My husband and I are residents of the Cherry Blossom Place subdivision in Meridian, having
moved in on Feb. 24 among our 44-home neighborhood.
We vehemently oppose developer Doug Jayo's city initiative to add three lots and subsequently
new homes to our HOA jurisdiction that are not legally or physically located in our
neighborhood. These lots are located off NW 4th Street and W Camellia Avenue (see attached
pictures). They will have no physical connection to our community, but will (according to public
records)have access to our common areas.
Mr. Jayo is pushing this plat through without Cherry Blossom Place residents' input or legal
procedure. This will make our HOA responsible for their private road(80% more asphalt to
repave) and common areas, among other expenses that will cause uncertainty and exorbitantly
higher HOA dues for services that are not ours.
Mr. Jayo's control of our HOA is a big issue to begin with as he has subverted our HOA
residents' input. He controls the association and the irrigation water pump himself without any
homeowner representation. He holds the majority of votes, and intends to continue control by
adding three homes in the lots that are not located in our neighborhood.
Home owners are appalled they have no representation on our HOA and have strongly voiced
complaints to the city of Meridian officials. Mr. Jayo has not provided residents with the
financial statements showing how our annual dues of$1,020 are spent. Keystone Pacific
management company enlisted by Mr. Jayo is charged with upholding the bylaws and care for
the common grounds and irrigation system,both of which were poorly maintained by the
contracted Sunshine Landscaping this summer.
This initiative would compound the already existing homeowners' problems caused by Mr. Jayo.
On behalf of myself and our residents, we vehemently object to this proposed plot development
and will hold the city accountable with our voting choices, complaints and legal actions if
necessary.
