To Whom It May Concern: My name is Kyle Gentry. I live within the BainBridge subdivision at 4095 W. Silver River St., Meridian, ID 83646. I am emailing to express my concerns and strong opposition regarding the proposed development of In-N-Out (I&O) at the northwest corner of Ten Mile/Lost Rapids. As an honorably retired police officer and father of two children, I have many safety concerns (as well as overall quality of life issues) with this proposed location. Many of my concerns are highlighted below. The corner at Lost Rapids/Ten Mile is a uniquely problematic location for a new I&O. Traffic at this intersection has steadily gotten worse since moving to BainBridge in 2019. A new I&O will undoubtedly make this intersection even more problematic for residents. As it is, the lot seems to barely manage the Costco traffic. One can only imagine how bad it will be if a high volume establishment like I&O is added. As an example, northbound traffic on Ten Mile frequently backs up from Lost Rapids all the way to Malta Road with the current businesses and residents. The safety issues regarding 2 nearby city parks and 3 school bus stops cannot be discounted. Having been to numerous vehicle vs pedestrian traffic collisions throughout my career, I fear for the safety of young children at these nearby bus stops. The approval of the Adero Park neighborhood (with a major intersection at Malta Road) is already going to further tax the general area. Again, I fear what a high volume business like I&O would do to Ten Mile between McMillan and Chinden. If approved, I&O would be the 11th drive thru business near Costco. This seems to be contradictory to the city's original vision of a limited drive thru business area. ACHD's own study from 2017 did not envision this level of drive thru density, nor the development of an I&O. In-N-Out's self provided traffic study was poorly conducted and clearly biased. They highlighted 4 days in December 2024. This was clearly done to rule out the foot traffic and vehicle traffic which inundate the area during Spring, Summer and Fall. Prior to the Planning and Zoning hearing, our BainBridge community survey revealed 80% of the residents oppose the I&O going in this location. During the Planning and Zoning process, approximately 96% of the hundreds of public comments were OPPOSED to In-N-Out being built in this location. After honorably retiring from law enforcement, I chose to relocate to one of the last states which seems to exhibit proper decision making at all levels. When we purchased a home in BainBridge, I did so in large part based on the amazing quality of life offered within the City of Meridian. This includes my top 1 priority...safety for my children. My hope (and the hopes of the large majority of my subdivision) is the City of Meridian will listen to its residents and deny the proposed In-N-Out location at Ten Mile/Lost Rapids. There are far better locations which will not impact subdivisions such as ours. Thank you for your time with this. Best Regards, Kyle Gentry. 2
