Dear City of Meridian Council Members:
I attended the April 17, 2025, Planning and Zoning Meeting regarding the proposed In-N-Out location in the Costco
complex o? Ten Mile and Chinden. I was pleased that many of the members of the Planning and Zoning
Commission had read comments from the public prior to the meeting. They also acknowledged the large public
turnout, plus listened to the concerns expressed by those in attendance. The decision to deny In-N-Out due to a
few reasons was appreciated.
Now, In-N-Out has apparently agreed to most of the conditions that were the reason for the denial by the Planning
and Zoning Commission. I do appreciate that In and Out has modified their stance regarding closure after
midnight and no overnight deliveries. That will be helpful for the surrounding residential areas.
However, the “elephant in the room” is still TRAFFIC CONGESTION, which is a major safety concern.
1. The corner of Lost Rapids and Ten Mile feeds into a private street to the Costco complex. There have been
several close calls for tra?ic accidents that I have witnessed or heard about. The turning lane to go east
from the stoplight at the intersection of Ten Mile and Ladle Rapids often spills into the adjacent next
lane. That intersection is already a bottleneck.
2. The tra?ic at the stop signs within the Costco complex are challenging. Even in low tra?ic periods it is
di?icult to exit the area, especially because of the oncoming tra?ic turning o? from Ten Mile near Café Rio.
3. While In and Out may be able to contain their “customers’ vehicles” within their own property, that does
not solve the issue of entering and exiting to and from the narrow alleyway “road”. A ACHD tra?ic study
done eight years ago likely did not consider a very popular establishment like In and Out. There are several
drive-in establishments already in the complex, but none of them compare at all to the volume that In and
Out generates. Who waits a half hour at a drive-in restaurant for food? Customers at In and Out!! My
grandchildren recently ate at the Boise Mall In and Out location during an o?-peak time. The cars in line
there overflowed into the Boise Mall general parking area during their half hour wait. There is no option for
that situation at this Meridian location except total gridlock and accidents waiting to happen.
4. I live in the Bainbridge neighborhood adjacent to this In and Out location. The fields south of the Bainbridge
development and directly o? Ten Mile have been rezoned a few times. Now the Adero Park neighborhood
has been approved along with more commercial sites near Walmart. Until recently, a farm occupied the

Chinden corner by Costco. Now Fast Eddy’s is there. Additional residents in the area will add to the tra?ic
issue along those roads. The Costco complex will get even busier without having In and Out. Approving an
In and Out at this location will compound the problem.
The Planning and Zoning Committee kept emphasizing that they have no control regarding tra?ic issues and that
ACHD is in charge. I doubt that the original ACHD tra?ic study planned for the tra?ic volume created by In and
Out, as that establishment was not even present in Idaho 8 years ago. I heard at the April Planning and Zoning
meeting that In and Out had done their own tra?ic study. I certainly don’t trust a tra?ic study that In and Out
sponsored!! With the rezoning in this entire area, I am not sure that ACHD considered all the variables we now
have near this location.
I understand that the City of Meridian encourages new businesses. Certainly, In and Out will bring in some hefty
tax revenue. However, there are more suitable locations very close to this Costco complex that would have much
better tra?ic flow for the In and Out business, less tra?ic congestion for customers and not in such close proximity
to residential neighborhoods. There is empty space by the Winco Complex, land available right o? Ten Mile near I-
84, and land across Ten Mile and the corner of McMillian that could be considered.
Please, deny this request for In and Out at this particular location, due to tra?ic congestion and public safety.
