VIRGIN MARY AND ST. MARK COPTIC ORTHODOX CHURCH
PROJECT DESCRIPTION:
The proposed project is to construct a church building for Virgin Mary & St. Mark
Coptic Orthodox Church at 4379 N Locust Grove Rd, Meridian, ID 83646. Parcel #
R1608650275.

The church will serve the Coptic Orthodox Church congregation in Boise area. The
property area is 0.515 Acres (22,433 SF) under the City of Meridian Jurisdiction,
subdivision Crestwood sub no. 01 #0275-B and Zoning L-O (Commercial). The
proposed use for the church is A-3 (Religion).
The front setback: 25' (Arterial Street), the interior setback: 10', the rear setback:
10', landscape buffer to residential: 5' and a fence. Maximum Building Height: 35'.
A variance request to the city to reduce the landscape buffer from 20 feet and the
front setback from 25' (all in landscape) to achieve the project requirements. Also,
another 17 feet were dedicated from the N Locust Groove Rd. as required.
The proposed gross building area is 9,000 SF on two floors. The upper floor will be
for the church facility and its proposed occupancy is 129 occupants. The church
congregation will go downstairs to the lower level after the church services for
socializing and Sunday School classes. The building's total proposed occupancy is
129 occupants given the fact that the same congregation on the upper floor will
be on the lower floor after the church services. The site will include 9 parking
stalls in addition to an added 15 parking stalls being added by an agreement with
the nearby daycare. The total number of parking stalls that will be used by the
church congregation is 24 parking stall. That is more than needed by the zoning
code which is 9000 sf/ 500 = 18 parking stall. We are exceeding this number (24
parking stall).

The proposed building material is wood-framing building on reinforced concrete
foundation.

Saturday: From 7:00 pm — 8:00 pm : Vespers prayers
From 8:00 pm — 9:30 pm : Mid night praises
Sunday: From 9:00 am — 2:00 pm : Liturgy and Sunday school
Feasts Schedule of Operation:
During the Passion Week schedule (only once a year and by nature it lies in the
middle of the working week), the church will work within our own community
to not exceed the church's on-site parking spots, using ride shares and
carpooling as needed.
Friday before passion week: 6:30pm — 9:00pm
No service between 10pm and 6am to meet the city requirements.

Sunday: 6:00pm — 9:00 pm : Night passion week prayers
Saturday: 7:00pm — 9:30pm: Feast of the resurrection liturgy
Nativity Feast:
January 6th: 7:00 pm — 9:30 pm : Nativity Feast Divine Liturgy
January 7th : 7:00 pm — 8:30pm : Sunday School and Feast Celebration Gathering

PROPOSED PARKING:
Proposed 24 parking stalls (1 Stall per 500 SF)
Proposed 1 Bike parking (1 per 25 vehicle parking)
STORMWATER MANAGEMENT:
A soil investigation (geotechnical) report will be developed to assess the soil
infiltration rate and consequently stormwater Best Management Practices will be
determined. A survey mapping has been developed, and it is submitted along with
this narrative.
TRAFFIC STUDY:
A traffic engineer will be hired to develop a traffic Study for this project in later
phase to ensure that the church operational hours; that is mostly in the weekend
hours, will not introduce in congestion to the surrounding roadways.
