Your email has been received by the Mayor’s O?ice. Because this project is part of an open application, the Mayor and City Council members are prohibited from commenting outside of the public hearing process. That said, we take public feedback seriously and want you to know that we have received your email and have read your comments. Your email will be included in the project public record. As you may be aware, the City does not determine which food service or business locates at a property, the City regulates the land use of various properties while businesses decide to locate at given sites or areas based on market conditions. Additionally, we invite you to continue to check the City’s website, meridiancity.org for any upcoming public hearing notices and additional information regarding the development. I have also copied the Planning Department if you have additional questions on hearings. Sincerely, Dave Miles | Chief of Staff City of Meridian | Mayor’s Office 33 E. Dear Meridian City Council, I am writing to express my opposition to the continuance request by In-N-Out for their hearing before the Meridian City Council, now scheduled for September 9. 1 The corner at Lost Rapids & Ten Mile is a uniquely problematic location for the additional tra?ic load In- N-Out represents. There are dozens of lots available in northwest Meridian with better access and zero impact to residential areas. The Costco development area can barely handle the existing tra?ic flow, and we are concerned about tra?ic getting to and from the target site. In-N-Out’s ability to handle cars within their own lot is not our concern. The safety issues involving two very busy City parks and three school bus stops within 700 feet cannot be discounted. The approval of the Adero Park neighborhood with a major intersection at Malta Road will put additional strain on north Ten Mile Road between McMillian and Chinden. In-N-Out would represent the 11th drive-thru within the Costco development. The City’s vision for that development was to create retail space with a few drive-thru accessories, not to create “drive-thru central” in northwest Meridian. ACHD’s own study from 2017 did not envision this level of drive-thru density and the possibility of In-N-Out—they had no Idaho expansion plans in 2017, much less into residential areas. In-N-Out’s own “tra?ic study” they provided was conducted over four days in December 2024— specifically to rule out the foot tra?ic and car tra?ic that inundate the area during Spring, Summer, and Fall. Prior to the Planning & Zoning hearing, our Bainbridge community survey revealed 80% of our respondents were opposed to that location. During the Planning & Zoning process, about 96% of the hundreds of public comments from the six surrounding neighborhoods were opposed to that location. While In-N-Out has decided to modify their request to close at midnight and prevent overnight deliveries, this makes no di?erence to the biggest issue: over an additional million visitors to that corner each year. Thank you for your time and consideration. Sincerely, Holly McGregor 5898 N.
