Per ITD's TIS Acceptance Letter dated March 3,2018, Fairbourne Development was conditioned for the installation of a westbound right turn lane at Chinden Blvd &Black Cat Road.This improvement was to be installed prior to development occupancy and has yet to be completed.This turn lane remains a priority;therefore, Fairbourne Development will need to work with ITD to determine a proportionate share contribution to ensure this improvement is completed. 2. Pine Avenue Meridian, ID 83642 RE: Fairbourne Development—Traffic Impact Study Acceptance Via Email Dear Mr.Johnson, The Idaho Transportation Department (ITD) has reviewed the findings presented in the Traffic Impact Study(TIS)for the Fairbourne Development submitted by Kittelson &Associates on January 31, 2018.The Fairbourne Development is located on Black Cat Road north of Chinden Blvd.The development is not requesting to take direct access off of Chinden Blvd. Due to the increase in trips generated by the development,the following safety improvements need to be installed on Chinden Blvd prior to the development's occupancy. 1.) Installation of a traffic signal at Black Cat Road. a. The signal needs to be installed as to not impact ITD's final six lane configuration of Chinden Blvd as presented in the US 20/26 Corridor Plan. b. The signal must meet ACHD's signal design standards and be connected via fiber to the Traffic Management Center's network. 2.) Installation of a westbound right turn lane on Chinden Blvd at Black Cat Road. a. Right turn lane must meet all of ITD's design standards for taper, deceleration, and storage requirements. b. Existing shoulder width must be maintained. 3.) An evaluation of storage needs for the existing eastbound left turn lane must be presented to ITD for review. a. If the existing eastbound left turn lane does not meet projected development storage needs and/or does not meet current ITD design standards,the left turn lane will need to be modified to meet all ITD design requirements. It is the developer's responsibility to mitigate their impacts to the state highway system including acquiring additional right-of-way to construct the necessary safety improvements. Any acquired right-of-way for safety improvements will need to be dedicated to ITD as part of the permit. If the development is accepting of the above described safety improvements, ITD finds the Fairbourne development TIS to be acceptable.You may proceed with stamped engineered drawings for submittal and review by ITD. Once the engineered drawings have been approved by ITD your application will be signed and become a permit. No construction activities can occur within ITD's right-of way until these documents have been received and approved by ITD.
