadway, internal to the site to provide access to Amity Road. ACHD Access policy states that if a property has frontage on more than one street, access shall be taken from the street having the lesser functional classification. Therefore, only one driveway from the site onto Amity Road should be approved as part of this development application. Consistent with the staff comments/recommendations listed in the Traffic Impact Study Summary and Findings, the applicant should be required to construct a maximum 36-foot wide paved curb return type driveway from the site onto Amity Road, located 660-feet west of the Amity Road/SH-69/Meridian Road intersection (measured centerline-to-centerline), to provide greater queue length storage at the adjacent intersections. The driveway should be constructed as a temporary full access driveway and be restricted to left-in/right-in/right-out when the Hermatite Avenue/Amity Road intersection is signalized. The applicant should provide a road trust deposit to restrict the driveway to left-in/right-in/right-out. The amount of the road trust deposit will be determined during plan review. This driveway may be further restricted in the future as traffic conditions warrant, as determined by ACHD or if the west leg of the Amity Road/SH-69/Meridian Road intersection is widened beyond 5 lanes. 7.2 Hermatite Avenue — New Collector Roadway a. Existing Conditions: Hermatite Avenue is not constructed within the site. b. Applicant's Proposal: The applicant is proposing to construct a paved 27-foot wide curb return type driveway from the site onto Hermatite Avenue, located 124-feet north of the site's north property line (measured centerline-to-centerline). The applicant is proposing to construct a paved 30-foot wide curb return type driveway from the site onto Hermatite Avenue, located 638-feet north of the site's north property line (measured centerline-to-centerline). c. Staff Comments/Recommendations: The applicant's proposals meet District policy and should be approved as proposed. As part of future development applications, additional driveways on to the collector roadway will be considered to provide additional access to the site. 8. Bridge for Carson Lateral Crossing The District will require that the applicant have ACHD approved plans for the crossing of the Carson Lateral (Amity Road) prior to the pre-construction meeting and final plat approval. Note: Timing of project plan submittals should take into account review times, lead time for precast members and potential roadway closures. To ensure construction prior to irrigation season, approval of the project plans must be attained by January 15th. The District retains the right to modify road closure approvals on any project based on the needs of the District. Construction of projects approved after January 15th may be postponed until after irrigation season is over in October. It is recommended that bridge submittals be submitted before the end of the current irrigation season to ensure the best time frame for construction is attained. Submittals will need to include the street section extending over the bridge to ensure the requirements of the roadway are met. 9. Other Access Amity Road is classified as a minor arterial roadway. Hermatite Avenue is classified as a collector roadway. Other than the access specifically approved with this application, direct lot access is prohibited to these roadways and should be noted on the final plat. 17 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 F. Policy 1. Federal Accessibility Design Guidelines and Standards District policy 7203.1.1 states that developers shall follow the current version of the U.S. Access Board's Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way(PROWAG), 36 CFR Part 1190, September 7, 2023; (Also see, https//www.access-board.gov/prowag and https//www.access-board.gov/files/prowag/planning-and-design-for-alternatives.pdf for additional information). 2. Minor Improvements Minor Improvements Policy: District Policy 7203.3 states that minor improvements to existing Highways adjacent to a proposed development may be required. These needed transportation facilities are to correct deficiencies or replace deteriorated facilities. Included are sidewalk and/or bike lane construction or replacement (with physical buffers if missing and needed); construction of transitional sidewalk segments; crosswalk construction or replacement; curb and gutter construction or replacement; repair, replacement or expansion of curb extensions; replacement of unused driveways with curb, gutter, sidewalk, repair or addition of traffic calming or speed mitigation features; installation or reconstruction of pedestrian ramps; pavement repairs; signs, motor vehicle, pedestrian and bicycle traffic control devices; and other similar items. The current version of PROWAG will determine the applicable accessibility requirements for alterations and elements added to existing streets. ACHD staff is responsible for identifying the minor improvements that would be proportionate to the size and complexity of the development. 