Dear Meridian City Council and Meridian Planning and Zoning,
I am trying one more time with planning and zoning (as well as a city council) to be heard on the subject of
unwanted growth in an area. I, along with 350 other people, tried reaching out when we lived in Boise to both
of these entities, and no one listened, so we moved to Meridian ten years ago. I sure don't want to have to
move again at age 74.
I am concerned about the proposed business park near N. Lolo Pass Way and Apgar Creek Drive. My
experience with Ada County Planning and Zoning was that (with over 350 letters being sent to them about a
terrible idea for a maximum-density subdivision plopped down in the middle of a pasture with acreages and
livestock all around) these entities only wanted the revenue and weren't interested in how the development
would impact current residents. I'm hoping you all are different.) The only reason the development didn't go
through back then in Boise had to do with water rights. Our letters had no effect. We still ended up having to
move because P & Z allowed three more subdivisions in that area, as well as numerous developments along
Maple Grove Rd. and, at certain times of the day, we couldn't get out of our older subdivision in either
direction. They refused to put in a traffic light either.
We live on a very quiet street where kids ride their bikes home from Willow Creek Elementary, and some of
the middle school and high school students walk home from their respective schools down our street every
school day. I know because they walk down Kelly Creek Rd. and even Apgar Creek past my house, sometimes
on bikes, skateboards, scooters, etc. We also have kids playing on the streets on the weekends. We've had
problems with teenagers and commercial trucks speeding down Goddard Creek Road at well over the 25-mph
speed limit. With the general public and large trucks, this traffic issue will only get worse. If you okay this
project, you are putting the lives of children at risk with this proposal. We've already had one child killed by a
passing car in this area. We don't want any more to die.
Now you want to allow a business center to be plopped down in the middle of this quiet neighborhood with
patrons' cars and delivery trucks coming and going from 6:00 a.m. until 11:00 p.m., not to mention the months
of construction noise and heavy equipment that will result while these buildings are being constructed. I, for
one, think this is the worst idea I've ever heard. Imagine if you lived where I do and this happened to your
quiet neighborhood. Would you care only about the tax revenue produced by this project? How are we even
going to be able to get out onto McMillan Road without going all the way around from the time ground is
broken and into perpetuity?
And how are you going to compensate us for the loss of our property values when we go to sell our homes?
(Of course, I'm being facetious. No way are you going to compensate us.) The reality is that nobody will want
to live here, especially if they have children.

Interestingly, I was told by a representative of this development by email that planning and zoning would not
approve this project for a storage unit center unless the business park was added. That sounded odd to me,
but I couldn't imagine the developer would lie to me. Now I find out that this rep did lie and that this was the
developer's intention all along. Can we trust someone like this to do what they say they will? Can you, in all
good conscience, close your eyes to the needs of this small residential community and barrel this proposal and
commercial development through to completion?
Initially, I wasn't opposed to a storage unit center, as I imagined the traffic would be sporadic. But now, I really
don't think a compromise can be found, when the exit for this complex will be at the end of my street. My
husband and I have lived here for ten years and really love this area and my neighbors. Please listen and don't
change that.
Also please enter this email into the public record. Thank you.
Sincerely,
Dr. Laurel L Bower

P.S. You might also remind the Meridian City Council to look at the ordinance regarding larger mixed-use
commercial business districts and their access to "nonresidential" exits. They may be violating city ordinance
to allow this development without the proper arterials.
