Broadway Ave.,Suite 102 Meridian, Idaho 83642 Re: Fairbourne Subdivision No.4—Black Cat Rd.,Meridian,ID 83646—Narrative To Whom it May Concern, The application before you is for the combined preliminary and final plat for the parcel located at the NW corner of N.Black Cat Rd.and W.Chinden Blvd.(Parcel#S0421449500),Meridian,Idaho 83646.The parcel is 5.2-acres and is zoned C-C and is within the MU-C land use area,as approved when this area was annexed and zoned as part of the overall Fairbourne Subdivision.This parcel was intended to be the last phase of the Fairbourne Subdivision,but was never final platted,and the preliminary plat approval has lapsed.Due to this,the proposal is for a single-lot commercial subdivision for the future construction of retail/commercial/office uses,as allowed and envisioned by the existing development agreement.All perimeter roads,landscape buffers,and utilities are installed.Additional landscape and site improvements will occur upon development of the site.Those plans will be submitted for review under a CZC application in the future. The development is planned as a single phase. Subdivision The proposed preliminary and final plats as submitted will formalize the single commercial buildable lot.The current CC&Rs of the Fairbourne Subdivision will be complied with for landscaping,fencing,lighting,as well as long-term maintenance of the development landscape along the perimeter.All existing perimeter fencing will be either retained and protected or replaced,and the developer will coordinate with all affected neighbors.The landscape buffers along all property lines were installed with the overall subdivision and will be retained,protected,and enhanced to ensure buffering of existing residential uses as well as to improve the overall aesthetics of the project site.These additions will be reviewed with future development plans for specific users and businesses.All access will be via existing curb cuts in N.Black Cat Rd.and W.Waverton Dr. The proposed preliminary plat complies with the previously approved(now expired)preliminary plat(Fairbourne Subdivision),and the proposed final plat is fully in conformance with the proposed preliminary plat.The preliminary and final plats are in conformance with the requirements and provisions of the UDC,and all construction will be in conformance with acceptable engineering,architectural,and surveying practices.Additionally,the proposed project will be in conformance with all local,state,and federal standards and regulations. The development will also be in conformance with the approved annexation/rezone ordinance(Ord.#18-1793)and the recorded Development Agreement(Inst.#2018-098361),along with any recorded revisions to said DA.No variances are requested or proposed with the development. Ultimately,the developer and design team feel that the proposed project will bring additional high-quality businesses to the area that will support the surrounding existing and future residents through thoughtful infill redevelopment of the site which will continue to enhance underutilized spaces in this area of Meridian.
