ORDINANCE NO. 1
AN ORDINANCE PROVIDING FOR '1M RE4jUIHEh1MT, APPLICATION AND ISSUANCE OF LICENSES
FOR BICYCLES, AND THE LICENSL' FELL THFIEFOR, AND PROVIDING FOR THE ATTACHMENT OF
SUCH LICENSE, INSPECTION, TRANSFER AND GENERAL LICENSING PROVISIONS, AND I-ECULA-
TIONS PERTAINING TO TRAFFIC LAWS, TRAFFIC CONTROL DEVICES, BICYCLE RIDING, AND
NECESSARY k4JUI1'MENT, AND IN ADDITION PROVIDING FOR PENALTIES FOR THE VIOLATION
HER".
BE IT ORDAINED BY THE MAYOR AND CITY COUNSIL OF THE CITY OF MEFEDIAN, ADA
COUNTY, IDAHO:
WHEREAS, The Constitution of the State of Idaho empowers the Cities to make
and enforce all such local police regulations as are not in conflict with the
general laws,;, and
WHEREAS, The Mayor and City Council desire to establish controls and standards
of licensing and operating of bicycles in the City of Meridian;
1, DEFINITION: Every device propelled by human power upon which any person
may ride, having two tandem -wheels, either of which is over twenty (20") incheq in
diameter, is hereby defined as a bicycle.
2. EFFECT OF hr_G UL TIONS:
(A) It shall be unlawful for any person to do any act forbidden or fail to
perform any act required herein.
(B) The parent& of any child and the guardian of any child or ward shall not
&uthorize or knowingly permit any child or wand to violate any of the p:Tovisions
of this chapter.
(C) Theme, regulations applicable to bicycles shall apply whenever a bicycle
is. operated upon any public thoroughfare or publio path set aside for the exclu-
sive use of bi cycl es-.
3,. LICENSE REQUIRED: It shall be unlawful for any person, to ride or propel
a. bicycle on any public thoroughfare, street, alley or highway, unless such bicycle
has been licensed and a license plate is attached thereto.
4. APPLICATION: Ipgdication for a bicycle license and license plate shall be
made to the Police Department on the first day of January each year. Providing ap-
plication cards, metal or sticker license palate and registration cards.
5. ISSUANCE:
(A) The Police bepartmerit, upon receiving proper application therefore is
authorized to issue a bicycle license which shall be effective until the end of the
fiscal year.
(B) The Police Department shall not issue a license for any bicycle when he
knows the applicant is not th"wuer,•of or entitled to the possession of such bicycle,
(C) The Police Department shaii`keep a record of the number of each license,
the date issued, the name and address of the person to whom issued, the serial number
on the frame of the bicycle and a record of all bicycle fees collected.
6. LICENSE FIE: A fee of fifty cents (500) shall be charged for all license
plates or stickers. A fee of twenty five cents (250) shall be charged for all trans-
fer cards,
7. A.TTACHMENT OF LICENS4 PLATE OR STICKER::
(A) Each license plate or sticker shall be fi-rmly attached to the bicycle in
such a position as to be plainly visible and on fraw of the bicycle.
(B) The Police Department shall issue a license besring t he license number
assigned to the bicycle which shall include the name of the Municipality (Meri.dia an) ,