3. Livable Street Performance Measures District policy 7203.8 states that ACHD has adopted performance measures (level of stress) for evaluating the experience of bicyclists and pedestrians. ACHD seeks to create a transportation network that serves all ages and abilities. Bike and pedestrian facilities built through development should achieve a bike and pedestrian level of traffic stress 1 or 2, with no new bike lane below a minimum of 5-feet. 4. Amity Road Arterial Roadway Policy: District Policy 7205.2.1 states that the developer is responsible for improving all street frontages adjacent to the site regardless of whether or not access is taken to all of the adjacent streets. Improvements shall include transitional segments in accordance with the current version of PROWAG. Master Street Map and Typology Policy: District Policy 7205.5 states that the design of improvements for arterials shall be in accordance with District standards, including the Master Street Map, Livable Streets Design Guide, and the most current ACHD Livable Streets Performance Measures Plan as adopted by the ACHD Commission. The developer or engineer should contact the District before starting any design. Street Section and Right-of-Way Width Policy: District Policies 7205.2.1 & 7205.5.2 state The standard 5-lane street section shall be 59-feet (back-of-curb to back-of-curb). This width typically accommodates two travel lanes in each direction, a continuous center left-turn lane or landscaped median with intermittent turn lanes, and curbs and gutters. A 5-lane road shall also include a minimum 10-foot wide multi-use path on both sides with an 8-foot wide buffer from back-of-curb. Other bike facility treatments as defined in the ACHD Bike Master Plan may be approved at the discretion of the ACHD Development Review Supervisor. If an interim on-street bike lane is required in order to connect to existing facilities, the street section shall be 75-feet to allow for a 5-foot wide bike lane and 3-foot wide painted buffer. The standard right-of-way width for a 5-lane arterial is 100- feet. Right-of-Way Dedication: District Policy 7205.2 states that The District will provide compensation for additional right-of-way dedicated beyond the existing right-of-way along arterials listed as impact 18 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 fee eligible in the adopted Capital Improvements Plan using available impact fee revenue in the Impact Fee Service Area. No compensation will be provided for right-of-way on an arterial that is not listed as impact fee eligible in the Capital Improvements Plan. The District may acquire additional right-of-way beyond the site-related needs to preserve a corridor for future capacity improvements, as provided in Section 7300. Pedestrian Facilities: District Policy 7205.5.7 requires a concrete sidewalk at least 5-feet wide are required on both sides of all arterial streets. A parkway strip at least 8-feet wide between the back- of-curb and street edge of the sidewalk is required to provide increased safety and protection of pedestrians. Alternatively, on roadways identified for improvement in the Capital Improvement Plan, a minimum 10-foot wide multi-use path may be required. The path shall be placed in accordance with planned buildout in the Master Street Map with a minimum 8-foot wide planter strip as measured to the closest edge of the path. Street trees are encouraged between the pedestrian facility and the roadway when irrigation and maintenance will occur by the adjacent property owner or HOA through an approved license agreement. Consult the District's planter width policy if trees are to be placed within the parkway strip. In some instances, to match existing conditions, a minimum 7-foot wide sidewalk may be constructed next to the back-of-curb. ACHD Development Review staff will be responsible for determining the required facility. Vertical hardscape alternatives to street trees may be considered in the buffer space when street trees are not practicable. Detached sidewalks and multi-use paths are encouraged and should be parallel to the adjacent roadway. Pedestrian facilities will only be allowed to deviate from a straight line parallel to the roadway when authorized by Development Review staff to accommodate site specific conditions (i.e., street trees, utilities, etc.). Appropriate easements shall be provided if public pedestrian facilities are placed out of the right-of- way. The easement shall encompass the entire area between the right-of-way line and 2-feet behind the back edge of the pedestrian facility. Pedestrian facilities shall either be located wholly within the public right-of-way or wholly within an easement. Curb ramps or blended transitions shall be provided to connect the pedestrian access route at each pedestrian street crossing in accordance with the current version of PROWAG. Provide detectable warning surface in accordance with the current version of PROWAG. Roadways Outside City's Area of Impact: District Policy 7205.2 states that if a proposed development abuts a paved road outside a City's area