L.C. Development, Inc.,requests approval of the final plat for Brundage Estates Subdivision No. 2,
consisting of 36 single-family residential lots and 11 common lots on 12.57 acres in the R-4 zone.
Located southeast of W.Victory Road and S. Linder Road,the property was annexed as part of the
City-initiated Victory South annexation(Ordinance#14-1594) in 2014. The gross density for this
phase is 2.86 dwelling units per acre(du/a),with a net density of 4.51 du/a. The residential lots
range in size from 8,211 square feet to 17,345 square feet,with an average lot size of 9,929 square
feet.
The common lot areas within Phase 2 equate to 1.56 acres, or 12.41%. The qualified open space
within Phase 2 is 1.96 acres, or 15.59%, which exceeds the required 12% for the R-4 zone. The
qualified open space items are as follows:
- Local street 8-foot-wide landscape buffers: 0.51 acre
- Collector buffers: 0.75 acre
- Multi-use and Pedestrian pathways: 0.30 acre
- Calkins Lateral: 0.11 acre (not applicable)
- End block buffers: 0.40 acre
All proposed local streets will be within 47-foot-wide rights-of-way. The local streets will be
improved with a 33-foot-wide street section, 5-foot-wide detached sidewalks and 8-foot-wide
landscaped parkways. The proposed multi-use pathway will be installed within Lot 23, Block 1,
and along the west side of S. Ridge Edge Way connecting to Brundage Estates Subdivision
No. 1. A future connection will be made to the south to Windrow Subdivision. W. Harris Street
is designated as a collector roadway with a right-of-way width of 30 feet in width, with a street
section of 26 feet from back of vertical curb to back of vertical curb. Sidewalks will be
detached, ten-foot-wide, multi-use pathways.
Pressure irrigation will be provided by a private system to be owned and operated by the
homeowner's association. A pump station is being installed in Phase 1 adjacent to the Calkins
Lateral near Linder Road. Secondary source will be provided by the City of Meridian municipal
water system.
A preliminary plat(PP H-2016-0001) for Brundage Estates Subdivision was approved on July 26,
2016. A staff time extension was approved in 2018,with time extensions approved by the Meridian
City Council in 2020(TECC-2020-0001),2022(TECC-2022-0001) and 2024 (TECC-2024-0002),
resulting in a date of July 26, 2026,to obtain the signature of the City Engineer on the first phase of
the development. Construction of Brundage Estates Subdivision No. 1 is nearing completion.
The overall development includes private and public open space areas with pool facility,
playgrounds,picnic shelters,pathways and Meridian neighborhood park. The development lies
adjacent to city services with an 8-inch sewer main and 12-inch water main in W. Harris Street.
The final plat of Brundage Estates Subdivision No. 2 is in conformance with the approved
preliminary plat and meets all conditions and requirements. The final plat conforms with all
requirements and provisions of the UDC and was prepared in conformance with acceptable
engineering, architectural and surveying practices and local standards.