amlendar year and rnrresporAing numbers stamped thereon in ierical order.
S. INSPECTION:. The Police Department shall inspect each bicycle before li-
censing the same and shail refuse a license for any bicycle which he determines is
in unsafe me chani cal condition.
9. TR&NSFER OF 0�.MPSHIF: Upon the sale or transfer of a licensed bicycle
the licensee shall surrender the license to the Police Department or have said
license assigned to another bicycle owned by the applicant.
10. RENTAL AGENGIES: A rental agency shall not rent, or offer any bicycle for
rent, unless such bicycle has a license attached thereto and has been properly
licensed.
11. REPORT CF SALES:. It shall be the duty of every person who sells or trans-
fers ownership of any bicycle to report to the Police Department such sale or trans-
fer within twenty four (24) hours after purchase or transfer of any such bicycle.
12, SERIAL NUMBER, MUTILATION: It shall be unlawful for any person to remove,
destroy, mutilate, dismantle, or alterihe serial number of any bicycle, or of any
pant thereof.
13. LICENSE PLkTE OR STICKER, MUTILATION: It shall be unlawful for any per-
son to remove, destroy, mutilate or alter any license plate or sticker or registra-
tion card during the time the plate, sticker or card is in force, and shall be un-
lawful for any person to transfer a license from one (1) bicycle to another.
14. TRA"IC LAWS APPLY. h'-Very person riding a bicycle shall be granted all
of the rights and shall be subject to all of the duties applicable to the driver
of a vehicle except as to those provisions of,law which by their nature can have
no application.
15. OBEDIENCL TO TRAF'F'ICE CONTROL DEVICES;
(A) Any person operating a bicycle shall obey the instructions of official
traffic control sign&, signals and other control devices applicable to vehicles un-
less otherwise directed by a Police Officer.
(B) Wherever authorized signs: are erected indicating that no right, left or
"UP turn is permitted, it shall be unlawful for any person operating a bicycle to
disobey the direction of any such sign, except where a person dismounts from the
bicycle to make such turn in which event such person shall then obey the regula-
tion applicable to pedestrians.
lb. RIDING ON BICYCLES:
(A) A person propelling a bicycle shall not ride other than astride a perm-
anent and regular seat attached thereto.
(B) Persons riding bicycles upon a roadway shall not ride more than two (2)
abreast except on paths or parts of roadways set aside for exclusive use of such.
(C) Whenever a usable path for bicycles has been provided adjacent to a
roadway, bicycle riders shall use such path.
17. EMERCING FROM ALLEY OR DITVEWAY: The operator of a .bicycle emerging
from an alley, driveway or building shall, upon approaching a sidewalk or the
sidwalk area, extending across any alleyway, yield the right-of-way to all pedes-
trians approaching on said sidewalk and upon entering the roadway shall yield the
right-of-way to all vehicles approaching on said roadway.
- 18. CLINGING- TO VEHICLES: No person riding in or upon any bicycle shall
attach such bicycle to a moving vehicle.
19, RIDING ON SIDEWALKS:-
(A) It shall be unlawful for any person to ride a bicycle upon a sidewalk
within a business district.
(B) The Chief of Police is authorized to erect signs on any sidewalk or
roadway prohibiting the riding of bicycles thereon and when such signs are
placed it shall be unlawful for any person to disobey the same.

(A) Every bicycle when in use at night-time shall be equipped with a lamp
on the front, whicch shall emit a white light visible from a distance of at least
five hundred (500) feet to the front, ,
(B) Red Reflector Required: All bicycles shall be equipped with a red glass
reflector of at least one inch 1") in diameter, which shall be so attached to
the rear of such bicycle as to be visible from the rear.

(C) BRAKE HIRED: Every bicycle shall be equipped With a brake which
will enable the operator to make the braked wheel skid on a dry, level clean
pavement.
21. HANDS ON HANDLEBARS: No person shall operate a bicycle or motor-
cycle without keeping at least one (1) hand upon the handlebar.
22. PENALTY: Except as otherwise herein provided, it shall be unlaw-
ful and punishable as a misdemeanor to violate any of the provisions of
this ordinance. Any person violating and- provision of sections, shall be
guilty of a misdemeanor and upon the conviction thereof- .shall be punished by
a fine not to exceed one hundred ($100.00) dollars and cost or by imprison-
ment in the City Jail not to exceed ten (10) days or by both such fine and
imprisonment.
Passed by the City Council and approved by the Mayor of the City of
Meridian, Ada County, Idaho, this �_ day of December, 1964.
