BY THE CITY COUNCIL: CAVENER, LITTLE ROBERTS, OVERTON,
STRADER, TAYLOR, WHITLOCK
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MERIDIAN APPOINTING
TOREN TAYLOR TO SEAT 9 OF THE MERIDIAN PARKS AND RECREATION
COMMISSION; JAMES ABDEL-MONEM TO SEAT 6 OF THE MERIDIAN HISTORIC
PRESERVATION COMMISSION; ADVIK BANSAL TO SEAT 4 OF THE MERIDIAN
TRANSPORTATION COMMISSION; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, Meridian City Code § 2-1-3.1 establishes the Meridian Parks and Recreation
Commission;
WHEREAS, Meridian City Code § 2-1-3 establishes the Meridian Historic Preservation
Commission;
WHEREAS, Meridian City Code § 2-1-5 establishes the Meridian Transportation Commission;
WHEREAS, Meridian City Code § 2-1-1 establishes duties and authority, membership and
terms of appointment for all Meridian City Advisory Commissions;
WHEREAS, the City Council of the City of Meridian recognizes and values the unique
perspective and input of youth in the Meridian community and, to that end, Meridian City Code § 2-1-
I(D)(3) states a youth member may be appointed to Commissions;
WHEREAS, the City Council of the City of Meridian deems the appointment of Toren Taylor
to Seat 9 of the Meridian Parks and Recreation Commission, James Abdel-Monem to Seat 6 of the
Meridian Historic Preservation Commission, and Advik Barisal to Seat 4 of the Meridian Transportation
Commission to be in the best interest of the City of Meridian.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MERIDIAN, IDAHO:
Section 1. That, pursuant to Meridian City Code § 2-1-1, Toren Taylor be appointed to Seat 9
of the Meridian Parks and Recreation Commission, James Abdel-Monem be appointed to Seat 6 of the
Meridian Historic Preservation Commission, and Advik Barisal be appointed to Seat 4 of the Meridian
Transportation Commission as Youth Members, for terms to expire September 30, 2026.
Section 2. That this Resolution shall be in full force and effect immediately upon its adoption
and approval.
ADOPTED by the City Council of the City of Meridian, Idaho, this 14th day of October, 2025.
