Dear Honorable Members of the Meridian City Council,
I hope this message finds you well. I’m writing as a Meridian resident and supporter of thoughtful growth
in our community. I urge you to overturn the Planning & Zoning Commission’s denial from April 17, 2025,
and approve the conditional use permit for the In-N-Out restaurant planned at Ten Mile Road and
Chinden Boulevard within the existing shopping center alongside Costco, Cafe Rio, Slim Chickens, and
others
?? Community and Economic Benefits
• Local demand and successful first location: Idaho’s first In-N-Out opened in Meridian in
December and has drawn consistent crowds, indicating strong local appetite for a second location on the
north side of town
• Standards and reliability: In-N-Out’s strict commitment to fresh ingredients and efficient service is
well-known. Their track record in Meridian and Nampa shows they operate with minimal impact on
neighboring roadways or live traffic patterns
• Signature drive-thru planning: The proposed site includes stacking for up to 29 vehicles—and an
overstack plan expanding capacity to 52 cars—within the lot, reducing the likelihood of spillover onto
public roads.
????????????? Traffic Mitigation and Safety Measures
• Traffic improvements on the horizon: The nearby Highway 16 extension, expected to open by
the restaurant’s construction timeframe, is projected to reduce thoroughfare traffic by up to 30% on Ten
Mile and lower traffic on adjacent roads.
• Proposed design-based safeguards: In its appeal, In-N-Out has offered amended conditions—
including pedestrian sidewalks, escape lane signage, limiting delivery hours, and turning off parking lot
lighting after closing (except for safety) to minimize disruptions.
?????? Revised Hours Respond to Neighborhood Concerns
• In response to concerns about late-night noise or traffic, In-N-Out revised its operating hours to
10:30 a.m. to midnight daily, and proposed delivery hours from 6 a.m. to 10 p.m. These adjustments
align more closely with neighborhood expectations.
??????????????? Compatible with Community Development Plans
• The restaurant fits within the approved Commercial-General (C-G) zoning of the shopping center
and aligns with the city’s comprehensive plan for mixed-use, customer-serving development in this
corridor. Even with the drive-through, the overall development is below the originally approved density
for the site.

the City regulates the land use of various properties while businesses decide to locate at given sites or areas
based on market conditions.
