HomeMy WebLinkAboutUSPA-CC cover 1-28mtg1 CITY OF MERIDIAN Planning & Zoning Memo To: Mayor and City Council From: Brad Hawkins-Clark CC: City Clerk, John Eaton (BCA), Mark Estess (ACAR) Date: January 20, 2022 Re: Urban Services Policy Amendment (Item #10, 1-28-03 Agenda) The subject item was continued from the City Council’s 12-17-02 meeting to allow staff the opportunity to solicit further input from private industry groups and to provide Council with specific language for the Comprehensive Plan text amendment. Attached is a draft of said language, which consolidates the previous memos already received by the Council on this topic into a single document. As a reminder, the City Council, at the time of adopting the 2002 Comprehensive Plan, requested that staff meet with representatives from the private sector to amend (or at least re-consider) the Urban Services Planning Area policy dealing with the provision of municipal services outside the corporate limits. To date, the attached document has not been reviewed or formally endorsed by the private industry organizations. The document was sent to Mr. Eaton and Mr. Estess with a request for their respective boards to review the proposed policies. The Ada County Association of Realtors Board of Directors meets on January 29th and the Building Contractors Association Board meets on February 20th. Since this Comp Plan Amendment was submitted for public hearings, the City received a proposal from Mr. Lee Centers to consider an Ada County, 39-lot subdivision on S. Linder Road. Given the fact that this project is raising additional considerations that may impact the City’s urban service policies within the Area of Impact and since Mr. Center’s application is on the Council’s February 4th agenda, Staff recommends Council continue this item until after your February 4th meeting. This will allow any outcomes from that meeting which might impact this policy to be incorporated into any new policy.
