Medford Place Request to Relocate
and Remove the Approved Perimeter Fencing for Medford Place
Subdivision (File No. MFP-07-001)
Staff has reviewed this submittal and offers the following comments:
APPLICATION SUMMARY & LOCATION
The applicant, Dyver Development, has applied for a final plat modification to relocate the approved
perimeter fencing in Medford Place Subdivision. The approved perimeter fencing shown on the
landscape plan for Medford Place Subdivision is located on the property line adjacent to the multi-family
building lots along Victory Road and Eagle Road. The applicant is requesting to remove a portion of the
perimeter fencing along the east property line, adjacent to Eagle Road. If constructed the applicant
believes the fencing would obstruct the view of the landscaping from the nearby residential properties in
the subdivision. The applicant is also requesting approval to relocate the perimeter fencing along Victory
Road to be appwximately seven feet off the property line, within the required landscape buffer. The
applicant is requesting to relocate the fencing adjacent to Victory Road to comply with a condition of
approval, which required the applicant to shield the parking areas from Victory Road with additional
landscaping.
Medford Place Subdivision is located at the southwest comer of Eagle Road and Victory Road in the
NEy,; of T. 3N., R. lB., Section 29. The site has already been platted. The City Council approved the
final plat on April I!, 2006.
STAFF ANALYSIS & RECOMMENDATION
As stated above, the applicant is requesting to remove a portion of the perimeter fencing along the east
property line, adjacent to Eagle Road. The portions of the perimeter fencing adjacent to Eagle Road that
the applicant is requesting to not install would obstruct the view of the landscaping for the residents
within the development, while not screening the view from Eagle Road, as the fencing is on the back side
of a berm. The landscaping along Eagle Road is constructed from large boulders to create a retaining
wall and various trees and shrubs. Staff believes that these sections of retaining wall will be more
attractive and function better than a straight 6-foot tall fence. The applicant is also proposing to relocate
the perimeter fencing along the northern property line to the center (top) ofthe berm along Victory Road.
The applicant is proposing to install a 6-foot vinyl fence and 6 trees along Victory Road on top of the
berm to shield the parking areas seen from Victory Road. Staff is supportive of this request as well, as
the fencing will now sit on top of a berm and screen the parking areas better, as seen from Victory Road.
The Unified Development Code (UDC) docs not have a requirement for permanent perimeter fencing.
Staff believes that the removal of some of the fencing along Eagle Road will create a view of
landscaping for the residents within the subdivision, while also providing better screening between the
abutting arterial and the residential uses below. Therefore, staff supports the removal of the specific
portions of fencing along Eagle Road. Furthermore, Staff supports the relocation of the fencing from

their northern property line to approximately seven feet up the berm. The proposed trees will increase the
amount of landscaping along Victory Road and the fencing will help create a shield to block the view of
a sea of asphalt, which may be seen from Victory Road. Staff reconunends that the Council approve the
applicant's request to modify the approved fencinl! plan for Medford Place Subdivision (MFP-07-001)'
as proposed by the applicant and attached in Exhibit 1 of this staff report.
