Subject:Drive Thrus - Possible Proposal to Eliminate Conditional Use Permits & Public
Hearings

We understand the City of Meridian Planning director is proposing that new Drive Thrus would not require
a Conditional Use Permit (CUP) if the applicant met the physical standards for the proposed site. And
that this approval would be at the staff level and not require a Public Hearing.
We are absolutely NOT in favor of changing the current policy in place. The Conditional Use Permit
process for Drive Thrus is in place not just for complying with the basic physical requirements, but in
addition, Drive Thrus require vehicles and vehicles impact roadways and surrounding areas which
cannot be identified on paper. Drive Thrus have unique impacts to the areas they locate in. Eliminating
the Public Hearing removes residents' ability to weigh in and provide comments. Residents' rights need
to be protected - they want property protection which is safety and livability in and around their
neighborhoods. Isn't that what played out with the recent IN N OUT denial?
If Staff is the decision maker for approval of Drive Thrus, who determines the proposal is harmonious
with the Comprehensive Plan and who determines the proposal will not adversely affect other property
in the vicinity. This is what Public Hearings are for - Findings are brought forward to help the
Commission or City Council make the best possible informed decisions.
Do not eliminate the CUP and Public Hearing for Drive Thrus - the residents of the community also own
property and our access for participation in the process is already extremely limited.
