Combined Preliminary/ Final Plat Narrative Dear Ms. Allen:
We are pleased to submit the attached application and required supplements for the approval of a Combined Preliminary/
Final Plat for Cherry Blossom East Subdivision on behalf of our client, Jayo Land Development Company, Inc. Please
accept this letter as the required written narrative regarding the project.
On August 24, 2018, the Meridian City Council approved the rezone and preliminary plat proposals for this project as a
part of Cherry Blossom Place Subdivision, H-2018-0018. The overall project encompassed 10.74 acres located at 615 W.
Cherry Lane in Ada County, which now carries the R-8 zone. Staff reviewed the warranty deed for recorded instrument
#329628 and have verified it is an original parcel of record as defined by UDC 11-1A-1. The project was split into two
phases. Final plat was approved for phase 1 on September 10, 2019, which consists of 45 residential units and 11
common lots. The rezone and preliminary plat staff report: Cherry Blossom Subdivision—RZ, PP (H-2018-0018), is
relevant to this request.
Preliminary/Final Plat
The preliminary plat expired before the construction of phase two could begin, so it is being resubmitted with a Combined
Preliminary Plat/ Final Plat as Cherry Blossom East Subdivision. The project, which includes LOT 14 BILK 02 of Cherry
Blossom Place Subdivision as well as parcel S1212120695, consists of 0.79 acres to be subdivided into three single-
family residential lots, and two common lots.
The new subdivision will be a part of the Cherry Blossom Place Homeowners Association and have access to the existing
amenities, including a tot lot, gazebo, fire pit and grilling area. A 6-foot closed vision fence will be placed along the east
and west boundaries of the project, along with the existing fence to the north.
The project will be developed in one phase and will be provided with utilities as follows:
• Sewer service will be provided by Meridian Sewer District through connection to the existing sewer located on the
north side of the existing common driveway to the west of NW 4t"St.
• Water service will be provided by Meridian Water through a connection to the existing system located in NW 4t"
St.
• Pressurized irrigation system using existing surface and groundwater rights will serve all lots and open space
throughout the project. The homeowner's association will own and operate the irrigation system.
The Hunter Lateral currently runs through the west side of the property. The ditch will be piped around the perimeter of the
west lot in the project.
A traffic impact study is not required for this project. The project is not in a regulated flood plain. There are no known
adverse health, safety, or environmental issues.
The development will not negatively affect the continuity of the capital improvement program. The public is not expected
to financially support the services required for the development. The property taxes post-development will provide greater
tax revenue to the City than continuing the agricultural use.
In summary, the proposed Combined Preliminary and Final Plat for this property will support the orderly development of
the City in accordance with the City code and in a manner consistent with the surrounding communities. We believe this
