Thank you for reaching out and sharing your thoughts about the proposed project. Your email has been
received by the Mayor’s Office. Because this project is part of an open application, the Mayor and City
Council members are prohibited from commenting outside of the public hearing process. That said, we
take public feedback seriously and want you to know that we have received your email and have read
your comments.
Your email has been forwarded and received by our City Clerk and is included in the project public
record. As you may be aware, the City does not determine which food service or business locates at a
property, the City regulates the land use of various properties while businesses decide to locate at given
sites or areas based on market conditions. This project’s City Council public hearing is currently
scheduled for Tuesday, September 9th. Additionally, we invite you to check the City’s website,
meridiancity.org for any upcoming public hearing notices and additional information regarding the
development.

I am writing to express our strong concerns regarding the proposed In-N-Out location at the corner of
Lost Rapids & Ten Mile. While we understand the appeal of such a development, we believe this
particular location presents significant challenges and risks, both for the immediate community and for
the broader area.
First and foremost, the intersection at Lost Rapids & Ten Mile is uniquely problematic when considering
the additional traffic load that In-N-Out would bring. The surrounding area, including nearby parks,
schools, and residential zones, simply cannot accommodate the increase in traffic. There are several
available lots in northwest Meridian that offer better access and would have no impact on these
residential areas.
We are particularly concerned about the current capacity of the CostCo development area, which is
already struggling to handle the existing traffic flow. Our concern is not with In-N-Out's ability to manage
cars within their own lot, but rather the ability to safely and efficiently handle the traffic getting to and
from the site.
Additionally, there are serious safety issues related to the proximity of this site to two busy city parks and
three school bus stops within 700 feet. This cannot be overlooked in any consideration of this
development. Adding further strain to these already high-traffic areas is a risk to the safety and wellbeing
of both pedestrians and drivers.
The approval of the Adero Park neighborhood, which includes a major intersection at Malta Road, will
further increase traffic on north Ten Mile Road, particularly between McMillian and Chinden. In-N-Out
would represent the 11th drive-thru in the CostCo development alone. The City’s original vision for that
development was to create retail space with a few drive-thru options, not to turn it into a “drive-thru
central” in northwest Meridian.
It is also important to note that the ACHD’s 2017 traffic study did not anticipate this level of drive-thru
density, nor the possibility of In-N-Out’s expansion into residential areas. In fact, they had no Idaho
expansion plans at all at that time. The traffic study provided by In-N-Out was conducted over four days
in December 2024, deliberately excluding the foot and car traffic that inundates the area during the
spring, summer, and fall months. This presents a misleading picture of the true traffic impact.
Finally, it is essential to consider the feedback from the community. In a survey conducted by our
Bainbridge neighborhood, 80% of respondents were opposed to this location. Furthermore, during the
Planning & Zoning process, approximately 96% of the hundreds of public comments from the six
surrounding neighborhoods expressed opposition to this site.
We respectfully urge you to consider these points and take into account the concerns of the community
before making any final decisions. We believe there are better locations for this development that would
have far less impact on local residents, traffic flow, and safety. Orchard Park being a better location or
the developing area near Ten Mile and 84.
