Hello Councilman Whitlock, My name is Todd Nunn and I live in the Irvine Meadows subdivision off Ten Mile across from Costco. I attended the planning commission meeting to oppose the proposed In n Out location in the Costco Shopping Center. I have nothing against In n Out as a company; I know they do many good things for the community, but that location is totally unsuitable for one of their restaurants. It is entirely too small. Their representative kept arguing that the lot was 150% larger than their other locations in the Treasure Valley area, but the other locations are surrounding by parking lots for larger shopping centers that were mostly unused prior to In n Out being built and they are now mostly being used for the restaurant. I was a police officer for over twenty years in Northern California and saw first hand the impact of In n Out moving into my area. It impacted traffic horribly if there was not enough off street 1 parking facilities to accommodate the lines. The issue that I am more concerned with is the large numbers of teens that congregate there after dark and play loud music, yell and drive wrecklessly. That is already happening at The Village location. The Costco location would not have the space to accommodate them so I believe they will go to the area Parks, like Heroes Park instead and litter and cause problems for the residents there. I saw this occur over and over in California. I would like to urge you to vote no on the proposal to overturn the Planning Commission's decision to deny the request to build an In n Out in that location. There are so many more suitable areas that are not so close to residences and have more area to accommodate the large crowds. Thank you for your service and for taking the time to read this.