of impact, the District may consider waiving the requirement to construct sidewalk or multi-use path along the arterial roadway. If this waiver is granted by a Development Services Supervisor, other requirements may be established to accommodate pedestrians and non-motorized travel. Frontage Improvements Policy: District Policy 7205.2.1 states that the developer shall widen the pavement to a minimum of 17-feet from centerline plus a 3-foot wide gravel shoulder adjacent to the entire site. Curb, gutter and additional pavement widening may be required (See Section 7205.5.5). ACHD Master Street Map: ACHD Policy Section 3111.1 requires the Master Street Map (MSM) guide the right-of-way acquisition, arterial street requirements, and specific roadway features required through development. This segment of Amity Road is designated in the MSM as a Planned Commercial Arterial with 5-lanes and a 59-foot street section within 99-feet of right-of-way. 5. Hermatite Avenue Collector Street Policy: District policy 7206.2.1 states that the developer is responsible for improving all collector frontages adjacent to the site or internal to the development as required 19 Syringa Crossing Mixed Use SW MPP25-0009 / H-2025-0007 below, regardless of whether access is taken to all of the adjacent streets. Improvements shall include transitional segments in accordance with ADA and the current version of PROWAG. Master Street Map and Typologies Policy: District policy 7206.5 states that if the collector street is designated with a typology on the Master Street Map, that typology shall be considered for the required street improvements. If there is no typology listed in the Master Street Map, then standard street sections shall serve as the default. ACHD reserves the right to require bicycle and pedestrian facilities above those identified in the Livable Streets Design Guide and Master Street Map to ensure the safest facility possible based on current best practice. Street Section and Right-of-Way Policy: District policy 7206.5.2 states that the standard right- of-way width for collector streets shall typically be 50 to 70-feet, depending on the location and width of the sidewalk or multi-use path and the location and use of the roadway. The right-of-way width may be reduced, with District approval, if the sidewalk or multi-use path is located within an easement; in which case the District will require a minimum right-of-way width that extends 2-feet behind the back-of-curb on each side. The standard street section shall be 47-feet (back-of-curb to back-of-curb). This width typically accommodates a single travel lane in each direction, a continuous center left-turn lane, and bike lanes. If a multi-use path is determined to be the required treatment, the street section shall be reduced to 37-feet. If it is determined a continuous center left-turn lane is not appropriate and a path is installed, the street section may be reduced to 26-feet. Half Street Policy: District Policy 7206.2.2 required improvements shall consist of pavement widening to one-half the required width, including curb, gutter and concrete sidewalk (minimum 5- feet), plus 12-feet of additional pavement widening beyond the centerline established for the street to provide an adequate roadway surface, with the pavement crowned at the ultimate centerline. A 3-foot wide gravel shoulder and a borrow ditch sized to accommodate the roadway storm runoff shall be constructed on the unimproved side. Alternatively, on roadways identified as low-stress bikeways in ACHD's Bike Master Plan, a minimum 10-foot wide multi-use path may be required in lieu of sidewalks. ACHD Development Review staff will be responsible for determining the required facility. The path shall be built 8-feet behind the top back of curb as measured to the closest edge of the path. Street trees are encouraged between the pedestrian facility and the roadway when irrigation and maintenance will occur by the adjacent property owner or HOA through an approved license agreement. Vertical hardscape alternatives to street trees may be considered in the buffer space when street trees are not practicable. Pedestrian Facilities: District policy 7206.5.6 requires a concrete sidewalk at least 5-feet wide to be constructed on both sides of all collector streets. A parkway strip at least 8-feet wide between the back-of-curb and street edge of the sidewalk is required to provide increased safety and protection of pedestrians. Consult the District's planter width policy if trees are to be placed within the parkway strip. Sidewalk constructed next to the back-of-curb shall be a minimum of 7-feet wide. Alternatively, on roadways identified as low-stress bikeways in ACHD's Bike Master Plan, a minimum 10-foot wide multi-use path may be required in lieu of sidewalks. ACHD Development Review staff will be responsible for determining the required facility. The path shall be built 8-feet behind the back-of-curb as measured to the closest edge of the path. Street trees are encouraged between the pedestrian facility and the roadway when irrigation and maintenance will occur by the adjacent property owner or HOA through an approved license agreement. Vertical hardscape alternatives to street trees may be considered in the buffer space when street trees are not practicable. Pedestrian facilities should be parallel to the adjacent roadway. Pedestrian facilities will only be allowed to deviate from a straight line when authorized by Development Review staff to meet site specific conditions (i.e., street trees, utilities, etc.). 