Approval of said application is subject to the following limitations and conditions: I a. SUBJECT TO ALL PRIOR WATER RIGHTS. b. Proof of construction of works and application of water to beneficial use shall be submitted on or be- fore September 1 , 19 84 c. The rate of diversion, if water is to be used for irrigation under this permit, when combined with all other water rights for the same land shall not exceed 0.02 cubic feet per second for each acre of land. d. Other: i An access port or other device as specified by the Department shall be installed by the permit holder to provide for the installation of measuring equipment and the determination of the rate of diversion by the Department. The issuance of this permit in no way grants any right-of-way or easement across the land of another. Witness my hand this 1A (0 day of August, 1983, I i Chief, Operations Bureau i k STATE OF IDAHO DEPARTMENT OF WATER RESOURCES INSTRUCTIONS FOR ACCESS PORT INSTALLATION Purpose The Department of water Resources' examiners now have portable measuring devices to measure the flow of water in a pipe flowing full. However, for them to be able to use these devices you must install an access port in your pipeline. You, of course, may wish to install a permanent measuring device or have the flow of your system measured and certified by a professional engineer. General Requirements The access port shall be made by welding a 1'/d inch welding coupling onto the supply pipe as shown on the attached figures. These welding couplings may be obtained at most plumbing supply dealers. The access port must be installed at least 24 pipe diameters downstream from the pump, at least 9 pipe diameters downstream and at least 4 pipe diameters upstream from any flow restrictions such as reducers, elbows or control valves. Control valves should be located downstream from the access port. The above required distances may be reduced if straightening vanes are installed in the pipe. The coupling must be installed perpendicular to the pipe axis and also so that the centerline of the port passes through the center of the pipe. The access should be installed on the side of the pipe, as shown in the following sketch, to eliminate the problem of air in the pipe interfering with the measuring device reading. End View Of Pipe 0 0 — _ Horizontal 0 !�- Access Port Locate Access Port In This Range Specific Requirements The type of access port necessary, between Figure 1 and Figure 2 on the back of this page, depends on whether you are willing to turn off your diversion system during the installation of the measuring device. An access port constructed as shown on F igure 1, access port cold tap, is acceptable if you are willing to turn off your system during the installation of the measuring device. This installation should take no longer than thirty minutes. An access port constructed as shown in Figure 2, access port hot tap, is necessary if you are not willing to turn your system off during the installation of the measuring device. The valve must be a 1% inch gate valve with a clear opening of at least one inch. This hot tap can only be made on systems that have pressures less than 70 pounds per square inch. If your system pressure is greater than 70 pounds per square inch, then it trust be turned off during the measuring device installation.
