RE: H-2025-0004/ 3780 E Overland Road & 1545 S Topaz Avenue/ St. George Subdivision
Nick,
The City of Meridian has requested feedback regarding an annexation with rezone from R1
(Estate Residential) to R-15 (Medium-high Density Residential) to allow for a mixed-use
development consisting of a 7,987 square foot commercial building with four vertically
integrated residential units above and 19 multi-family units within three (3) additional
buildings, located at 3870 E Overland Road and 1545 S Topaz Avenue.
Ada County is supportive of the proposed annexation as it is compatible with Goal 2.2 of the
Ada County Comprehensive Plan, which encourages urban development be directed to Areas
of City Impact where investments in urban services have already been made.
The Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County,
designates the site as Mixed-Use Regional, which is intended to provide a mix of employment,
retail, residential dwellings, and public uses near major arterial intersections. As the project is
within a one-half(1/2) mile of the Eagle/Overland intersection and is in close proximity to the
Silverstone Corporate Center and Eagle View Landing, it is consistent with the Meridian
Comprehensive Plan.
The proposed commercial and multi-family development is supported by the following goals
of the Meridian Comprehensive Plan, as adopted by Ada County. Goal 2.01.00, which
encourages a balance and integration of diverse housing and neighborhood types, Goal 2.01.01,
which encourages diverse housing options for various income levels, household sizes, and
lifestyle preferences, and the proposed commercial building is supported by Goal 3.06.00,
which encourages a variety and balance of land uses within city limits and Area of City Impact.
The proposal to include a BBQ area, bike repair area, and a pedestrian pathway are supported
by Goal 3.07.02A of the Meridian Comprehensive Plan, as adopted by Ada County, which
encourages pedestrian circulation plans to ensure safety and convenient access across large
commercial and mixed-use developments.
