MARK COPTIC ORTHODOX CHURCH PROJECT DESCRIPTION: The proposed project is to construct a church building for Virgin Mary & St. Mark Coptic Orthodox Church at 4379 N Locust Grove Rd, Meridian, ID 83646. Parcel # R1608650275. Original Project Name: Ashley Manor (File # 2016-0043) Annexation Ordinance # 16-1706 Development Agreement Inst. #2016-086864 The church will serve the Coptic Orthodox Church congregation in Boise area. The property area is 0.515 Acres (22,433 SF) under the City of Meridian Jurisdiction, subdivision Crestwood sub no. 01 #0275-B and Zoning L-O (Commercial). The proposed use for the church is A-3 (Religion). The front setback: 25' (Arterial Street), the interior setback: 10', the rear setback: 10', landscape buffer to residential: 5' and a fence. Maximum Building Height: 35'. A variance request to the city to reduce the landscape buffer from 20 feet and the front setback from 25' (all in landscape) to achieve the project requirements. Also, another 17 feet were dedicated from the N Locust Groove Rd. as required. This narrative addresses the Alternative Compliance request. The Church understands the City's concern with our parking needs. Since the July 8 hearing: 1. The Site Plan has been adjusted, including occupancy, to better reflect the size of the lot, its required setbacks and easements. Also, an agreement was made with the property (located at 4415 N Locust Grove Rd. Meridian, ID 83646) on the North side of the property to reduce the buffer from 20 feet to 5 feet only. 2. Church hours of operation and the timing of our community's special religious services have been adjusted to accommodate the shared parking agreement with the nearby day care and the city requirements. When the once per year passion week special services occur during the day care's operating hours, the church will respond with extra measures taken for ride sharing and carpooling, ensuring that the church community's parking needs are contained within the church's on-site parking. The Church's needs for parking are expected to be fully met with these changes. We request the Director's approval of our application, allowing us to complete the purchase of the property and the building of our new church home in Meridian.
