I would ask that the memo be revised since ACHD did not ask for this additional information, the City of Meridian did. Please check with Brian McClure and Bill Parsons to ensure that the memo answers all their questions prior to your hearing. Based on the memo provided ACHD does have the following comments.  The memo utilized a pass-by capture rate of 47% in the AM, 41.5% in the PM, and 41.5% overall for Land Use 821. These rates are generally very high. It is typical to utilize an AM pass-by trip capture of 0% for Land Use 821 since many stores are not open during morning rush hour.  Based on proposed trip generation, there is no anchor supermarket for the retail portion of the development. Supermarkets are usually the primary driver of pass-by trips for a retail plaza, so the pass-by capture percent should be further reduced accordingly.  Internal trip capture calculations assume the entire development will function as one site. This is not accurate, as many “internal” trips require vehicles to utilize Pine Avenue or Webb Avenue and will impact operations of the Pine Avenue/Web Avenue roundabout. The overall internal trip capture of 2,533 also utilizes a higher internal trip capture rate than either the AM or PM peak hours, with no supporting calculations. These comments are only a general overview and don’t constitute a full review by ACHD. Let me know if you need anything else. Per our recent discussions, we have prepared the attached technical memorandum documenting the trip generation comparison between the accepted TIS from 2017 and the proposed updates to the site plan. This information was presented to ACHD in February 2024 and has been revised to account for the latest updates to the site plan. 2 We assume the information presented in this memorandum clarifies and satisfies the City's and District's requirements for this transportation due diligence.
