I know how challenging construction within neighborhoods can be, particularly as new homes are being built while other homes are already occupied. I have experienced that in other local cities myself. To your concerns about traffic safety and roads being blocked in your subdivision, I was able to talk with Code for some context. While I know citations can be one approach, they often do not resolve the issue of concern. For example, if Code were called for a sidewalk obstruction and they just wrote a citation and left, the violator may pay the fine, but the blocked sidewalk could remain in place and still the central issue. That is a primary reason our Code team works first for compliance. In their case history, they reviewed 5 or more cases with me regarding Cherry Blossom and shared that in each case they investigated the complaints, made contact with the contractor causing the violation, and got the violations remedied either immediately, or within 24 hrs. or close there to. That has been Meridian’s preferred approach for these types of things prior to moving to a citation process. (Often, compliance is achieved and citation is not needed.) That said, Code will initiate citation processes if compliance is not obtained timely. To that, I encourage the neighbors to continue to contact Code if there are issues that arise, and they will continue to respond and investigate. Related to your questions and concerns about irrigation tie-ins and the extension of a developer controlled HOA in the current subdivision due to the new (and current) planning application for Cherry Blossom East you are on the best path. As I mentioned, that is an open application (H-2025-0030) in the Planning Department and the Mayor and City Council members are prohibited from commenting outside of the public hearing due to the State Statues on land use applications. If your concerns remain with that application, I suggest that you continue to follow that project and any hearings that occur through the Planning and Zoning Commission (P&Z) and/or City Council. It does look like the current scheduled hearing date at P&Z is August 21, 2025 for that application. I have copied the Clerk’s Office and Bill Parsons, the Current Planning Manager, so they can add this correspondence to the file for that project, and you can stay in touch with Bill Parsons about the application.
