Members of the Planning and Zoning Committee: I wanted to address the application before you concerning the annexation of three lots to the East of Cherry Blossom Subdivision. First, Cherry Blossom Subdivision residents have been trying to get answers as to how the possible annexation of these three lots will impact the neighborhood in terms of financial responsibility (350 foot of shared driveway maintenance), irrigation water impact (issues now with sprinklers' water pressure), and governance control (developer control extended with annexation). I attended the Tuesday, February 25, 2025, neighborhood meeting at the Meridian Library with Jon Breckon of Breckon Landdesign, and I asked him about how the annexation of the three properties would impact Cherry Blossom Subdivision; he could not answer most of my questions, but he kindly gave me his card and told me to email him, which I did the next day. He emailed me back on February 27, 2025, explaining that he would review my questions and get back to me with "some answers," which he did not. I followed up on March 3, 3025, still no response (see attached email). I also emailed our HOA Community Manager February 26, 2025, and she could tell me nothing (see attached email). We had our annual HOA meeting on Tuesday, August 19, 2025 (just the other night), and again, Tami Riddle, HOA Community Manager, could not confirm how this annexation would impact Cherry Blossom Subdivision. She stated that she was told that the three lots would only have water rights and not be part of the subdivision and that the three lot owners would be responsible for the 350 feet of shared driveway, but she had nothing in writing to confirm it. Of course, no one from Jayo Land Development attended the meeting. Doug Jayo is the declarant and self-appointed President of Cherry Blossom Subdivision. He could have attended our HOA meeting (or sent a representative) to explain the impact, if any, on Cherry Blossom, but he did not, thus the looming questions and neighborhood anxiety. Secondly, I would ask you to consider one looming question: How can these lots be annexed into Cherry Blossom Subdivision when the residents on those lots have no sidewalk or street access to the subdivision? They share a short fence line with Cherry Blossom—that is it! The lots are in a completely different neighborhood. Next, Cherry Blossom Subdivision is almost complete: two houses are in final building stages, with two other new homes up for sale. So, residents were looking forward to taking control of the HOA, but with this annexation, we now have no idea how this will impact resident control. Are we looking at another two or three years? In the paperwork narrative, it states that "The new subdivision will be part of the Cherry Blossom Place Homeowners Association and have access to the existing amenities..." But this is 1 contrary to what people have been told. We are only looking for answers, which as the people's representatives should be one of the main tasks of this committee. Lastly, I encourage you to vote no on this application until the impacts (financial, irrigation issues, governance) of the annexation on Cherry Blossom Subdivision current residents can be communicated. Thank you for taking time to read this letter, and I appreciate all that you do for the city. Development is important to the city's growth, and you have a tough job, but I hope that you will thoughtfully consider what is being presented before casting a vote. In this case, a little communication would have gone a long way in resolving most of these issues. Dennis Gill 659 W. As a homeowner in Cherry Blossom Subdivision, I have some questions about the proposed project at Cherry Blossom East at NW 4th Street, Meridian, ID 83642. 1. Are these three houses, which have no direct access to Cherry Blossom Subdivision going to be part of the Cherry Blossom HOA? If yes, are the homeowners responsible for the same assessments and the same CC&Rs? 2. If, in fact, the three homes are part of the Cherry Blossom HOA, who is responsible for the maintenance and upkeep of the 150 feet of shared driveway, those three homeowners or the Cherry Blossom HOA? 3. Are these three homes being connected into the Cherry Blossom Subdivision irrigation system? 4. When will this proposal go before the planning committee? 5. Who is assigned this project in the Meridian Planning Office? Thank you in advance for your time. Any homeowner within 500 feet of the proposed project received an invitation to attend, so only a few in the subdivision were invited and only two of us attended.Jon Breckon of Breckon Land Design conducted the meeting on behave of Jayo Construction (see attached). Based on the meeting, if appears that Doug Jayo intends to make this non-connected development part of Cherry Blossom Subdivision. The purpose of the meeting was to get neighborhood feedback before going to the city planning committee. It was clear from the meeting that these three houses will be attached to Cherry Blossom's water system, but the presenters could not answer these questions: 1. Do we now have to wait until this is developed and built before Jayo turns the subdivision over to the homeowners? 2. Are these three houses in fact part of Cherry Blossom Subdivision and pay the same HOA fees and regulated by the same CC&R's etc..., even though the residents in these three houses have no direct access to the subdivision? 3. Who pays to maintain the 150 feet of shared driveway coming off NW 4th Street, the HOA or these three residents? 4. If, in fact, the plan was to include these three houses in the subdivision from the start, why was this not disclosed to homeowners in the brochures and other communications: "This charming community of 44 modern New England cottage-inspired patio homes..." No where does it say 47 homes, nor do the maps in the brochures include another street. 5. Lastly, a person at the meeting last night told us that AMI, your employer, is partly owned or managed by a relative of Doug Jayo? Is this true? Thank you for getting back to me as soon as possible.
