TO WHOM IT MAY CONCERN: I, Jack Bonawitz, and my wife, Candace Bonawitz, are residents of Cadence, the 55+ community which is part of Bainbridge and which adjoins Costco’s west side. We strongly oppose the proposed In-N-Out Burger business to be located on Ten Mile Road, close to the intersection with Lost Rapids for four reasons. First, this In-N-Out location would be open past midnight—until 2:00 AM. Having a business which relies on auto traffic open until 2:00 AM will add noise, light, and traffic congestion at an unreasonable hour. Second, if In-N-Out is allowed to stay open until 2:00 AM, it’s likely that Costco will petition the city to allow semi-truck deliveries to Costco along Tree Farm and Lost Rapids past the current 10:00 PM cutoff. That would add even more noise, light, and traffic congestion. Third, the “customer flow” data that In-N-Out provided is flawed. It compares our neighborhood area with ten California-based locations—none of which is in residential or semi-residential area such at the proposed location at Ten Mile and Chinden. North, south, east, and west of the proposed location are family homes which will be adversely affected by the addition of a business such as In-N-Out. Fourth, the “traffic study” that In-N-Out provided is similarly flawed because it only surveyed the Ten Mile-Lost Rapids intersection on three days in early December, ignoring the various choke points with the accident-prone entrance north of the intersection. Nor does their study consider the Chinden-Lost Rapids traffic, the weekly event traffic for eight months out of the year for Heroes Park, and the 60+ vehicles for four days a week at Keith Bird Park and along Lost Rapids. Finally, their study does not consider the Adero Park subdivision that will be presented for approval in May 2025 which will add 270+ homes between Bainbridge and Walmart. While we realize that a fast-food business needs people—especially people in vehicles—the proposed location for In-N-Out Burger will create traffic problems and noise and light pollution. It’s not an appropriate business for that location.
