Broadway Ave. Meridian, ID 83642 RE: Southridge South Subdivision Phase 1—FP-2021-0059 Final Plat Modification I PN 121027 Dear Mrs. Allen: We are writing on behalf of the developer to request a modification to the final plat for the Southridge South Subdivision Phase 1 (FP-2021-0059). The modification seeks to change condition of approval Item 5d regarding the type of fencing required along the Ridenbaugh Canal. As currently written,the condition of approval reads: 5d. The fencing type along the Ridenbaugh Canal shall be black wrought iron as required by City Council;depict accordingly. We request a modification of this condition as follows(edits in bold): 5d. The fencing type along the Ridenbaugh Canal shall be a black open vision fence per UDC 11-3A-6 and as required by Nampa-Meridian Irrigation District;depict accordingly. The primary reason for this request is to allow an alternative fencing material, specifically black vinyl- coated chain link.This is necessary because: 1) Nampa-Meridian Irrigation District(NMID) Requirements a) The fence is installed within the NMID easement for the Ridenbaugh Canal. NMID approved the location and installation of the fence and addressed project requirements in a License Agreement with the developer. b) The NMID approval and license agreement required that all fence posts be installed in sleeves to allow the fence to be easily removed when NMID needs access. 2) Constructability a) The originally required wrought iron fence was determined to be not constructable in removable panels by the project's fence contractor. Refer to the attached letter from Butte Fence for details. b) Butte Fence determined that black vinyl-coated chain link could be constructed to meet NMID's requirements. 3) Maintenance & Longevity a) Vinyl-coated chain link provides strong corrosion resistance,whereas wrought iron is more prone to rust. 462 East Shore Drive, Suite 100, Eagle, Idaho 83616 208.939.4041 thelandgroupinc.com Page 2 of 2 4) Aesthetic Considerations a) A black chain link fence is often considered more aesthetic than wrought iron because its dark, matte finish absorbs light rather than reflecting it, allowing the fence to blend into the landscape and become less visible. This means the fence does not dominate the view, making it less obtrusive and enhancing the views from the .46 pathway. b) In contrast,wrought iron, tends - to be more visually prominent due to its solid structure and uniform,vertical lines. c) The sleek look of black chain link offers a clean visual line without drawing attention, which is ideal to secure the canal from access without compromising the openness for pathway users. 5) Precedence within Meridian a) The black vinyl-coated chain link fence is commonly used in the area, including at nearby ACHD drainage facilities (within the Southridge project, along Overland and Ten Mile Roads, etc) and at other areas of the Ridenbaugh Canal within prior Southridge phases. b) Black vinyl-coated fencing has been used in other areas of the City, along pathways following the Ridenbaugh Canal, such as near Stoddard Road at the Bear Creek Subdivision. We believe that the requested modification of this condition will not compromise the safety or integrity of the development and will contribute positively to the community's overall design. To whom it may concern, When installing the fences at Southridge South #1, we installed 6-foot-tall removable black chain link per the Nampa Meridian Irrigation District requirement called out on sheet 1-1.00 of the Landscape Plans. We could only meet this removable requirement with chain link because we were able to use slightly larger diameter posts as the sleeves and then insert the chain link posts into the sleeves. We then bolted the chain link posts into the sleeves just above ground level.Therefore,the bolt can simply be removed from each post and the fence can be lifted out of the sleeves without needing to be dismantled. We would not have been able to meet this requirement with any other style of open vision fence as the other styles would need to have every section of the fence completely taken apart in order to be considered removable.
