HomeMy WebLinkAboutNarrative V4 St. George Residences — Final Project Narrative Date:August 21, 2025 Project Overview The applicant proposes a thoughtfully designed mixed-use development located at the northwest corner of South Topaz Avenue and East Overland Road in Meridian.The site encompasses approximately 2 acres and is positioned within a growing employment and activity corridor anchored by Silverstone Corporate Center to the south and Eagle View Landing to the north along I-84. Comprehensive Plan Alignment The property is designated as Mixed Use- Community in the Meridian Comprehensive Plan. The proposal advances this vision by combining neighborhood-scale commercial with diverse residential housing in a walkable format. Requested entitlements include: - Rezone to R-15,supporting residential density consistent with mixed-use centers. - Conditional Use Permit for a 7,987 square-foot commercial building with four vertically integrated residential units above. - Conditional Use Permit for nineteen (19) multi-family residential apartment units in three additional buildings. This development directly supports the intent of the Mixed Use-Community designation by: - Encouraging walkability and efficiency through vertical integration of housing above commercial uses. - Offering housing diversity with attainable multi-family options. - Providing connectivity through an internal circulation network and pedestrian-oriented design. Site Design & Land Use Context - The recently approved restaurant project to the east reinforces a continuous commercial frontage along Overland Road. - Proximity to major employment hubs increases demand for nearby housing and services. - Building orientation,parking,and landscaping create a high-quality edge that enhances the Overland corridor. - Open space features include a pedestrian pathway easement,landscaped buffers,and resident amenities such as a bike repair station and BBQ area. Engineering & Infrastructure - Utilities: The project is served by existing city infrastructure and includes appropriate extensions for service. - Fire Access: Drive aisles and grass-paver connections provide compliant emergency access throughout the site. Policy Consistency & Community Benefits This project is consistent with the City of Meridian Comprehensive Plan by: -Advancing complete neighborhoods that integrate housing,jobs,and services. - Promoting efficient infill development that maximizes existing infrastructure. - Delivering a vibrant community fabric with commercial services and diverse housing opportunities.