20 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 Appropriate easements shall be provided if public sidewalks or multi-use paths are placed out of the right-of-way. The easement shall encompass the entire area between the right-of-way line and 2-feet behind the back edge of the sidewalk or multi-use path. Sidewalks shall either be located wholly within the public right-of-way or wholly within an easement. Curb ramps or blended transitions shall be provided to connect the pedestrian access route at each pedestrian street crossing in accordance with the current version of PROWAG. Provide detectable warning surface in accordance with the current version of PROWAG. 6. Roadway Offsets Collector Offset Policy: District policy 7205.4.2 states that the optimum spacing for new signalized collector roadways intersecting minor arterials is one half-mile. District policy 7205.4.2 states that the optimum spacing for new signalized collector roadways intersecting principal arterials is one half-mile. District policy 7206.4.2 states that the preferred spacing for new collectors intersecting existing collectors is '/4 mile to allow for adequate signal spacing and alignment. District policy 7206.4.3 states that access is typically prohibited within the influence area of an existing or future roundabout intersection, which is generally considered the area from the intersection to the far end of the splitter islands. District policy 7206.4.5, states that the preferred spacing for a new local street intersecting a collector roadway to align or offset a minimum of 330-feet from any other street (measured centerline to centerline). 7. Stub Streets Stub Street Policy: District policy 7206.2.4.3 states that stub streets will be required to provide circulation or to provide access to adjoining properties. Stub streets will conform with the requirements described in Section 7206.2.4, except a temporary cul-de-sac will not be required if the stub street has a length no greater than 150-feet. A sign shall be installed at the terminus of the stub street stating that, "THIS IS A DESIGNATED COLLECTOR ROADWAY. THIS STREET WILL BE EXTENDED AND WIDENDED IN THE FUTURE." In addition, stub streets must meet the following conditions: • A stub street shall be designed to slope towards the nearest street intersection within the proposed development and drain surface water towards that intersection; unless an alternative storm drain system is approved by the District. • The District may require appropriate covenants guaranteeing that the stub street will remain free of obstructions. Temporary Dead End Streets Policy: District policy 7206.2.4.4 requires that the design and construction for cul-de-sac streets shall apply to temporary dead end streets. The temporary cul- de-sac shall be paved and shall be the dimensional requirements of a standard cul-de-sac. The developer shall grant a temporary turnaround easement to the District for those portions of the cul- de-sac which extend beyond the dedicated street right-of-way. In the instance where a temporary easement extends onto a buildable lot, the entire lot shall be encumbered by the easement and identified on the plat as a non-buildable lot until the street is extended. 8. Driveways 8.1 Amity Road Access Points Policy: District Policy 7205.4.1 states that all access points associated with development applications shall be determined in accordance with the policies in this section and Section 7202. Approved access points may be relocated and/or restricted in the future if the land use intensifies, changes, or the property redevelops. Access Policy: District policy 7205.4.6 states that direct access to minor arterials is typically prohibited. If a property has frontage on more than one street, access shall be taken from the street having the lesser functional classification. If it is necessary to take access to the higher classified street due to a lack of frontage, the minimum allowable spacing shall be based on Table 1 a under District policy 7205.4.6, unless a waiver for the access point has been approved by the District Commission. Driveway Location Policy: District policy 7205.4.5 requires driveways located on minor arterial roadways from a signalized intersection with a single left turn lane shall be located a minimum of 330-feet from the nearest intersection for a right-in/right-out only driveway and a minimum of 660- feet from the intersection for a full-movement driveway. District policy 7205.4.5 requires driveways located on minor arterial roadways from a signalized intersection with a dual left turn lane shall be located a minimum of 330-feet from the nearest intersection for a right-in/right-out only driveway and a minimum of 710-feet from the intersection for a full-movement driveway. Successive Driveways: District policy 7205.4.6 Table 1 a, requires driveways located on minor arterial roadways with a speed limit of 50 MPH to align or offset a minimum of 425-feet from any existing or proposed driveway. Driveway Width Policy: District policy 7205.4.8 restricts high-volume driveways (100 VTD or more)to a maximum width of 36-feet and low-volume driveways (less than 100 VTD)to a maximum width of 30-feet. Curb return type driveways with 30-foot radii will be required for high-volume driveways with 100 VTD or more. Curb return type driveways with 15-foot radii will be required for low-volume driveways with less than 100 VTD. Driveway Paving Policy: Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with District policy, 7205.4.8, the applicant should be required to pave the driveway its full width and at least 30-feet into the site beyond the edge of pavement of the roadway and install pavement tapers in accordance with Table 2 under District Policy 7205.4.8. Cross Access Easements/Shared Access Policy: District Policy 7202.4.1 states that cross access utilizes a single vehicular connection that serves two or more adjoining lots or parcels so that the driver does not need to re-enter the public street system. 8.2 Hermatite Avenue — New Collector Roadway Access Policy: District Policy 7206.4.1 states that all access points associated with development applications shall be determined in accordance with the policies in this section and Section 7202. Access points shall be reviewed only for a development application that is being considered by the lead land use agency. Approved access points may be relocated and/or restricted in the future if the land use intensifies, changes, or the property redevelops. District Policy 7206.1 states that the primary function of a collector is to intercept traffic from the local street system and carry that traffic to the nearest arterial. A secondary function is to service adjacent property. Access will be limited or controlled. Collectors may also be designated at bicycle and bus routes. Driveway Location Policy (Stop Controlled Intersection): District policy 7206.4.4 requires driveways located on collector roadways near a STOP controlled intersection to be located outside of the area of influence; OR a minimum of 150-feet from the intersection, whichever is greater. These needed transportation facilities are to correct deficiencies or replace deteriorated facilities. Included are sidewalk and/or bike lane construction or replacement (with physical buffers if missing and needed); construction of transitional sidewalk segments; crosswalk construction or replacement; curb and gutter construction or replacement; repair, replacement or expansion of curb extensions; replacement of unused driveways with curb, gutter, sidewalk, repair or addition of traffic calming or speed mitigation features; installation or reconstruction of pedestrian ramps; pavement repairs; signs, motor vehicle, pedestrian and bicycle traffic control devices; and other similar items. The current version of PROWAG will determine the applicable accessibility requirements for alterations and elements added to existing streets. ACHD staff is responsible for identifying the minor improvements that would be proportionate to the size and complexity of the development. 9. Private Roads Private Road Policy: District policy 7212.1 states that the lead land use agencies in Ada County establish the requirements for private streets. The District retains authority and will review the proposed intersection of a private and public street for compliance with District intersection policies and standards. The private road should have the following requirements: • Designed to discourage through traffic between two public streets, • Graded to drain away from the public street intersection, and • If a private road is gated, the gate or keypad (if applicable) shall be located a minimum of 50-feet from the near edge of the intersection and a turnaround shall be provided. 10. Tree Planters Tree Planter Policy: Tree Planter Policy: The District's Tree Planter Policy prohibits all trees in planters less than 8-feet in width without the installation of root barriers. Class II trees may be allowed in planters with a minimum width of 8-feet, and Class I and Class III trees may be allowed in planters with a minimum width of 10-feet. 11. Landscaping Landscaping Policy: A license agreement is required for all landscaping proposed within ACHD right-of-way or easement areas. Trees shall be located no closer than 10-feet from all public storm drain facilities. Landscaping should be designed to eliminate site obstructions in the vision triangle at intersections. District Policy 5104.3.1 requires a 40-foot vision triangle and a 3-foot height restriction on all landscaping located at an uncontrolled intersection and a 50-foot offset from stop signs. Landscape plans are required with the submittal of civil plans and must meet all District requirements prior to signature of the final plat and/or approval of the civil plans. 