Navigator Drive,Ste.400, Meridian, ID 83642 www.brighton.co 208-378-4000 Hill's Century Farm Townhomes—December 19, 2024 Page 2 • Rezone of 5 acres from the C-N zone to R-15;4.1 acres was previously zoned R-15 in 2019 • Preliminary plat for 71 homes and 11 common lots The Community Development Director recommends to the City Council,the decision-making body for the following application: • Development Agreement to supersede the existing development agreement(Instrument No. 2015-061375) The Community Development Director is the decision-maker for the following application: • Private Streets for the internal streets for the proposed carriage lane homes APPLICATION IN DETAIL Property History Hill's Century Farm Townhomes is located South of Amity Rd and East of Tavistock Ave.The development encompasses five (5) parcels (S1133212576, R3636080110, R3636080240, R3636090040, and R3636090060)totaling approximately 9.102 acres.These parcels are included in an existing Development Agreement(Instrument No. 2015-061375). Hill's Century Farm Townhomes is designated MU-N (Mixed Use—Neighborhood)on the Future Land Use Map and zoned C-N and R-15; no change to the FLUM is proposed.A rezone of 5 acres is being requested from C-N to R-15. Zoning Map Design Overview The single-family paired and detached carriage lane homes benefit from the surrounding commercial uses, including medical, retail, and storage.The property is also adjacent to civic uses such as Hillsdale Elementary, Hillsdale Park, and the YMCA. Hill's Century Farm Townhomes lots complement the recently completed age qualified Cadence at Century Farm.The front doors of the carriage lane homes face Tavistock Ave, Hill Park St, and tree-lined private streets; and homes will be accessed from alleys at the rear of each property.The development has a mixture of paired and detached homes, adding to the mixed-use design of the area.The community will have a total of 71 building lots and 11 Common lots,with a picnic shelter. ll ti-41 17': T r Hill's Century Farm Townhomes—December 19, 2024 Page 4 MEW M � ®e The community is designed with access to the Meridian pathway system, as previously installed by Brighton at the intersection of Hill Park Ave and TavistockAve.This pathway provides residents with direct access to Hillsdale Park,the South Meridian YMCA the pathway systems within the greater Century Farm community. Hill's Century Farm Townhomes will be served by Hillsdale Elementary School, Lake Hazel Middle School, and Mountain View High School. Neighborhood Meeting On October 22, 2024, a virtual neighborhood meeting was held on Zoom.Three people joined the call and, of the three,one attendee joined at the Cadence Clubhouse and provided access for about 10 other Cadence at Century Farm residents. It was discussed that we would hold an additional neighborhood meeting in person for the Cadence residents to allow more interaction.A second meeting was held in person on November 6, 2024.This in-person meeting was with Cadence at Century Farm residents. During the conversation, residents noted two concerns: 1. Traffic 2. Views We've carefully reviewed those concerns and are committed to addressing them, as follows: 1. Traffic-Hill's Century Farm Townhomes will complete the Hill Park Street connection, providing residents with direct access to the traffic signal at Amity Rd and Hillsdale Ave. Currently, residents use Rincon Street to access Eagle Road and Tavistock Ave to access Amity Road, depicted in green on the next page.The yellow represents the alternative access to the traffic signal.We anticipate this road connection will improve safety and calm traffic onto Amity Road. Views-We also acknowledge the concern raised by residents regarding the loss of their view of the foothills.We understand that views can be an important aspect of quality of life, and we empathize with the feelings of disappointment this may cause.While there is no guarantee that future development will preserve specific views,we are committed to minimizing the impact on the surrounding environment wherever possible. Our goal is to support the needs of the community and the long-term sustainability of the area,while being mindful of the visual impact on residents. Below are two summaries that show adherence to the residential usage guidelines. The first considers the 2015 DA(Instrument No. 2015-061375)that includes the parcels listed in this application. In 2015, Brighton applied for a Comprehensive Map Amendment and Future Land Use Map Modification from Low Density Residential to Mixed Use Neighborhood (MU-N)for a project area of 87.01 acres. Given that the 2015 application, approval, and DA(Instrument No. 2015-061375) encompassed all 87.01 acres,we calculated the residential components using the total"Pre-2019" acreage depicted on the image labeled "2019 FLUM &Current FLUM". The second summary considers the 2019 City-adopted FLUM that modified the previously approved MU-N designation (December 17, 2019). Specifically,the City amended and removed the MU-N FLUM designation from Hillsdale Park, Hillsdale Elementary and the South YMCA.This change updated the FLUM and designated approximately 14.66 acres as Civic Uses,which removed them from the previously designated MU-N acreage (see "Current"depicted on the image Labeled "2019 FLUM &Current FLUM"). Of note, even though the City adjusted the FLUM in 2019 to Civic Uses,the underlying C-N zoning granted in 2016 remained unchanged. Below is a summary of the adherence, including the other residential uses within the MU-N designation. Hill's Century Farm Townhomes-December 19, 2024 Page 9 Open Space&Amenities Hill's Century Farm Townhomes provides a covered picnic shelter facing the mew, creating a gathering area for residents to use for leisure.With the street improvements,the sidewalk on the south side will be extended from Tavistock Ave along Hill Park St to the existing 10' pathway,giving residents direct access to Hillsdale Park and the pathway systems in the greater Century Farm community. The development is required to have 15%open space;this project will provide 20.44%, exceeding the requirements. Directly adjacent to Hill's Century Farm Townhomes are a variety of services that residents will be able to use.Among these services are dental, health and fitness,family medicine, and veterinary services.
