SUBJECT:
The following will be the requirements and/or concerns to provide minimwn levels of fire protection for
the proposed proj ect:
~ One and two family dwellings not exceeding 3600 square feet will require a fire-flow of 1,000
gallons per minute available for duration of 2 hours to service the entire proj ect. One and two story
family dwellings 3600 square feet and greater will require a minimum fire flow of 1500 gallons per
minute. Fire hydrants shall be placed an average of 500' apart. International Fire Code Appendix C
~ Acceptance of the water supply for fire protection will be by the Meridian Fire Department and
~r quality by the Meridian Water Department for bacteria testing.
'M' Final Approval of the fire hydrant locations shall be by the Meridian Fire Department.
r- a. Fire Hydrants shall have the 4 Y;" outlet face the main street or parking lot aisle.
b. The Fire hydrant shall not face a street which does not have addresses on it.
c. Fire hydrant markers shall be provided per Public Works specifications.
d. Fire Hydrants shall be placed on comers when spacing permits.
e. Fire hydrants shall not have any vertical obstructions to outlets within 10'.
f. Fire hydrants shall be placed 18" above fmished grade to the center ofthe 4 Yz" outlets.
g. Fire hydrants shall be provided to meet the requirements of the IFC Section 509.5.
h. Show all proposed or existing hydrants for all new construction or additions to existing
buildings within 1,000 feet ofthe project.
b)4. Any roadway greater than 150 feet in length that is not provided with an outlet shall be
required to have an approved turn around. Phasing of the project may require a
temporary approved turn around on streets greater than 150' in length with no outlet.

~. All entrance and internal roads and alleys shall have a turning radius of 28' inside and 48'
~de radius.
EIJ;6. All common driveways shall be straight or have a turning radius of 28' inside and 48' outside
and shall have a clear driving surface which is 20' wide and support an imposed weight of 75,000
GVW.
E:l7. Private Alleys and Fire Lanes shall have a 20' wide improved surface capable of supporting
an imposed load of 75,000 lbs. All roadways shall be marked in accordance with Appendix D
Section DI03.6 Signs.
~. Requirements for dead-end fire apparatus access roads that are between 500' -750' in length. The
~ways shall be built to Ada County Highway Standards cross section requirements and shall have a
clear driving surface, available at all times, which is 26' wide. Streets with less than a 35' street width
shall have no parking. Streets with less than 39' shall have parking only on one side. These
measurements shall be based on the face of curb dimension. Special approval required over 750' IFC
Table DI03.4. The roadway shall be able to accommodate an imposed load of 75,000 GVW.
c:.J9. For all Fire Lanes provide signage "No Parking Fire Lane".
.)iz6.'O. Insure that all yet undeveloped parcels are maintained free of combustible vegetation.
E]11. Fire lanes, streets, and structures including the canopy height of mature trees shall have a
vertical clearance of 13 '6.
~2. Operational fire hydrants, temporary or pennanent street signs and access roads with an all
~ther surface are required before combustible construction is brought on site.
~~. To increase emergency access to the site a minimwn of two points of access will be required
/~~~~ny portion of the project, which serves more than 50 homes. The two entrances should be
separated by no less than Y2 the diagonal measurement of the full development. The applicant shall
provide a stub street to the property to the (wesVeasVnorthlsouth).
CJ14. Building setbacks shall be per the International Building Code for one and two story
construction.

Fire Code to service the proposed project. Fire hydrants shall be placed per Appendix D.

a total estimated population of residents at build out.

