Hi Stacy,
Western States CAT will be purchasing 28 trees to mitigate for 52.5 inches, which will satisfythe requirement for the Western States Equipment Parking Expansion project. They are also
planning to make this a service project for their employees by helping to plant the 28 trees ina designated park at the beginning of October. Western States CAT will be working directly
with SuperTrees, the tree vendor, and will handle payment directly with them (not throughreimbursement from the City). Please let me know what else I need to do to ensure this is
included with their plan application.

Hey Stacy, I wanted to provide an update regarding tree mitigation for Western States Equipment.Yesterday, I met onsite with their team and landscape architect to walk the property. Weidentified several areas where trees can be planted to satisfy a portion of their mitigationrequirements. For the remaining mitigation inches, we tentatively developed a plan for WSEto contribute by planting trees off-site in one of our parks. They were very receptive to thisalternative compliance approach. The proposed plan is for WSE to handle all on-site plantingsand then coordinate directly with me on species and locations for the park plantings. Theywould purchase the trees directly through a wholesaler of my choice (most likely SuperTrees),which eliminates the need for any monetary exchange between the City and WSE while stillsatisfying their mitigation obligation. Bill is aware of this arrangement. I was in the fieldyesterday without access to my computer, so while confirming details, I reached out to Linda,who spoke with Bill and got the green light to proceed. Please let me know if you have anyquestions or concerns. I’ll be out of the office all next week and may have limited cell service,but I’ll return on the 11th. Thanks so much!

Stacy, If NMID is prohibiting the use of trees and requiring shrubs instead, then that will needto be the path forward. While it's not ideal, incorporating shrubs is preferable to having nolandscaping at all, in my opinion. The parking expansion will require the removal of some existing trees, all of which are locatedwithin theNMID and City utility easements. Mitigation for the removal of these trees is not proposedsince the treesare not permitted due to the easements and are at risk of removal at any time by NMID orMeridian whenmaintenance or repair of the utilities is necessary.
Mitigation will be required for the removal of these trees, with the option for alternative
compliance by relocating the replacement trees to the north, along the freeway. Given
that the trees being removed substantially exceed the standard four-inch caliper
mitigation requirement, additional effort should be made to more closely match the total
caliper inches removed. Please also provide a letter from NMID outlining the planting
restrictions and guidelines within their easements.

Good morning Kyle,
Please see the attached Narrative and proposed landscape plan. The Applicant states that
they do not need to mitigate trees due to their residing in NMID easements. The Planning
Division is requesting Alternative Compliance per the UDC for the removal of the trees and
some type of mitigation. Please let me know your thoughts on this.
