Thanks for the prompt response and your review of the trip generation and traffic due diligence. We will
update the memo recipients to City staff, per your request. I also have the following
responses/clarifications for ACHD comments in blue below.
The memo utilized a pass-by capture rate of 47% in the AM, 41.5% in the PM, and 41.5% overall for
Land Use 821. These rates are generally very high. It is typical to utilize an AM pass-by trip capture
of 0% for Land Use 821 since many stores are not open during morning rush hour. We agree to
remove the pass-by rates for the AM period. We have gone ahead and updated the pass-by
percentages to the following: Overall - 30% (0% AM Peak Hour, 25% PM Peak Hour). Based on the
intended commercial uses in the development, we feel this is a reasonable estimate for pass-by
trips.
Based on proposed trip generation, there is no anchor supermarket for the retail portion of the
development. Supermarkets are usually the primary driver of pass-by trips for a retail plaza, so the

pass-by capture percent should be further reduced accordingly. Refer to percentages presented in
previous bullet point that we feel reasonably represent the intended uses here.
Internal trip capture calculations assume the entire development will function as one site. This is
not accurate, as many “internal” trips require vehicles to utilize Pine Avenue or Webb Avenue and
will impact operations of the Pine Avenue/Web Avenue roundabout. The overall internal trip
capture of 2,533 also utilizes a higher internal trip capture rate than either the AM or PM peak
hours, with no supporting calculations. Thanks for this comment. We used the internal capture
methodology and rates following NCHRP 684 procedures. Some clarification as to why we
considered this as one single site with regards to internal capture: the site is relatively constrained
on a block-by-block basis in terms of parking relative to the associated land uses that require those
parking spaces. To accommodate the necessary parking for the various land uses, the site utilizes
an underground structure that will be located in the NW corner of the Pine/Webb intersection and
provides the primary parking capacities to accommodate most of the site. For this reason, we felt it
was reasonable to assume the site functioning as one collective of land uses versus splitting the
internal trip capture out by parcel/block in the development (i.e., folks wishing to visit a certain
area of the site will most likely be parking in the underground structure and walking to their desired
destination, including walking to uses in the SW, NE, SE quadrants of the project).
o Considering the changes in pass-by rates described above and retaining the internal
capture methodology as described (i.e., single site not independent blocks), the following
table illustrates the overall change in net new trips between 2017 and
2025:
o Additionally, we considered the internal capture of each quadrant of the Pine/Webb
intersection independently and applied the same pass-by trip rates previously described to
yield the following overall change in net new trips between 2017 and 2025:
To provide additional context for the magnitude of these trip generation changes. We looked at
recent traffic counts that were collected at Pine/Webb in April 2025 (see attached) and depending
on the internal capture methodology, the updates to the PINE 43 development in this area are
estimated to produce less than 10% of the total entering volumes at the Pine / Webb intersection
(and this conservatively assumes all the trips to/from PINE 43 will travel through the Pine / Webb
intersection).
o Peak Hour Total Entering Vehicles (April 2025) = 1,701 vehicles between 4:25 and 5:25 PM
With internal capture as total site, PM Peak Hour Net New Trips = 94 (5.5% of peak
hour)
With internal capture as independent blocks, PM Peak Hour Net New Trips = 165
(9.7% of peak hour)
I will add this information to the memo along with the changes to addressees and send in a forthcoming
email but wanted to provide this detail for you and City staff in preparation for the 8/21 hearing.

additional information, the City of Meridian did. Please check with Brian McClure and Bill Parsons
to ensure that the memo answers all their questions prior to your hearing.

As you know, we have been supporting the PINE 43 Development team with some updated transportation
due diligence over the past year and a half as they have been re-imagining the development south of State
Avenue.
Per our recent discussions, we have prepared the attached technical memorandum documenting the trip
generation comparison between the accepted TIS from 2017 and the proposed updates to the site plan.
This information was presented to ACHD in February 2024 and has been revised to account for the latest
updates to the site plan.
We assume the information presented in this memorandum clarifies and satisfies the City's and District's
requirements for this transportation due diligence. If you have any questions, please don't hesitate to