018. The proposed multi-family lot has an estimated units with a total estimated population of
residents at build out The Meridian Fire Department has experienced 2612 responses in the
year 2004. According to a report completed by Fire & Emergency Services Consulting Group our
requests for service are projected to reach 2800 in the year 2005 and 3800 by the year 2010.
[J19. The office/commerciallots lot will have an unknown transient population and will have
an unknown impact on Meridian Fire Department call volumes. The Meridian Fire Department has
experienced 2612 responses in the year 2004. According to a report completed by Fire & Emergency
Services Consulting Group our requests for service are projected to reach 2800 in the year 2005 and
3800 by the year 2010.
020. The proposed project lies outside the five-minute response zone goal. Achievement of this
goal is subject to budgetary constraints and is intended to enhance the probability of a favorable
outcome on a request for Basic Life Support. The budget constraints are typically defined as
capital outlay for facilities that are located within 1.5 miles from a given location and sufficient
operational funds to staff the facilities.
~. The fire department requests that any future signalization installed as the result of the
~lopment of this project be equipped with Opticom Sensors to ensure a safe and efficient
response by fire and emergency medical service vehicles. This cost of this installation is to be
borne by the developer.
'LJ'22. Maintain a separation of 5' from the building to the dumpster enclosure.
[]23. Provide a Knox box entry system for the complex prior to occupancy.
024. The first digit ofthe Apartment/Office Suite shall correspond to the floor level.
~5. The applicant shall work with Planning Department staff to provide an address identification
~. and a sign which meets the requirements of the City of Meridian sign ordinance at the required
intersection(s).
026. The Fire Dept. has concerns about the ability to address the project and have the addresses
visible from the street which the project is addressed off of. Please contact the Addressing
Specialist at 898-5500 to address this concern prior to the public hearing.
:~27. All aspects of the building systems (including exiting systems), processes & storage practices
shall be required to comply with the International Fire Code.
[J28. The proposed location of the Meridian Fire Station meets the general requirements of the
Master Site Plan for fire station locations. The site appears to have met the minimum lot dimensions
required for a satellite fire station location.
[]29. All portions of the buildings located on this project must be within 150' of a paved surface as
measured around the perimeter of the building.
~. Provide exterior egress lighting as required by the International Building & Fire Codes.

0,31. Where a portion of the facility or building hereafter constructed or moved into or within the
jurisdiction is more than 400 feet (122 m) from a hydrant on a fire apparatus access road, as measured
by an approved route around the exterior of the facility or building, on-site fire hydrants and mains
shall be provided where required by the code official. For buildings equipped throughout with an
approved automatic sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2 the
distance requirement shall be 600 feet (183).

032. All Daycare's must pass an inspection using the criteria of the Idaho State Fire Marshal. If the
applicant has concerns about meeting the State Fire Marshal criteria an inspection will be completed at
a cost of $20.
033. All electric gates are required to be 20' wide and be equipped with a Knoxbox key switch.
[]34. All R-2 occupancies with 3 or more units shall be required to be fire sprinklered.
Q,35. There shall be a fire hydrant within 100' of all fire department connections.
[]36. Buildings over 30' in height are required to have access roads in accordance with The
International Fire Code Appendix D Section D105.
037. This project will be required to provide a 20' wide swing or rolling emergency access gate. The
gate shall be equipped with a Knoxbox Padlock which has to be ordered thru the Meridian Fire
Department.
038. Please contact the Fire Marshal at 888-1234 to work specific issues associated with this project
as soon as possible.
039. Emergency response routes and fire lanes shall not be allowed to have speed bumps.

[J43. Public alleys that serve Mews shall be a minimrnn of24 feet wide.
044. COMMERCIAL AND INDUSTRIAL - Buildings or facilities exceeding 30 feet (9144nun)
or three stories in height shall have at least three means of fire apparatus access for each structure.
Two of the access roads shall be placed a distance apart equal to not less than one half ofthe length of
the overall diagonal dimension of the property or area to be served, measured in a straight line.

045. COMMERCIAL AND INDUSTRIAL - Buildings or facilities having a gross building area
of more than 62,000 square feet (5760 m2) shall be provided with two separate and approved fire
apparatus access roads separated by one half of the maximum overall diagonal dimension of the
property or area to be served, measured in a straight line between accesses.
Exception: Projects having a gross building area of up to 124,000 square feet (11520 m2) that have a
single approved fire apparatus access road when all buildings are equipped throughout with approved
automatic sprinkler systems. (Remoteness Required)
[]46. ALLEY - The entrance to the alley from the public street shall provide a minimum twenty-
eight foot (28') inside and forty-eight foot (48') outside turning radius. No parking shall be allowed
on either side of the street within fifty feet (50') of the alley entrance as measured from the centerline
of the alley. The minimum rear setback for alley accessed properties shall be 20 feet to the garage if
the alley width is 16 feet or 18 feet to the garage if the alley width is 20 feet.
047. The fire department is opposed to any landscape island in the middle of a cuI de sac that may
prevent a fire truck from turning around on the end of the court.
048. Approved fire apparatus access roadways shall be provided to all athletic fields and concession
stands. Approved water supply shall be provided to all structures. Plans and specifications shall be
provided for review and approval.
049. The proposed project has no fire department concerns.
SUMMARY OF PROJECT CONCERNS:
