Dear Mayor and City Council,
I am writing to you in opposition to In-N-Out's appeal to build a location at Lost Rapids and Ten Mile.
1. The intersection at Lost Rapids and Ten Mile is an especially poor fit for the increased traffic an
In-N-Out would bring. There are dozens of alternative sites in northwest Meridian that offer better
access without negatively impacting nearby residential areas.
2. The existing infrastructure near the Costco development is already under strain. Our concern is
not whether In-N-Out can manage cars within their lot, but rather the added traffic burden on the
surrounding roadways and intersections.

3. There are significant safety concerns due to proximity to high-traffic community areas. Within 700
feet of the proposed site are two busy city parks and three school bus stops - locations that should not
be exposed to intensified traffic.
4. The recent approval of the Adero Park neighborhood adds further pressure to the area.
Specifically, it increases the load on North Ten Mile Road between McMillan and Chinden - an area
already facing congestion.
5. An In-N-Out would become the 11th drive-thru in the Costco development zone. This contradicts
the original vision for the area, which prioritized a balanced retail environment with limited drive-thru
operations - not a concentration of fast-food traffic hubs.
6. ACHD’s 2017 traffic study never accounted for this level of drive-thru density. At the time, In-N-
Out had no plans for Idaho, let alone for developments bordering residential neighborhoods.
7. In-N-Out’s own so-called traffic study is misleading. It was conducted over just four days in
December 2024 - a period that deliberately avoids the high-volume foot and vehicle traffic typical of
spring, summer, and fall.
8. Community opposition has been strong and consistent. A Bainbridge neighborhood survey
conducted before the Planning & Zoning hearing found that 80% of respondents opposed this location.
During the public comment period, approximately 96% of feedback from residents in six surrounding
neighborhoods also expressed opposition.
Lastly, the Planning and Zoning Commission's denial was nearly unanimous. Please respect that
decision and deny this appeal.