23 Syringa Crossing Mixed Use SW MPP25-0009/ H-2025-0007 12. Pathway Crossings United States Access Board R304.5.1.2 Shared Use Paths. In shared use paths, the width of curb ramps runs and blended transitions shall be equal to the width of the shared use path. AASHTO's Guidelines for the Development of Bicycle Facilities 5.3.5 Other Intersection Treatments: The opening of a shared use path at the roadway should be at least the same width as the shared use path itself. If a curb ramp is provided, the ramp should be the full width of the path, not including any flared sides if utilized. . . . Detectable warnings should be placed across the full width of the ramp. FHWA's "Designing Sidewalks and Trails for Access" (1999) reflected common ADA-related concepts: Chapter 6, Page 16-6: The width of the ramp should be at least as wide as the average width of the trail to improve safety for users who will be traveling at various speeds. In addition, the overall width of the trail should be increased, so the curb ramp can be slightly offset to the side. Therefore,removing this access is not a reasonable option to be considered for the proposed development. ■ Removal of Site Access D and EScenorio Under this access scenario,the intersection or Site Access C/Amity Rood is projected to operate below standards.To mitigate this condition,the intersection would need to be signalized. o The accesses in question should be approved for the following reasons: Site Operations and Circulation + Site Access B is a proposed right-in/right-ouf that provides access to the commercial portion of the development from SH 69.The access meets ITD's access spacing requirements for a right-in/right-out access on SH 69_ITD approved this right-in/right-out access on February 24,2012,so the property owner has authority to construct this access with the proposed development.Without Site Access B,the traffic operations at the SH 64/Lyra Street intersection deteriorate resulting in signal warrants being met. All proposed irrigation facilities shall be located outside of the ACHD right-of-way (including all easements). Any existing irrigation facilities shall be relocated outside of the ACHD right-of-way (including all easements). 2. Private Utilities including sewer or water systems are prohibited from being located within the ACHD right-of-way. 3. In accordance with District policy, 7203.3, the applicant may be required to update any existing non- compliant pedestrian improvements abutting the site to meet current Americans with Disabilities Act (ADA), Public Right-of-Way Accessibility Guidelines (PROWAG), ISPWC, or ACHD requirements. The applicant's engineer should provide documentation of compliance to District Development Review staff for review. 4. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the construction of the proposed development. Contact Construction Services at 387-6280 (with file number)for details. 5. A license agreement and compliance with the District's Tree Planter policy is required for all landscaping proposed within ACHD right-of-way or easement areas. 6. All utility relocation costs associated with improving street frontages abutting the site shall be borne by the developer. 7. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The applicant shall be required to call DIGLINE (1-811-342-1585) at least two full business days prior to breaking ground within ACHD right-of-way. The applicant shall contact ACHD Traffic Operations 387-6190 in the event any ACHD conduits (spare or filled)are compromised during any phase of construction. 8. Utility street cuts in pavement less than five years old are not allowed unless approved in writing by the District. Contact the District's Utility Coordinator at 387-6258 (with file numbers) for details. 9. All design and construction shall be in accordance with the ACHD Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Standards unless specifically waived herein. An engineer registered in the State of Idaho shall prepare and certify all improvement plans. 10. Construction, use and property development shall be in conformance with all applicable requirements of ACHD prior to District approval for occupancy. 11. No change in the terms and conditions of this approval shall be valid unless they are in writing and signed by the applicant or the applicant's authorized representative and an authorized representative of ACHD. The burden shall be upon the applicant to obtain written confirmation of any change from ACHD. 12. If the site plan or use should change in the future, ACHD Planning Review will review the site plan and may require additional improvements to the transportation system at that time. Any change in the planned use of the property, which is the subject of this application, shall require the applicant to comply with ACHD Policy and Standard Conditions of Approval in place at that time unless a waiver/variance of the requirements or other legal relief is granted by the ACHD Commission.
